john alston is live to explain. >> reporter: what basically happened santa clara moved a step closer to getting that new 49er stadium but it's an attempt at preserving redevelopment agencies here in santa clara. the city says the alternative would be disastrous but opponents say this a slippery slope of more money heading to sacramento. they voted to keep its redevelopment agency going. that is a key component and a plan to build a new 49er stadium but the city would have to contribute $11.2 million this year to the state and $2.5 million each year after. the reason for that is keeping the redevelopment agency alive would allow something san quentin to come up with cash to reimburse the 49ers for the team's $40 million advance to get the stadium built. the project is expected to run $1 billion. >> we are going to save hundreds of millions of dollars by going with the staff recommendation and opt for the redevelopment agency. we will protect our libraries, affordable housing and stadium project that is a huge economic future in santa clara. >> we are supporting private enterprise with
