john brennan: thank you very much, john. thank you for those kind words and for the invitation to invite me to speak here this morning at csis and the global security forum. i had the pleasure of speaking here at his previous residence when i was serving at the white house as assistant to the president for homeland security and counterterrorism. t's a privilege to come back and share my thoughts with you this morning on some of the key global challenges that our country faces today. i also want to take this opportunity to express my deep appreciation to john henry who ho has led csis for nearly 16 years and is one of the leading lights in the field of national security. after a distinguished government career, john has continued to make important contributions to national security and i think i speak for all of us for thanking him for adding such wisdom and value to the public conversation on global issues. hank you, john, so much. the cia director john brennan says isis likely has more attacks in the pipeline.nd the terror group is warning of more to come. in fact, in a new video it says it will strike right at washington, d.c. let's bring in our justice correspondent pamela brown. what are you learning about this investigation? >> just getting some new information, wolf. multiple officials telling cnn that none of the bombers identified so far in the paris attacks have been on any u.s. watch list, raising new questions about how the u.s. and its allies were able to track syrian foreign fighters. the attacks french officials say were plotted well in advance from inside syria. what remains a mystery tonight is how three teams of terrorists were able to launch coordinated attacks under the radar of western intelligence. an international manhunt is underway for salah abdelsalam. sources say the 26-year-old french national was stopped by police just hours after the attack and then released. investigators say his brother blew himself up at a cafe in paris. >> translator: we did not think for a m

[laughter] >> because he's other generation i got an aol account. we know why uses aol. what's important is he did nothing wrong. he didn't have a lousy password he didn't write it down. he didn't share or e-mail it. what the hacker did is called verizon can pretend to be a verizon employee and get information about john brennan. credit card information, use an income e-mail address, a bunch of its information, and use that, called aol customer service virginia to be john brennan and got the e-mail password reset. john brennan is sitting, having dinner with his friends and to companies, unbeknownst to them, are tricked into the hacker getting into is the new. who is at fault? it speaks to cabbies go directly. it is those companies fault. and brennan can't do anything about it. it has to be the government assisted those companies, you can't be this sloppy. we are just not going to let you. this is a matter of public safety. so we do agree that government

that debate was front and center when cia director, john brennan spoke at the center for strategic and international studies global security forum. >> i do hope that this is going to be a wake-up call, particularly in areas of europe where i think there has been a misrepresentation of what the security forces are doing. >> cia director, john brennan, speaking of the attacks in paris, over protection. the american intelligence has been the subject of intense scrutiny for several years now. controversial powers granted under the patriot act. and the so-called cia's use offing interrogation methods, not the intention, but the chorus grew louder in 2014 when contractor, edward snowden, leaked information on the nsa's clandestine surveillance program. >> in the past years, because of unauthorized disclosures, and a lot of hammering over the government's role in the effort to try to uncover these terrorists, there have been some policy and legal and other actions that are then that make our ability collectively, internationally, to find these terrorists, much more challenging. >> reporter: c

director and i think john brennan would agree that the achilles heel in the internet is encryption. because there are now -- it's a black web. and there's no way of piercing it. even in commercial products, play station, john, which our kids use, if the two ends communicate that's incrypted. terrorists could use play station to be able to communicate and there's nothing that can be done about it. >> dickerson: the tech community says if you try to do something, develop a back door that law enforcement could use, that that would open up all kinds of other communication with financial transactions, other sensitive information would then be at risk if what you're talking about would be put into place? >> no, i don't think so. i think with the court order, with good justification all of that can be prevented. it can be prevented in europe, because europe has been a major driver for more encryption. and i think they are now seeing the results and i think, you know, i had visited with all of the general counsels of the tech companies just to try to ask them to take bomb-building recipes of

