another play called johann that was about an african american gi and a japanese wife that got married in post war japan. i wrote that play 20 years ago. i wouldn't do it for about 8 years or so because i just didn't feel comfortable about being a japanese american writing an african american character. you have to think about, too, this whole idea of political correctness has both an up side and a very bad down side. one of those is people tend to be very cautious and not want to try things like that. i eventually through my relationship with danny glover pulled it out of my drawers -- out of the drawer, desk drawer, and read it and danny was instrumental in saying, let's do this. let's just do this. but, again, it was me working with some african american actors and i actually had it vetted by august wilson, read it and checked it out for me and there's another fellow who wrote soldier's story, charles fuller, took a look at it for me. i wanted to make sure my bases were covered. but this new play, what i did was, i feel comfortable writing the characters, but you are never sure. one

johanns: madam president, thank you. today i rise to speak on behalf of the cruz amendment, and i wanted to spend just a couple of minutes explaining my thoughts behind the amendment and why i am proud to be a cosponsor of this amendment. all across nebraska, i do roundtable meetings where i sit down with hospital communities, i sit down with the medical profession, i sit down with small businesses. i have done this for years and years. well, over the last couple of years, since the affordable care act was passed, i have had a number of opportunities to sit down with small businesses. and invariably, the first issue that comes up is the crushing effect of the regulatory environment. businesses will tell me that they just simply are afraid to grow or can't grow because of what washington is burdening them with. more specifically, madam president, they talked to me about the affordable care act and the toll it is taking on their businesses. i can give you a perfect example. at a small business, a franchise business, they h

johanns. the senator from nebraska. mr. johanns: thank you, mr. president. mr. president, this amendment restores families' ability to plan ahead for health care costs and afford care. it eliminates a cap on flexible spending accounts. mr. roberts: the senate is not in order. the presiding officer: the senate will be in order. mr. johanns: it also eliminates the silly requirement that americans get a doctor's prescription to purchase over-the- counter-medications with their f.s.a. or health savings account. in addition, the health savings account can be used for people who have disabilities. so this eliminates the possibility of doing that beyond the cap. so i ask my colleagues to support me in eliminating the cap and eliminating this crazy requirement about getting a doctor's prescription to use a common medication. it is supported by the national down's syndrome society, the national center for learning disabilities and the chamber of commerce. i urge my colleagues to support this amendment. the presiding officer: the senator from washington. mrs. murray: mr.
