vice president joe biden has ended months of speculation about a presidential bid. a short time ago he announced he will not run. biden made the announcement in the white house woes garden with his wife and president obama at his side. he said he and his family are still grieving the death of his son, and there is not enough time to launch a successful campaign. mike viqueira joins us now from the white house with more. mike, walk me through the announcement, was it much of a surprise? >> it was a very big surprise, tony. consider the fact over the last few days there have been secret meetings, leaks from those secret meetings, there has been speculation that has just sucked the oxygen out of the white house press core. everyone trying to read the tea leaves and trying to figure out what joe biden is going to do. the hour is getting late. in fact, in the end joe biden appearing with his wife, dr dr. jill biden in the rose garden, president obama by his side. he decided there was not enough time, the clock had run out. he had lost his son bo this year and with all the

biden gets in. tomorrow it's all about the hillary performance. bernie sanders called joeriend and martin o'malley reacting and still in the race. we haven't heard from lincoln chaffey yet. nbc news/"wall street journal" poll found 38% of democrats didn't want biden to run. do you think that could change in polling because the effect of what he did today and looking like the senior statesman stepping out of the way, do you think that could change? >> no. i mean, i think when he says i will not be a candidate, absolutely take his word for it. he is clearing out of that part of the race but he also when he says i'm not going anywhere and i plan to play a significant role in this campaign, i also take him serely on that point. i mean, look. i saw joe biden in action close up in two presidential campaigns and he really brings it and what he brings to the table is a kind of connection with middle class economics that frankly every candidate on the democrat side is running on. and i thought mike steele made some excellent points right there in terms of pretty polished hillary cl

with his sort of trademark charm and trademark earnestness, but also very subdued joe biden. we all know the emotional range he can display in public remarks. and this was a very subdued biden. it is clear this was a reluctant decision. he had said essentially i want to do it but need to make sure my family is there. now to come out and say my family is there and we have turned a corner in terms of our grief but it's too late. i can't go. by the way, here's what i would say if i could. he even at one point said, if i could be anything, i would have been the president who ended cancer. talking about those other sort of stump speech points he made. clearly this is something he wanted to do but feels like he can't. i disagree with him that the timing is prohibitive at this point. yes, deadlines are coming, i don't think the timing is prohibitive. i think what is prohibitive is that he could not have won. and maybe in some way that's a timing issue, but i think that hillary clinton is going to steamroll her way to this democratic nomination. i think he knows that and is a politica
