joining us now, senator joe lieberman. we heard your comments earlier today.markably shocked by this. there were things you learned at these hearings that upset you a great deal. tell me what bothered you the most? >> absolutely. the actual report from the investigator wasn't due until later this summer. when we got the interim report, we thought it was so shocking we wanted to go public to create some sense of urgency in the department of homeland security and this federal protective service. what shocked me the most dramatic is that in ten different federal buildings, ten gao, government investigators were able to get by security with the components of a bomb, go into the restroom, in some cases, actually asking a guard to open the restroom for them, because it was closed, assembling the bomb and walking throughout the building. now, god forbid that was a terrorist. if that had succeeded in five of ten cases, we would be alarmed. but to have it happen in ten of ten different buildings, something is very wrong with this agency. it has got to be fixed quickly.

joe lieberman's daughter is getting married. monday i have kathleen sebelius coming into the state, the new secretary of health and human services a busy schedule will continue next week, we're back in the senate, and so we'll go forward. secondly, i'm going to be fine in all of this. we caught this early. the great thing about the annual physical is if you get an early detection of prostate cancer, it's very, very manageable, and so the good news is i'm going to be back out and doing all the things you have to do in order to represent my state and carry on the efforts we're engaged in. thirdly, i want to mention something that i have talked a lot about over the last several weeks, but not in the context of the news today. as a member of congress, i have a very good health care plan. my health care plan allows me to get paid an annual physical. because i have an annual physical, i was able to detect this prostate cancer very early. i also then was able to take some time because it is slow growing over the last six weeks to talk

joe lieberman and i introduced a cap and trade proposal several years ago which would reduce greenhouse gases with a gradual reduction. we did the same thing with acid rain. this works. it works. i yield. mr. driehaus: this goes back to the question of action versus inaction. the question is if you don't embark down this road, if you don't address the energy crisis, if you don't work toward a system of cap and trade, what's the alternative? and the alternative is simply this. the e.p.a. comes out with rules, cracking down on utilities and emitters of carbon. which would in fact be a massive tax, a massive government mandate on utilities and manufacturers, killing jobs, raising rates for businesses, raising rates for residential consumers. instead, instead the choice we made, the choice for action was about using a free market approach to incentivize job creation. to incentivize creativity just like we did with telecommunications. we now have the opportunity to do the same with energy. we believe in the american economy. we believe in the innovation that can be released through the use o

john mccain, who is the ranking republican on the committee, and others, my colleague, joe lieberman serves on this committee, the armed services committee, and many others who've worked hard i know on the defense authorization bill. and one of the matters that is going to be a subject of some debate, as i mentioned, is the consideration of the f-22, the additional fighters that are -- have been voted on by the committee. a narrow vote, a 13-11 vote i'm told in the committee and that now senator levin and senator mccain will be offering -- or have offered an amendment that will strike the $1.7 billion for these additional aircraft. and i want to address that subject matter. my state is going to be adversely affected, somewhere between 2,000 and 3,000 jobs will be lost if this amendment carries. and obviously that's of great concern to us in connecticut. it's an argument i would hope would have some weight with our colleagues. we're all faced with these matters from time to time. but i realize that -- that just making a connecticut argument to 99 other senators is not necessarily goin
