reporting live in vallejo, i'm jodi hernandez, nbc bay area news. >> thank you, jodi. gruesome discovery at the bay bridge. a torso found in the bay. want to show you what it looked like a couple hours ago. this is chopper, this is the crime scene. workers working down to tear down the old span made that discovery. we are joined live, and what do we know at this point? >> reporter: you know, police tell us that a person was simply taking a launch break near the old base of the bay bridge, and they were take pictures in the area, and they go over here to this rock, and that's when they discover this torso. now oakland police say that they arrived here at about 12:00 p.m. information is very limited. they tell us that the torso belongs to that of a young male, and it looks like it's been floating in the water for at least a month, based on the decomposition of the body. there are still plenty of unanswered questions. >> we'll try to determine what happened. are we looking at somebody who had an accident, maybe through boating? if we had a suicide or missing person, or if

nbc bay area's jodi hernandez joins us from city hall. jodi, you talked with the mayor and the police chief. what's their response? >> reporter: raj, the mayor and the police chief say that a police officer must be held to the highest standard. they call the allegations of that three oakland police officers engaged in sexual misconduct highly troubling. now, the chief and the mayor promise a thorough investigation. the chief concern, the allegations came to light last september when officer brendan o'brien committed suicide. a source told us a suicide note he left behind alluded to the sexual misconduct. but the chief also said the three officers were just recently placed on administrative leave. now, the mayor says the district attorney is now conducting parallel investigations. she says she has just issued a new executive directive requiring the opd to immediately
