and that frustrated people like joe manchin. e for the house writing and passing the voting rights act? >> i think senator manchin has laid out some things he would support and kind of lists. i think it's one that we should adopt and put into legislation as quickly as possible. when it comes to hr4, restoring the john lewis voting rights act, we're going to move pretty quickly on that. there have actually been discussion information the last few days to move up the timetable. we're trying to make sure we have the right evidentiary record making as foolproof as possible because we know it's going to be challenged in the supreme court. the redistricting data, for example, will be going out very soon. it would be good to have the voting rights back back in district before they're drawn. and there are other things, like what's happening in texas, we have what has to be cleared by the department of justice first. so, i think we need to move quickly. that's something i've been pushing for. and i'm going to continue to push for because

today, the day after his meeting with the texas democrats, senator joe manchin reportedly went to texas, and went there for a fundraiser for himself. and at that fundraiser, many of the contributors are republican political contributors to donald trump as well as republican governor -- texas's republican governor and lieutenant governor who are both trying to crush the efforts of the texas democrats who senator manchin met with yesterday. senator joe manchin has said i have not seen a single document yet.ow do you expect me to give my blessing for this to go ahead? this procedural stuff. they would be debating this legislation. this is what some of the holdup is. the senate moderates, the democrat moderates are saying we will go for the partisan infrastructure deal and we will also vote for reconciliation. as long as the progressives sign up for the bipartisan. the progressives are saying, if you do not put what we like in it, we will tank your bipartisan deal. it will be some interesting days and weeks in washington. jonathan: what is the ultimate objective of wednesday? >> to get the bill on the floor to start debating it. republican senators arson, we want to make sure -- are saying we want to get right, not fast. he is saying, we might need a few more days. they want to make sure when it comes to the floor, they can get it to the procedural vote in order for it to begin debate. they say it is not even ready for that yet. potentially, senator schumer's timeline might be pushed back.

i keep thinking about joe manchin as you were reading that. his concern about pushing through a voting rights bill is that it would lead to more division. you have mitch mcconnell there saying he feels like joe biden's language was division around voting rights. democrats, of course, look at that and say that is mitch mcconnell. democrats obviously know where he has been and where republicans have been all along on this issue. the big question still remains, the filibuster and what joe manchin would do on the filibuster. he has been steadfast in saying he doesn't want to have a sort of special carveout on voting rights on the way they did with judicial appointments as well as cabinet officials in 2013 and 2017. that's been the big question. you saw joe biden, he's remained silent on the filibuster, essentially not wanting to come out and say it should be scrapped, a special carve-out for voting rights. you have democrats wanting him to do more. they were pleased with his speech. a lot of progressives still want him to use the filibuster word, r

>> well, i have had extensive conversations with joe manchin. i like joe manchin. we have been friends for a long time. we used to do a lot of these kinds of chores together, just like i did with joe biden. so both of us have developed a great deal of patience with each other. and so i think that joe has made me a little bit sensitive to the filibuster. i wanted to get rid of the whole thing, but he convinced me that there is a place for extended debate on legislative issues. i am hopeful that i can convince him that we ought to treat constitutional issues the same way we treat budget issues. we move the budget forward without this filibuster application so as not to threaten the credit of the united states of america. and we ought to move forward on constitutional issues when it comes to the filibuster. so the filibuster i think has its place, but not when it comes to voting and other constitutional issues. so we'll see where we go from here. i am hopeful that joe manchin will do what i know that he is capable of doing and that is the right thing. >> hearing you sa
