let's go to joe fryer. we've been talking with him from galveston all night long.you seeing right now? it looks like the skies are a little lighter but rain still coming down? >> reporter: that's right, alex. we've moved a little higher since i talked to you earlier this morning. you can see the gulf behind me is still angry and still churning. the rain is coming down. it's not as bad as when we were talking to you earlier. it let up and now it's picking up again, this sideways, relentless pelting rain. but we're three or four hours into pretty heavy rain here this morning and that's been the biggest concern here in galveston. they didn't really get hurricane-force winds here or storm surge, but they know they're going to get a lot of rain as this system very, very, very slowly moved up the coastline. we have heard some reports of a little bit of flooding in downtown streets here, nothing major, but some of the flooding coming up to car doors. that is basically what was expected. when the mayor held a news conference here yesterday, he said if they're going to see

that's where we find nbc's joe fryer. joe, what are you seeing there this evening? >> reporter: lester, throughout the day today, we've experienced powerful winds and blinding sheets of rain as if that weren't enough, tornado warnings have been issued with calls for people to immediately take shelter. beyond that, the big fear here is the flooding. it's not just supposed to rain heavily for a few hours. it's supposed to do this for a few days. some here have already decided to voluntarily evacuate. others are sticking around, shuttering their homes, stocking up on water, waiting it out and see how bad the flooding gets. one business put up a greeting that reads open until the letters fall off this sign. they've been here before. nine years ago this area was devastated by hurricane ike. some businesses on the coast were destroyed and had to rebuild. many low lying neighborhoods saw record flooding. the mayor says by leaps and bounds they're better prepared today than they were nine years ago. they're going to need every bit of that preparation. lester? >> joe fryer t

nbc's joe fryer is in galveston with more on all this. first of all, what's it like out there? it seems to be not letting up at all? >> reporter: in fact, the conditions are probably worse right now than earlier this morning. now that it's daylight, we can get a better look at what's happening around here, including taking a look at the gulf of mexico where the waut rers still choppy because the wind is coming in. so is the rain. the rain is the big concern in galveston because it's not supposed to let up for a few days. it could be from 15 to 20 inches of rain which would definitely affect low lying areas. we're already under a flash flood warning this morning. i expect many more flash flood warnings in the coming days. here is the thing, that warn extends much farther inland than you might expect. this is not just a coastal issue. that might explain why in galveston a lot of people decided not to evacuate. they didn't evacuate because if they went to houston, houston is still facing this torrential downpour and there could be flooding there. at least here they're at their hom

that's where we see joe fryer. joe, what's the scene there right now? >> hey there, craig. we can attest to what dylan was just saying. as hard as we've seen it yet. we're just along the shore along the gulf. you can see the choppy waters. the winds are blowing, the rains are coming in. as dylan said, combine this heavy amount of water with the fact that the tide is rising. we're at high tide. that's what's all along concerned people in galveston. they knew the hurricane winds wouldn't be as strong here as in other places or the storm surge wouldn't be as high here as in other places, but they knew they'd be getting a lot of rain and in low-lying areas that can cause issues here. we expect there to be a lot of flash flood warnings. but really when you think about it, that warning goes all the way to houston and beyond. that's why a lot of people chose to stick it out. they figured if they went up to a place like houston or san antonio, they'd still be dealing with rain and the potential for flooding but in an area where they don't have a home or don't know many people. they

joe fryer reports from galveston county. >> reporter: these days bayou animal services is a shelter,ry for dogs and cats abandoned by harvey. >> got you something. >> reporter: animal control officer nadine perez is staying here around the clock to care for frightened pets, including litters of kittens. >> i've already cried i can't tell you how many times. we all need our five-minute cry break and get get back up and get back to work. >> reporter: some are strays, others dropped off by evacuees who will return when life is in order. >> it is very high stress right now. emotions are high. >> reporter: typically this shelter would have no more than 30 dogs and 60 cats. right now they have more than 100 dogs and 100 cats. so they're using the public works garage as an overflow space. >> good boy. >> reporter: more pets are on the way. the humane society arrived in dickinson to rescue animals still trapped in flooded neighborhoods. they have a list of homes to visit, and if needed, break-in with permission from the owners. here they save three dogs from a house where floodwaters reached

nbc's joe fryer has details. ♪ every day is like a battle ♪ >> reporter: pop superstar taylor swift tooka different stage today, appearing in a courtroom away from cameras as jury selection gets underway. she is expected to testify at some point during the civil trial. the case stems from 2013 when swift posed for a pre-concert photo with radio deejay david mueller. in court documents, swift says he put his hands under her dress and grabbed her bare behind. she never reported it to police, but one of her reps contacted mueller's employer, kygo radio, which fired him. in 2015, he filed a civil lawsuit against swift and members of her team calling the groping allegation nonsense, saying it cost him his job. he defended himself during a radio interview last november. >> my hand was never under her skirt. i never grabbed her. >> reporter: swift countersued claiming assault and battery saying she has never been so sure of anything in her life. >> celebrity status gives a litigant credibility. just the fact that people feel like they know you. >> reporter: the courthouse is bracing for big cro

