i spoke with senator joe manchin, a moderate, democrat from west virginia about whether or not he thinkshe senate should move on. listen to what he said. and was thought tax reform infrastructure should come first. this is what we are and we have to deal with what we have in front of us. kevin: he is up for reelection in was virginia, a state that could go read. he is the equivalent on the left of dean heller, the senator from nevada on the right. the white house is scratching it had an saying maybe -- head and saying maybe we should not be talking with people like ted cruz. david: what do they face when they go back? what is the reaction going to be like? kevin: this is where it gets interesting. from ted cruz' perspective, it tonot in his best interest negotiate because of being in texas, he is able to continue to needle the senate majority leader which helps them. on the flipside, somebody like senator joe manchin, a democrat, the somebody from a red state where there is a poor constituency of voters who support president trump, it could be the kind of voter he needs to get reelected.

we turn now to democratic senator joe manchin who sits on the intelligence committee. he joins us from charleston, west virginia. senator, you read the "washington post." you heard this discussion. give the obama administration your grade on how they handled this. >> well, hindsight being 20/20, i guess we can grade any way. first of all, you have to have confidence in the intelligence community that we have, that you trust them and they're accurate and they do their job. i feel very confident that our intelligence community is the best in the world. you have to spend some time with them to understand their job and how well they're doing it. if you don't have confidence in the intelligence community. if the gang of eight is a higher level than what we are in intelligence are getting briefed on, then there's a concern. there's a concern there. i don't have that concern. when they come and tell me something, the c.i.a., f.b.i., the n.s.a., i take it as gospel truth because they're doing their job, and they have cross checked it before they give it to us. i have never det
