attacks are raising lots of questions about the future of the question, questions i put to general john allen in an exclusive interview this morning. >> the nature of this campaign is not ultimately for us to defeat the taliban. the nature of this campaign is for us to give the afghan national security forces the wherewithal ultimately to create security in this country so that governance can take root, rule of law embraced and economic development and opportunity can move forward. >> reporter: you are at a critical moment, and yet, as you know, this has been a horrible year for insider attacks. the very people that you're training to take over this mission are in some cases turning their weapons against american and other coalition forces. can that go on, and how do you prevent that from undermining your mission? >> this has my full attention. we're going to work as hard as we possibly can, around the clock, to understand the problem, and i think we've got a good grip on it now and to work very closely with our afghan partners to eliminate this threat. the taliban in infiltrating the ranks o

he met with general john allen over the weekend and it was after that meeting that president karzai senting if that tr transfer does not go ahead in full, this would be seen as a breach of sovereignty. so these two countries are really at a stalemate. there is not that much compromise going on. but speaking to analysts today, they believe that if u.s. forces withdraw from afghanistan, obviously we're seeing that drawdown up until 2014. the u.s. will have less and less leverage. >> and there seems to be a sort of for lack of a better phrase quiet panic among the population of the afghan people and those who fear who will happen when the u.s. pulls out. so how is the afghan government reaffirming that they can handle leadership? >> well, we have a serious problem in afghanistan, that being security. just a few hours ago, there was another suicide bombing in the northeast of the country, 16 people killed. 10 police men. we have been reporting about afghan soldiers turning on coalition forces who have trained them. to date there have been 45 deaths. this time last year, a total of 35. so we

the top nato commander, general john allen, a u.s.ine, ordered a halt to some of the partner joint operations, joint combat patrols between u.s. and afghan forces because of the violence, because of the insider attacks afghans turning their weapons on u.s. and nato troops. so that fundamental partnering that is supposed to be the route to success, eventually the route home for all u.s. troops is in a bit of trouble right now. >> absolutely. let's talk about the karzai regime, shall we? i want to ask you, how important was this symbolically? was it important to show some commitment to the karzai regime to the country? >> well, absolutely right. you know, this all was to give them the time. the karzai regime, the afghan government, the afghan military emerging and fragile as all of it is and very much acknowledged to have a lot of corruption within it. this was supposed to be enough time to give them to get their act together, to -- for the afghan government to really present itself as a legitimate government. so what do you get after a

>> first of all, john allen's order did not at that level restrict anything. it told subordinate commanders to assess their own situation in their own part of afghanistan, and they did that. i would suggest that what they did as part of that was buy themselves some time in order to determine whether we had to make any internal changes. that could be something as simple as reinforcing standards and discipline to adding potentially to the guardian angel program, and whenever it happens to be. that was all done, it seems to me, at the right level. it was not done at this level. it was done down where the group meets the ground -- where the boot meets the ground. the other thing that had to change was we needed buy-in from our afghan partners to make sure they were taking this as seriously as we did. i can tell you without hesitation they are taking this as seriously as we are and taking active measures to help us -- and then -- defeat this threat -- to help us and them defeat this threat. i came back with a renewed sense that we can lower the risk of the insider