joe fryer is also with us. he's in galveston, texas. joe, what are you seeing out there?> reporter: well, katy, you can see now things have deteriorated greatly in the last half hour or so. the winds have picked up a lot. it is raining by far harder than we have seen all day. keep in mind, we're in galveston, about 200 miles away from corpus christi where you just saw reports. corpus christi is the heart of this thing, where the surges are supposed to be higher, where the winds are supposed to be stronger. we're just on the outer bands here in galveston, which isn't even supposed to get hurricane-force winds. but this is the weather we're seeing right now from this system. and this is what really worries the people who live in this area. if it's raining like this right now, and the system is supposed to continue to pour heavy rain on here, not just for hours, but for days, how much flooding damage could there be in this area? and that's what has a lot of people concerned. so far, we've only seen some voluntary evacuation orders in galveston. some have chosen to leave. man

let's get to joe fryer who's in galveston, texas. he's been there all night long. you've been enduring just pummelling rain. things look a little brighter behind you. talk about what you're seeing right now. >> reporter: they're a little brighter than what we saw earlier this morning, but we're still getting a lot of rain and a lot of wind. you look behind me and you can see the angry gulf coming in here. it's really not the water from the gulf that they're terribly worried about. they have a sea wall that's doing a good job keeping that back but it is all the water from the sky concerning people here. already a lot of rain this morning. here's the scary thing, alex. a few moments ago you were talking about the very slow march of this hurricane up the coastline over the next few days. keep in mind that's about 200 miles from here where this thing is churning right now. it's not supposed to get to the galveston area until maybe about tuesday or so. so as bad as it is here, they're probably going to get even heavier amounts of rain on the tail end of this thing. if t

i want to bring in joe fryer.know so well the issue there is low lying area, city, and that's a concern when we talk about flooding that shanna was just telling us about. . >> can you guys hear me? hello. i'm here. joe fryer, can you hear me? this is richard louie. >> yeah, can you hear me? >> he's there in galveston, texas. we may be having some communication issues. can you hear me? >> yes, i hear you. >> this is richard louie in new york and i was just saying you're in that important city as we look at galveston, not only because of its history, but because of flooding and its low lying. >> yeah. that's right. here in galveston right now. first of all, to set the scene it's about as nice as we've seen it the last few hours. there's been sort of a break, a little bit of a breath of fresh air for people here. a far cry when it was raining sideways relentlessly. for several hours we were under a floosh flood warning at that time. and anywhere from 2 to 6 inches of rain fell in a 24 hour period in this county. so n

nbc's joe fryer has all the details. >> reporter: with little notice the streets of california became arteries for swiftly moving rivers of muddy water. 30 minutes of relentless rain thursday triggered flash floods, nasty enough to stop a train in its tracks and stop several cars. at least three drivers had to be rescued by helicopter. >> i think now i'll take heed of the flash flood warnings a little better. that's no joke. >> reporter: they're also cleaning up in arizona after getting walloped by monsoon storms. there was a landspout tornado hovering overhead. while in chicago rain and lightning brought the lollapalooza festival to a halt last night. the singer, lorde, apologized to the crowd. >> the weather is too crazy for us to play right now. >> reporter: today, 19 million are at risk of severe weather. with new york drenched by sheets of rain that turned stairs into waterfalls. last night in maryland, powerful winds topped trees. one landed on a car killing a 14-year-old girl. meanwhile, the northwest is baking for a fourth straight day, forcing athletes to exercise caution. >>

. >>> galveston also in the middle of all of this, we found nbc's joe fryer. what's the scene in galveston? >> reporter: good morning. moments ago our phones all went off, issuing a flash flood warning. we expect to get a lot of those flash flood warnings in the coming days here. in galveston, the winds maybe weren't as strong, the surge wasn't as high as other parts of texas. the flooding float is very real. still, there were dramatic moments during the storm. a lot of power loss. we lost power here at our hotel. just to the east of here at the peninsula, there were reports witnesses say that the winds were so strong, they were blowing embers around the neighborhood, making it hard to fight the fire and get everything under control. typically in this situation there would be reinforcements coming from galveston to help the firefighters on the peninsula. last night the ferry service was shut down. so those firefighters from here weren't able to get over there. meanwhile, we want to go to the southwest, just off of port mansfield. that's where the coast guard h
