mcconnell and reid if one is to be negotiated, they are hanging back because they don't want to crowd john boehneres to whip his reluctant house caucus members into shape. so, they don't want to muddy the waters or take anything away from whatever leverage boehner has right now. they know boehner at least has to get through this process and try to get a vote, get that out of the way. the boehner bill per se is not going to succeed in the senate, but that's one step that has to take place. what reid did in starting the clock today, senator reid, the majority leader, is at least start the process for the senate to consider all weekend their plan, which will be amended. so, this will all be discussed and debated in back rooms, that's the way the process is going to work, based on whether boehner does deliver anything, the leverage -- >> what i'm trying to figure out, andrea, how that happens. >> sure. >> the reports last night, obviously i wasn't there, but when you read the reports this morning about how bloodied and battered essentially these tea party republicans looked and spoke coming out of tha

they will have a couple hours of debate, then the vote later today on john boehner's proposal. clearly has now whipped up the votes after a tongue lashing he gave to his house members, particularly those 87 freshmen yesterday at their caucus meeting. john harwood is cnbc's chief washington correspondent and joins us now. in earlier conversations, i was talking to mike crapo, then to chris van hollen. crapo, as you know, a member of the gang of six, was talking about some deal down the road in the next 48 hours, let's say, that could combine the cuts in boehner and harry reid once boehner's bill goes down in the senate on that procedural vote tonight, assuming it passes the house. which would have really hard triggers, hard enforcement down the road, and that would get them past this immediate deadline. is that what you're hearing also from the white house, this would be acceptable to the white house? >> well, what i think is the obvious compromise between the two is a longer term which is what the president's insisting on, take it through 2012, debt limit increase through 2013,

the republicans, he forced the up to now most patient of republican negotiators, house speaker, john boehner, to walk away from any more negotiating sessions with the white house on a deficit reduction package. you will recall that weeks ago the president maneuvered eric cantor into walking out of the deficit reduction talks to great advantage of the white house in its perception of being willing to compromise, willing to extend itself, willing to as the president would say frequently, bend over backwards with the negotiations with the intransigent republicans. now the republicans are walking away yet again. after receiving a phone call from house speaker john boehner, where the president learned that the speaker and the republicans would no longer negotiate with him over a deficit reduction deal, the president went to the press briefing room to give his reaction to the american people. >> i just got a call about a half hour ago from speaker boehnor, who indicated that he was going to be walking away from the negotiations that we've been engaged in here at the white house for a big deficit r

john boehner has been flawlessly consistent in his opposition to raising tax rates. boehner has never met a tax rate increase he didn't hate. but eric cantor's history is not so consistent. let's take a look at my one and only encounter with congressman cantor on "morning joe" almost 2 1/2 years ago when i had one simple question for him. how was he going to vote on a tax rate increase being brought to a vote that day in the house by charlie rangel? now, let's remember that the republicans remain staunchly opposed to raising the top income tax rate from the bush level of 35 to the clinton level of 39. that 4% increase, they fight with all the strength that that party has. what charlie rangel was calling for that day was not for a top income tax rate of 39% but a top income tax rate of 90 -- yes, that's 9-0 -- 90% on bonus income paid in any of the companies that took assistance in the federal government's bailout of wall street, the so-called tarp fund. my simple question to eric cantor that day is how are you going to vote on a 90% top income tax rate on some taxpaye

john boehner has been a very interesting figure in all of this. at one point he was walking in the back door of the white house and trying to cut a deal with the president. obviously, shamed out of that. so now he came up with his own deal and spent a lot of time last night bringing people in through his front door, recalcitrant republicans, to get them on board. is he wounded by what happened this week? is he strengthened? >> i think what happened this week is that we have seen how little leverage and how weak john boehner really is. you know, he has a leadership style that he has said, you know, after the top-down leadership style we saw with nancy pelosi, that he wanted to be a consensus leader, that things would come from the bottom up and he won his majority in the house because a lot of these freshmen ran specifically against the establishment and against deals and against the kinds of things that have been sort of the lubricant of washington. so he started out with a very weak hand and i think what we saw this week was how weak it was. gwen

the house speaker john boehner's plan would require two separate votes. one this year, one next year to raise the debt ceiling. something democrats including the president have flatly rejected. we're monitoring all angles of this dramatic story. let's to go capitol hill first where our congressional correspondent kate baldwin is standing by. set the scene. what's the very latest? >> reporter: fascinating developments. the top republican in the house, the top democrat in the senate unveiling dueling plans. what they think will be a solution to this debt ceiling crisis. pretty much within a half-hour of each other and this is what it boils down to. in order to raise the debt ceiling, house speaker john boehner's plan calls for two votes. first a vote on $1.2 trillion in cuts that would raise the debt ceiling through early next year. and then a second vote on $1.8

john boehner has called this a rubic's cube. it is difficult to get a solution. >>neil: but they are aware of the deadlines and this is the day that the administration argued you had to get the agreement in place so you could avoid the august 2nd potential default and by that we just mean that you hit up against the limit and it doesn't mean that a downgrade, per se, or that we go and solve it, there is a higher risk of that. we will play that out. we hit that deadline, if we break that deadline, how soon before you think the credit rating answers react? >>guest: they have been aggressive about putting the united states on notice and working behind the scenes of the treasury which has been lobbying them not to do what they have been doing setting out the warnings. >>neil: if they are worried they have a funny way to she it, the dow jones industrial average was up 200 points when all the back and forth was going on and even when doles looked closest epa waited and -- looked close would evaporate so what does wall street see or not see, that you do? >>guest: there
