let's get right over to kpix5's joe vasquez. joe. >> reporter: as you said, as we speak the russian river is experiencing low level flooding in areas that have been evacuated already. there you see it already. we're right now on church street and this river is going pretty quickly up church street. it is rising fast and has a long way to go before it is finished. >> the russian river is creeping closer to the backyard. but sharon green isn't too worried yet. the river is expected to go right up to her back door. >> 48 feet it's going to put it to the backyard and bulk head of my foundation. >> what goes through your mind when that's happening. >> panic at that point. >> torrential rains for this weekend along with run off from other waterways are combining to produce the floods, the worse one here in more than a decade. >> what can you say for businesses and homing around -- and homes around here? >> it's a disaster. a lot of them have to shut down, they lose money. i stock up on dog food. we're ready to go. not for us but -- >>

kpix5's joe vasquez is in our news room tonight. joe, mr.rump is taking more executive action. >> reporter: he will make his announcement from the homeland security department. he is planning to lay out his immigration plan to target sanctuary cities. >> we will build the wall. >> reporter: that was the campaign promise, and now trump is expected to announce details of the wall he will build on the border with mexico. it is not clear if there is a plan for mexico to actually pay for it. he is expected to announce a plan restricting immigration from some muslim countries. earlier today, the president told auto executives he was going the streamline environmental regulations. >> i am to a large extent an environmentalist. i believe in it. but, it is out of control. and we are going to make a very short process. >> reporter: the president also signed an executive order today reviving two controversial pipeline projects that had been halted by the obama administration including the dakota access pipeline that sparked protests because it crossed

first, let's get to joe vasquez near the russian river where the situation has gotten worse. joe, people had to be rescued tonight. >> reporter: that's the case here liz. you know, it has been raining cats and dogs all day long here when it was supposed to be taking a break. it subsided in the last half hour. all the rain, all the run-off is setting very serious situation for tomorrow. worse than originally projected. take a look behind me. that's the miniature golf course. it has been underwater the last few days with the first flood. now, it is about to get even deeper. the new projection from an hour ago is that the russian river would crest at 39.8 feet. nearly 40 feet. that means there will be substantial flooding again tomorrow. the worst here in guerneville in 20 years. and there will likely be more rescues like the one we saw a little more than an hour ago. kneelly road in guerneville is closed because a river runs through it. this family wanted to go back into the neighborhood to check on their cats. they didn't make it. they were rescued anthe fire district had to wa

and joe vasquez is outside opd right now with what we know about oakland's first female top cop. joe? >> reporter: all right liz, we started getting word out of chicago this evening and we were able to come firm with sources here in oakland that this city is about to get its new top cop. ann kirkpatrick from the chicago police department is the new police chief according to sources in the bay area. mayor libby schaaf plans to make the announcement tomorrow morning following a series of meetings. kirkpatrick was the head of development in the chicago police department june of last year, before that, 2012 to 2014. she was the chief deputy at the king county sheriff's department in seattle. before that, she was the chief in spokane. in her most recent post in chicago, she was selected to oversee reforms laid out bythe former mayor after a white officer shot a black teenager 16 times. in spokane, she led the department through reforms as well holding police officers accountable. two police officers ended up suing her because they believe she unjustly fired them. >> i am here to run a
