. -- we have been talking to supervisor john avalos from district 11. join us next time when we will be back with one of our >> here we are at the embarcadero. we are standing at one of locations for the street artists. can you tell me about this particular location, the program? >> this location is very significant. this was the very first and only location granted by the board of supervisors for the street artist when the program began in 1972. how does a person become a street artist? there are two major tenants. you must make the work yourself and you must sell the work yourself. a street artist, the license, then submitting the work to a committee of artists. this committee actually watches them make the work in front of them so that we can verify that it is all their own work. >> what happened during the holiday to make this an exciting location? >> this would be a magic time of year. you would probably see this place is jammed with street artists. as the no, there is a lottery held at 6 in the morning. that is how sought after the spaces are. you

we're here with supervisor john avalos, from district 11, which includes the excelsior, and will sign, our mission, and crocker amazon neighborhoods. supervisor avalos was elected to the board in november of 2008. we are going to get to know him and talk about the toughest issues facing the city. welcome and thank you for joining us today. tell us a lot about your background, where you grew up, went to school, the job you worked. >> i was born in a town called and los angeles. it was a lot of working-class folks. my father was a shore worker, my mother was an office worker at usc. my parents were divorced when i was 10 years old, and i moved to the east coast for six years before going back to california after high school. i went to school at uc santa barbara, graduated in 19988 -- 1988. i have lived in the excelsior since 1999. i have had lots of different jobs, but my main job is doing social work force and a disco, i have been a community organizer, i worked at a labor organization supporting janitor's working in our high- rise buildings. i was a legislative aide before .wr. i got

. >> supervisors, you know that supervisor john avalos and some of you supervisors who are in favor of local hiring did a lot, maybe for the first time, to safeguard employment here in san francisco. and i have heard guillermo come over here and make some statements, but i would like that whatever this adjudication was done with assemblyman hill to whoever was part of the deliberation that this be put on the internet for us to know. we have many projects in that area, san mateo, linked with the sfpuc. and we will like to know how exactly we can address those projects. a lot of the projects suggest that puc, even though sfpuc is the lead agency and is headquartered in san francisco, when it comes to the projects in san mateo, we really do not have any guidelines now. we need to know from this deliberation what transpired. so it is good that it came to this meeting for the public at home and many of us who are involved with real work force, because we put people to work. we need to know the deliberations. thank you very much. supervisor cohen: i have a quick question for you. mr. da cost

i want to thank the mayor for coming to district 11 and supervisor john avalos and his staff for coordinating this event. a few of our organizations came together to talk about community development, needs and strategies in district 11. we are excited to share with you what you came up with. in the face of a struggling economy, as you can see in our own backyard, home foreclosures and business closures next door. we wanted to the knowledge first that despite these challenges, we continued to rebuild ourselves, families, organizations. as a vibrant community, working families with deep roots in district 11, an immense pride in the excelsior and entire community. there is a need to protect the critical services. we also want to make sure city officials recognize the importance of not only continuing but expanding city investing in our neighborhoods so that we can continue to build and strengthen the neighborhood based strategies and implementation of community plans to build a sense of community. we want to talk about two aspects of community development, and i want to bring up stephanie. she w

>> he is coming also working on it john avalos' campaign, completely unpaid. supervisor kim: thank you. i already called up jason porth, but it is my understanding that gia daniller-katz is also year. i will call you up after jason porth. good morning. >> good morning. jerrick, supervisors, my name is jason porth, and thank you for the opportunity to address the committee. i worked as seven years as a civil rights attorney and provided counsel in eviction meetings for the homeless advocacy project. a significant part of my legal training was as an advocate for domestic violence survivors and on cases dealing with civil liberties, death penalty, and civil rights in education. i now resentence is this the university. for serving as the university's community relations officer and currently is due to the chief of staff to the president. for three years, i served as president of the jewish democratic club, is city-wide club with members in each and every supervisor districts. like two of my co-applicants, i am an alumnus of leadership san francisco. in all these r

the john avalos local hiring measure was important in making sure we get residents, but even in my district, there are pockets of poverty and many people out of work. supporting those unemployed and underemployed people, supporting struggling small businesses in a difficult economy, and i support the small businesses versus more chain stores that seem to be coming into the store fronts, but i try to be sympathetic to local businesses because they make up the diversity of our local neighborhoods. those are some of the challenges that face our businesses. >> are there other issues specific to your district? how do you balance the needs of the issues in your district against the needs of the city as a whole? >> i know that our district has a higher proportion of seniors than some other district, and there is a brand new senior complex and wraparound community services complex called the institution on aging bridge housing complex, but it is going to concentrate a lot of the senior services and nonprofits. about 180 units of affordable senior housing in our district. i am actually a baby boomer
