let's start with joe manchin.he stick in the mud in the democratic party in the senate right now? >> i think senator manchin, of course, is one of the most conservative democrats in congress and has for many years. comes from a state donald trump won twice. he comes to the table with a certain motivation. i think he wants to see democrats and republicans work together. he wants to see bipartisan cooperation on practically every issue. and that becomes a bit of a hurdle for democratic governance. for most democrats in congress, the first question they ask when they consider a bill or a piece of legislation is, is this bill a good idea? is it worthwhile? will it help people. for joe manchin, among the first questions is can this bill get bipartisan support? can it get support across all of congress? and that incongruity, that conflict becomes a point of serious breakdown for democratic governance. >> what's the issue with kyrsten sinema? why does she also follow that same category when they both have different backg

joe manchin is concerned about the economy overheating.also sees the opportunity for a lot of poor folks in west virginia who have been struggling who are now going to get internet broadband throughout the state, who are going to get some real incentives to make the daily lives of working folks much easier. so there will be common ground that will be fought. will it shrink, will it evolve? sure. this is where the politics come in. this is a moment frankly nancy pelosi probably has been waiting for to use all her parliamentary skills. but make no mistake, there are hurdles ahead, but this is a huge deal in terms of advancing a very different direction for government and it is a signature day for the biden administration, one for the history books. >> you know, there is the nancy pelosi argument in terms of, rather, harnessing everyone. john harwood, as we look at this, just based on this early statement, perhaps not unsurprising from joe manchin. can chuck schumer hold on to all 50 democrats? >> reporter: the signs so far suggest that he ca

been following not only this infrastructure bill, but more importantly, what's been happening with joe manchin who's concerned about the pick-up in inflation right now. manchin, of course, welcoming the improvement on the jobs front, but he is concerned that the fed is letting this pass by. that seems to mean to me, chad, he would be okay with them raising rates right now which is typically one of the things the fed does to battle inflation. >> reporter: everybody's looking at joe manchin. he wrote the fed chair jerome powell saying he is, quote, increasingly alarmed about the fed purchasing $120 billion in government debt, that sparked his inflationary fears. the gop also worries about inflation. >> the u.s. economies has broken some recent records, mostly the wrong ones. inflation just clocked its steepest 12-month increase in more than a decade. the month before a separate measure of core inflation rose at its fastest rate since 1992. >> reporter: and political observers say the state of the economy is key to next year's midterm elections. >> how strong is the economy going to be a year and

so really in the end it is going to be joe manchin.chin is the most powerful politician in washington. if he wants to vote for higher taxes and three trillion dollars in more human infrastructure spending it is highly likely to get through. we'll have to watch what he says. charles: i have less than a minute. i think sinema will hold stronger than him. this is getting tire some. irony of all the southern states they are coming to, their cases are coming down. the rest of the country is going up. what is the impact there? airline flights are being canceled. so-called reopening trade. how do you model for something like that comes, goes, comes, associate lockdowns and rye instructions that come with it? >> i don't know how to model for that exactly, charles. the big worry people have, to put this in perspective that these, the new delta hit florida, hit the south first and typically we have this seasonality and movement so what we're worried about it moving north, hitting new jersey, hitting new york, hitting pennsylvania. and then that'

joe manchin has already said it's way too much money. can you explain what's going on? >> reporter: that's right, stephanie. this is just the first of several steps that democrats have to take to pass this $3.5 trillion bill. what they did last night is they passed an outline and now they have to go back and write the legislation, and the senate vote on that was at about 4:30 this morning and there was barely time for senators to clear the chamber when senator joe manchin dropped a bombshell, saying that he has a lot of concerns about the $3.5 trillion price tag. in a statement he says he worries about the economy overheating and that the country will not be able to adequately prepare for future crises if they spend that money now. now, this is not a new position of senator manchin. he sent a letter to the chair of the federal reserve, jerome powell last week saying something similar. but he's also not alone. senator kyrsten sinema said a few weeks ago she also has concerns with the price tag and there's a group of nine moderate house members who sent a letter to speake

i think, i don't know really what the answer is with joe manchin and christensen a -- kristin sinema is. during reconstruction christians were not ardent believers in racial equality. there were a couple people who were. thaddeus stevens paul sumpter but they would say political rights does not mean you have to let the black person marry your daughter. we are talking about that. we are talking about social equality but they came to understand and people think of 14th and the 15th amendment says or most of us do anyway as these great accomplishments but they were post-partisan. the republican party had ideological interests in defending the black vote. the republican party was not viable in the south without the black vote. and the democratic party is in a similar position today to the extent that this is one of the reasons why there partisan voting protections is sort of ridiculous because that's how we got the 14th and 15th amendment and if you were willing to give veto power to accord that is willing to write the 15th amendment out of existence when it comes to the rights of black
