if you come up and we have supervisor john avalos here.f you want to read this and i will play an audio clip. >> great, it is really wonderful to be invited here to honor this young person, tala hall. and on october 25th, at 8:25 p.m., ten-year-old tala hall, called 911 requesting a medical response for her mother, who was having a severe headache, semiconscious and shallow breathing. her call for help was answered by a public safety dispatcher edgar velasco. but out the contact, he provided assistance and compassion to her and her two young siblings. he gave assurances that help was on the way and reminded her that she was doing a great job helping her mother. together, they worked to help insure a successful out come to this medical emergency. let's take a moment to listen to a brief segment of tala's 911 call. >> i would like to invite edgar to come up on stage, too. >> sorry about that. >> come on up. >> police department. >> this the highway patrol i have a transfer, i have paula, she is ten years old and she needs an ambulance for he

this is a hearing request called by supervisor john avalos. i will turn it over to supervisor avalos. >> thank you, chair farrell, and thank you for scheduling this hearing on this important topic about great program with the rec and park department. i called this hearing about the current status on the rec and park department apprenticeship gardening program with laborer's local union 261 and efforts we might take that we as a city are fully supporting the program and the local community workforce that it promotes. the laborer's apprenticeship program recruits local community workers for training and education in preparation for long-term employment of our parks and open spaces. program participants earn a living wage with benefits with a raise for each 500 hours of service and completion of course work in landscaping, botanical science and park maintenance. after 2000 hours apprenticeship, apprentices are eligible for employment as a full-time recreation park gardner as they continue to gain cutting edge skills in natural resource management.

i am supervisor john avalos, i represent district 11, just over the hill. i want to thank the mayor and the department staff for being here. and i want to thank supervisor farrell, the chair of the budget committee to be here. he's got a very difficult task. but one that he will have help with colleagues on the budget committee and we will be joined by supervisor cohen as well. i have talked incessantly of needing a budget based on equity, on neighborhoods and their needs. in district 10 and 11, we have the most unique neighborhoods. we have a large senior population and youth population. and we have to look at our budget to support seniors and young people as best we can. we have growing disparities in san francisco and as the economy is growing and we lift all through the economy. and ways to have programs that reach into the community that provide opportunity for young people. and to have appropriate housing, that's something i am committed to. i want to hear your ideas of how to do that and strengthen the efforts. last year in district 11 we were able t

john avalos' district, i am here because i haven't heard that mention of the seniors. i am here to represent seniors all across the city. seniors and people with disabilities across the city of san francisco when it comes to technology. we have put in computers in 54 sites in the city. and we would like to have those sites maintained when you do your budget. we want to make sure that the money is there so they can continue to skype, tweet, have online banking, check their online medical records. and to keep in contact with all of their friends and families who are all across the world. so for the seniors and people with disabilities, we are hoping you will make that a special, special consideration when you do your budget. because the seniors are the foundation of any community. and we would like to make sure that they stay connected. we would like to thank ann henson, the leadership of the department of asian and adult services. we could not have done this without her support. thank you very much. >> good eveni ining everyone, a mayor and department heads. i am eddie
