>>supervisor john avalos: great. commissioner vietor? >> yes, i think there is a lot of interest in moving this more quickly than what's being put forth. what i would like to propose is that by february the latest there is a time line to be brought back. this is january 30th. that's soon. that we see a time line that takes all of these factors that you laid out in the last round and really unpack them internally and come back and say this is the earliest we can do the rates. i would like to see the rate setting process before our commission in 3 months if possible. maybe that's a bench mark. three 3 months at the latest and see if we can work with that. we can review that once we see the timeline. i think that's a critical piece for us to get through. this contracting authority piece seems like a major hurdle and there is an invitation from this board, this body. let's tackle that. i don't know why i couldn't start with some of the education and outreach from the community members. it seems that has been a long period of time to take pla

>>supervisor john avalos: thank you, commissioner mar? >> welcome, angie and i'm sure that your involvement, this is going to help. i'm wondering if one of the neighbors concerned with undergrounding that it's going to divide local seniors that don't have the same access to not only utilities but at times the high speed internet that many of us take for granted today. i would like to take a look at municipal fiber networks that massachusetts is looking at and sometimes at a regional level and local level oovment as part of the fiber extension, we have looked at, i don't think massachusetts was necessarily in the mix but we have looked at other jurisdiction and dealt with how they deal with the expansion of their fiber networks. some have done it with a focus purely on connecting commercial corridors to make them more vibrant and others have looked at commercial and resident. we have examples of other locals and how they are looking at and it's actually a very widespread issue. the california lafco association general annual meeting is goi

>>supervisor john avalos: i'm hearing it's difficult to hear in the back. can you speak closer to the microphone. >> is that better? i will try to speak louder. during some of the earlier studies, the question was how to approach commercial and industrial customers. one of the interesting aspects there were commercial and industrial customers that approached sf lafco and sf puc and they were interested in joining the program. the actual cca law legislation requires that the cca offer service to residential customers, but it does not require that you offer service to the commercial and industrial customers. so for a variety of reasons we highly recommend that cleanpowersf does work with industrial customers and giving them every opportunity to join the program, in part because per end point the commercial industrial customer uses more electricity than an individual residential. so there is economies of scale there from a business standpoint of working with industrial customers especially those that are motivated to have a higher renewal supplying their elect

>>supervisor john avalos: i was very surprised to hear about the clean act program and very proud to introduce the ordinance today. this ordinance describes the features of the aggregation program that we urge the san francisco public utilities commission to designed and approve. 100 percent green gas option and light green option that meets pg & e's rates while providing gas free power. customers should only be automatically enrolled in the light green program and they would have to opt for the 100 percent renewable program. this will ensure that no one pays more for their electricity bill unless they sign up for the 100 percent clean opposite. the san francisco public utilities commission should one the program in-house as opposed to running with a contractor outside of the program. the success of marin clean energy not risky and controversial. the program that came out of clean energy also had energy provided by shell energy and now they have discarded shell. they have moved on to their own production program as well as power participation agreement that we had with shell energy.

>>supervisor john avalos: thank you, madam clerk, three items for introduction. first off, is a resolution regarding the local hire ordinance and keeping our local hire percentage policy at 30 percent over the next couple of months we have seen over the past several years a huge in -- increase in development and construction in san francisco. we can see cranes allover the cities and many of those getting jobs and bringing workers from outside of san francisco which which is great and we also want to make sure we are maximizing the slots for local hire policy. right now it's based on public works projects that are publically funded. buildings like our new emergency safety building, some of our street work, public utilities commission work, paid for by public dollars and maximize workers from san francisco who receive jobs. up to 30 percent currently. last year we expanded the local higher policy to include private development on public land and so now we are seeing there are many more opportunities that our local residents invoice getting jobs in construction. we
