when the bp ceo was brought up to congress, republican joe barton, he said the obama administration was-- i think this is a tragedy of the first proportion that a private corporation can be subject stod what i would characterize as a shakedown. in this case, a $20 billion shakedown with the attorney general of the united states who's legitimately conducting a criminal investigation and has ever right to do so to protect the interests of the american people, participating in what amounts to a $20 billion slush fund that's unprecedented in our nation's history. >> you guys both remember the blow back from the democrats when joe barton said that. this guy will be chairman of the committee that oversees the oil industry, the push back from the republican leadership was, no, he's term limited, he's run out his time as the ranking member and as we speak this evening, he is trying to get the chairmanship. >> there are a number of them on appropriations as well. i'm not in favor of waivers for any of them and from what i'm hearing, the house will not extend waivers. but i remember those convers

. >> host: just to further tony's question, does it matter if productiveness chair or joe barton or cliff stearns? >> guest: well, i think they all are going to be focused on broadband reclassification and spectrum. and you know, given the noise on privacy, it's tough not to see how they'd be focused on privacy. i think those are going to be the committee priorities. frankly, they're the committee priorities for the republicans are in charge or democrats are in charge. so i think it also certainly is regardless of who's in charge of the committee, those are the sort of hot button issues. those are likely to be the priorities moving forward. >> host: just to follow up really quickly, what should we expect is the upton, was widely believed to be the firm running for the full committee, what should we expect to see on that front in terms of a telecom rewrite? what kind of things do you think upton led full committee might look to? >> guest: well, he's hardly been talked about. his op-ed in the "washington times" talking about is terms of regulation and engagement oversight. both a lot of ove

the waivers, whether or not to grant certain ranking members, gop current ranking members like joe bartonther to grant them waivers to allow them to stay as chairman -- chairmen of those committees. the republicans ruled the term limit, only two terms as a chairman. if you're a ranked member for two terms, then you possibly can have a waiver. a lot of freshmen don't necessarily think that's such a great idea i think that the incumbents are going to obviously be very congratulate triof their new colleagues. but i -- congratulatory of their new colleagues. i have to tell you this freshmen class is going to be pretty vocal. not necessarily butt heads but they're going to be vocal. i think everybody who's returning wants to experience it. host: and finally, what's the fallout on what happened yesterday, the house panel that found representative rangle -- lengle -- rengle guilty -- rangel guilty of ethics violations? guest: because there's so much going on, people have been discussing it. i haven't heard too many calls for rangel to step down. in part because a lot of people that would be affe
