johanns: thank you, mr. president. mr. president, i come to the floor today to acknowledge my colleagues in the senate for standing up for family farms. i'm also here to issue a very straightforward warning to osha. the senate makes crystal clear in the new appropriations bill that osha policies and inspectors better get in line with the law. since 1976, congress has included specific language in appropriations bills very specifically prohibiting osha -- prohibiting osha from enforcement action on farms with ten or fewer employees. however, mr. president, this did not stop the agency from distorting the definitions of farming practices in sending inspectors to small family-owned farming operations anyway. in my home state of nebraska, osha targeted a family farm that grows corn, soybeans, and has just one nonfamily employee. it is clearly within the scope of the congressional exemption. like most american farms, this farming operation includes grain bins for crop storage after harvest. but according to osha's absurd logic,

it is legislation senator johanns and i introduced last year. it provides one-stop licensing for insurance agents and brokers operating outside of their home state. while also fully preserving the authority of the state insurance regulators to supervise these markets. currently an agent or broker seeking to berate in multiple states must meet state'-specific licensing requirements for each state and seek approval from each state's jurisdiction. this process can be time consuming, costly, redundant, and sometimes contradictory. without providing any greater consumer protection. that's a big disincentive for agents and brokers to try to grow their business. this is not a new issue for the insurance agency. congress recognized the need to reform the insurance licensing system 15 years ago, back in 1999 when it incorporated the national association of registered agents and brokers subtitle into the gramm-leech-wylie act. unfortunately, during the consideration of the act congress did not provide for the immediate establishment of narab. instead it i

johanns: thank you, madam president. i rise today to discuss a bill my colleagues and i introduced to reestablish trade promotion authority, often referred to as t.p.a. senators baucus and hatch, along with congressman camp in the house, introduced the congressional trade priorities act just last week. the senate finance committee held a hearing on it today. this bill would resurrect the partnership between congress and the administration to promote a robust trade agenda. that partnership, known as t.p.a., came about as a way to thoughtfully and pragmatically exercise congress' constitutional authority to regulate foreign commerce. t.p.a. effectively combines this authority with the president's authority to negotiate treaties. congress, there are, provides the marching orders to the president and the president, in turn, gets an up-or-down vote on the agreement that is negotiated. so, madam president, some might ask, why would we do this? why should congress set rules for itself to consider trade agreements through a very

it's been a year since johanns johanns -- share with us your opinion on how successfully you think thatogram has been and whether it has had any spillover effects around the world? >> there is no question there has been success as a result of what is now commonly referred to as -- clearly the massive shift in the monetary policy decided by the central bank of japan has had a huge impact. the fiscal stimulus that had been announced a few months ago will also have an impact. we understand that there is political determination to actually raise the consumption tax first in april and then later on. i think it is still short of two things. one is a medium-term fiscal consolidation policy that will be anchored in the economic policies of japan and probably even more so than has already been identified by the japanese authorities. the economic reforms that will actually boost and consolidate japan's economy. i think more can be done. >> what the should the imf do to address rising income will fully? you mentioned the scope of the problem. what is your role in addressing that? >> you know, the
