joe pagonakis has been digging through fire reports this far this year. >> reporter: that's right. when there's a fatal fire in cleveland more than half the time there is not a working smoke detector in the home. the city's 6th fatal fire. they give their all to try to save the homeowner. on this night nothing could be the stress can take a toll. >> we also see a lot of tragedy. >> calvillo says firefighters can be given incident stress counseling. >> you never forget those feelings. >> executive officer says the city gave out 1700 free smoke detectors in 2016. it's not enough to keep cleveland off of this record setting pace in 2016. >> we still have occupants who go to bed tonight without a properly operating smoke detector. that bothers me. >> reporter: no working smoke detechers in fatal fires since 2004. the cleveland fire department is looking to step up the community outreach. >> i have to get out into the community. i have to work with counsel members and work with community >> people think it will never happen to you. it is always a possibility that something will happen.
