the john avalos local hiring measure was important in making sure we get residents, but even in my district, there are pockets of poverty and many people out of work. supporting those unemployed and underemployed people, supporting struggling small businesses in a difficult economy, and i support the small businesses versus more chain stores that seem to be coming into the store fronts, but i try to be sympathetic to local businesses because they make up the diversity of our local neighborhoods. those are some of the challenges that face our businesses. >> are there other issues specific to your district? how do you balance the needs of the issues in your district against the needs of the city as a whole? >> i know that our district has a higher proportion of seniors than some other district, and there is a brand new senior complex and wraparound community services complex called the institution on aging bridge housing complex, but it is going to concentrate a lot of the senior services and nonprofits. about 180 units of affordable senior housing in our district. i am actually a baby boomer

john. when the election was announced i see it is ed lee and avalos. i would want to learn and the decision. during that awful moment when the director of elections pulled the curtain across and goes in the back room and does something and the rest of us are out there waiting for a puff of white smoke to come out of the chimney. it does not work for me and there are a number of reasons. out of everything we save money on, won election who determines who will be spending money for four years, it is something of a false economy. thank you. supervisor campos: thank you. -- supervisor kim: thank you. >> i appreciate the opportunity to address your committee and give my point of view. i am an advocate of ranked- choice voting. and in hearing their people in this city of san francisco who want to eliminate it, i am rather confused. i think, what problems are they trying to solve? ranked-choice voting brings more voting participation. you have more turnout in elections since you went to ranked-choice voting. is that a problem? i thought that was a good thing.

john thomas, the project manager for the bond, start with that. he may be able to get the best context. >> thank you. project manager for the road safety improvement fund. supervisor avalos: there was a member of the public, actually the bart director, talked about how we are moving forward on issuing the bonds and appropriating, and we're not quite clear how we're integrating on complete streets in better streets program into the bond. what steps can we make to ensure that we're doing that? >> there are several facets to the bond program, one of which is the capital renovation portion, and that is our pavement segment of the bond proceeds. overall, we will spend about $145 million over the next three or four years doing pavement renovation. we have $50 million with in this bond for streetscape improvements, which includes pedestrian safety improvements, bicycle safety, and bicycle routes. that process has begun. obviously, we just had the body approved in november, but we have reached out already to the bike coalition and walk san francisco. the process will continue over the next three to six months as we perform some outreach and develop criteria for both the streetsc