john brennan warned that the paris attacks were in his words not a one-off event. i would anticipate this is not the only operation that isil has in the pipeline, and security intelligence services right now in europe and other places are work feverishly to see what else they can do. . >> reporter: a new isil video features a spokesman saying as we struck france in the center of its abode in paris, we swear we will strike america at its center in washington. the pentagon says u.s. military bases are already on high alert, but issued a temporary ban on u.s. travel to france. the u.s. and france are now going to share information faster. pentagon officials are ordered an end to some review procedures that delayed the sharing of time-sensitive intelligence. john. >> kurt voelker is a former u.s. ambassador to nato and joins us now from washington. how would you characterize the fight against isil right now? >> well, i think we are beginning to see a new face. what we have had up to this point has been very minimalists, nothing really strategically oriented. i think wh

. >> reporter: today cia director john brennan said the u.s. is taking the threats seriously. >> i would anticipate that this is not the only operation that isil has in the pipeline. and security intelligence services right now in europe and other places are working feverishly to see what else they can do in terms of uncovering it. >> reporter: as the u.s. and europe prepare for more plots, france is now counting the missed signals for friday's deadly rampage. at least two of the attackers were known to french police, one for terror offensives, the other for being radicalized. six of the attackers are believed to have traveled to syria and return to europe. one crossed along with thousands of syrian refugees through a major migrant entry point in greece. in addition the suspected ring leader abaaoud seen on the right was directing an attack by these two isis fighters who were later killed in a shootout with belgium police in january. but french authorities say they are simply overwhelmed. today the list of suspected terrorists and others who've

i don't know if that is happening to john brennan or not, it happened to me.: general, let me ask you this. france immediately bombed targets in raqqa, iraq, and those were presumably provided by u.s. intelligence because that is the predominant agency at work in that region. so how could those targets be available? it is stunning? >> the answer is rules of engagement. the administration has been very clear that if only one civilian is going to be harmed i a strike, the strike doesn't go down. that is why 25% come back with their bombs still aboard and the french were limited by rules of engagement and have struck targets that until recently had been prohibited by the united states and the french took them on and not an out with 20% in bonds. lou: the rules of engagement. if there is one civilian in the convoy, half of it destroyed, one civilian, the obama white house has said, the commander in chief has said that you will not strike. meanwhile, there are 180 dead civilians, more than 300 wounded, almost 100 of them critically. is no one in the white house or

on the very same day we had john brennan tells a ciscs audience two things, terrorists were going to school on new technologies, and post edward snowden, collection efforts are restricted. here we have john brennan saying the terrorists are getting the upper hand, getting better being tied behind our backs. those were not consonant messages. >>> the planned parenthood where a gunman kill one police officer and two civilians. he did talk about no more baby parts, it's unclear what his motive was, but do you think this will fire up the political debate about abortion and about gun control? >> on gun control, i do not. based on my reporting, there's no political capital within the congress, a republican congress, to move forward on gun control. in some swings states like pennsylvania, senator pat toomey, he's talked around background checks, but most of the republicans running next yearer not pushing for it. on abortion, we've sigh reps go hard on it -- i don't see that changing, those the pitch and tone may change in light of we sea senator cruz offer hi condolences to the victims. >>

but, you know, john brennan is fascinating on this subject because brennan was senior c.i.a.fficial when the enhanced interrogation techniques program begin. he was deputy to george tenet. he says he was troubled by them. he thought the techniques were beyond the pale, waterboarding in particular. he says he complained to others at the c.i.a., and then i asked george tenet, did brennan ever come to you and complain about eneenhanced interrogation techniques? nope. ever came and said, george, maybe think we should re-think this? nope. brennan says, it wasn't as if i walked up and down the hall saying this, but should it have been louder about it? maybe. he thinks about it a lot. >> rose: the other interesting thing we ought to talk a moment about is it is not just the c.i.a. operatives that make the c.i.a. what it is. it's not just the men and women in the field who were doing this sort of what we've imagined from movies about spying, it is the really smart analyst back at langley who are putting two and two together. >> absolutely. and especially, for example, for the bin lad
