>>supervisor john avalos: thank you. supervisor farrell, for me this legislation is a long time coming and complete with what we want to do with it. i do appreciate president chiu bringing it forward. i live in a district that has seen it's population grow by 6,000 residents from 2000-2010 census. my area is redistricted to a smaller size. i moved to compels yoer from the district in 1999. i moved fl from the compels 84 excelsior district. we have seen incredible dramatic effects in population change. we have seen growth of about 6 thousand people but not have seen 6,000 units being built except for families being doubled up into houses or people put in a garage or a car doubled out. people living in these homes they have kids going to school in the city of san francisco unified school district and they go to school with my children and there are everyday san franciscans and they deserve the right to housing in this city. we should be looking at how we can make sure of that right can be extended. and not just extended th

avalos >>supervisor john avalos: thank you. >> this is the 2-year view. i should point out that both on the previous slide and this slide, we are assuming in these numbers the first two revenue measures recommended by the mayor's transportation task force, meaning the $1.5 billion over the next 15 years that are recommended for this november ballot is half of what the task force is recommending at all. these numbers are including the first few years of the revenues. if that doesn't get to the ballot, that would change. i will get to what that would specifically pay for in our budget. in terms of the capital, this is what the mayor's transportation task force identified as the need in the next 15 years. it's a $10 billion need for which we have identified a little bit less than 40 percent of the funding from kind of our traditional funding sources, federal funds, the prop k sales tax, our own revenue bonds and other funds. that's left more than a $6 billion gap. what again we are including in our assumptions are what the task force has recommended in terms

>>supervisor john avalos: i have one item of introduction. it relates to today's hearing. colleagues if we seriously want to address the transit industry we need more than a pilot program. the tech industry is not merely a cottage industry. it is our express lane to the future and we must usher in forward with great transit investments. today i'm introducing and ordinance for tez. for the transit program is google rapid transit. the ordinance calls for the mta to identify at least 10 major thorough fares where google painted red stripes for google buses. by designating the tech zones to ensure fast transit but also public safety for the little guys. we don't want our small high bribdz carrying little children and working class folks to we've around google buses. it will ensure safety for our maet community. my google lanes ordinance does not cost more but will ensure great more investment to subsidize more needs. and the disruption of old mom and pop shops. they have much needed overpriced housing which has given our city a much needed face lift. google colors will show pr

>> >>supervisor john avalos: i'm a uc santa barbara guy. there is a comparison that my colleague was making well, there are bike lanes and zones and lanes that are blocked by cars that are not shuttles that there is an existing problem because cars are already doing this. but then there is private shuttles that are doing this as well. we are singling them out in our enforcement here. what are your thoughts about that? i think that there is consistent routes that the private shuttles have that are different from cars that randomly might be in a zone? >> i think supervisor wiener mentioned things like cars, fedex trucks and shuttles. these shuttles are huge. they are much much larger than a private automobile and larger than fedex and larger than garbage trucks. >> we talked about the difference between intracity and inter city shuttles. the difference is that i don't notice the intracity buses that much. i know there are stops that are zoned and built out. i think of uc being that way. when i'm riding my bike on valencia street or when i'm w

supervisor john avalos is doing it in response to last months deadly police shooting of a city college student. he is calling for a hearing to debate the cause and the benefits of giving body cameras to the entire police force. he says the cameras can help restore the trust between the police and public. greg suhr rolled out a grant. after a berkeley police officer was attacked, there are now new calls to give stun guns to police officers. on monday the officer responded to a disturbance call at aquatic park. when the police officer approached the man the suspect knocked him to the ground and punched him in the face. the officer was briefly unconscious. when he woke up the man was trying to take his gun. >> yeah he was hit multiple times in the face and the head. kicked multiple times. so it was an extremely brutal attack. >> 44-year-old carlos alberto was arrested for attempted homicide and felony battery. the investigation continues. the bergly police investigation says the incident could have been avoided if the police officer had a stun gun. they may take up this issue again in a c
