the event hosted by the brookings institution lasts just over an hour. >> good morning, ladies and gentlemen. i'm john allen, i'm the president of brookings and on behalf of the institution and our partners at service here alliance, i want to welcome you all to this event today. i want to welcome those coming in over the especially with web cast and of course we always welcome the media. this morning, you will be hearing from a distinguished group of leaders and volunteers on the matter of national service. let me make a few brief comments to begin with. in such divided and turbulent times, we must look for ways to bridge society. to bridge the divides, and to restore a sense of community. in recent years, much has been done, sadly, to burn, rather than to build the bridges in our civic nation. leading to a growing culture of fear, and distrust, incivility and a reflex to retreat into the safety of tribalism. our trust in institutions, and our trust in each other has taken a beating. and has in fact, declined. and that decline makes it harder for us to solve some of the key problems we face as a count

john bolton a couple of different ways. one, that, yes, seems to be eager to testify. a lot of those critics say enough with tweeting. how about testifying? the other thing, brooke, you know, is at this point what does john bolton gain inside the party if he goes to capitol hill and testifies? going against about 99% of the gop if he goes up there and offers damaging testimony against the president. even though there are national security officials who worked under john bolton who cooperated, fiona hill, alexander vindman and so on. a precedent is being set. when we look back at this period, a precedent sent, american presidents in stonewall their way out of these types of mess messes. because of the nature of our court system and appeals process these things can be dragged out so long whichever party wants to impeach a president can throw up their hands and say we can't get everybody in here to testify we need to. that is what we're at risk of seeing at the end of all this. >> running gown the clock. sure. i spoke with a man earlier who kwo disagree. staff counsel to the iran/contra committee that investigated president ronald raken arguing john bolton should t

brooke? >> she appeared, someone who did not, firmer national security adviser john bolton.he on capitol hill today? >> he was never subpoenaed which, of course, is very unusual, given what we've seen over the last several weeks with these depositions, but they did not want to subpoena him because they didn't want this to end up in court. aide for adam schiff said they didn't want to get it tied up in a rope-a-dope. they're going to use this as another example of obstruction. democrats are saying we don't want to get tied up. what we want to do is move forward with our impeachment inquiry. if they don't want to show up, that's on them. they can see that in potential article of impeachment when they move forward, saying that these individuals and the white house were obstructing justice. brooke? >> what's the timeline for this impeachment process now. >> potentially, this could all be wrapped up in the house of representatives before christmas. of course, that's coming as they move into this public phase of the impeachment inquiry. next week we'll see three public hearings. t

brookings, delighted to be a small cog in the service share alliance. and two people in particular, mel sawhill conceding the stand working tirelessly for six months and also john allen, for letting his vast appearance and events moral authority to our enterprise this morning and i think it is a sign that brookings is spiritually aligned with the national service movement. let me introduce the question this way. if national service is the answer, what is the question? and we have heard and i think will hear three very different kinds of answers to that question. it is useful to keep them secret. the first test to do with service as an avenue of personal growth, the expansion of character. the second has to do with actual goods done for others, service and the roots sense. the paper by john bridgeland and john dilulio begins with our broader challenges, with national service as potential response to the challenge. a decline of mutual trust, the sorts of things called general social trust and a precipitous rise in divisive partisanship. there is a difference in the party system and partisanship and sometime in the past two generations we cross that line and now f

brooke: and they had pushed back on those. now the question is, what does he do? it is hard to think about t-mobile without john legere. g to go? alix: he will still remain a member of the board, but the question is, was he going to leave either way? is there added impetus now? brooke: is he retiring? is he going to play golf? imagine thatt would happen. mike sievert will be taking over as of may 1. he is currently chief operating officer and president. of a, we heard the ceo petrochemical company talk about the impacts of a trade war. that's get into the industrials. what do you think? >> there is clearly a lot of fear about a trade war and you can measure it in surveys. the problem, if you look back historically, and look at these levels, with ceo competence at these levels, cfo increase in capital spending, what you find is an interesting counterintuitive data point. if we are following these levels , these trough levels, you find a rebound in capex. that means more often than not these are an expression of fear, but often these surveys catch the ceo wrongfooted. that means they misrepresent demand. as much as there

brooke: i will point out that deere's ceo john mae just started this month, so there is something toeo playing things conservatively. when you look at some of the industrial data, there have been positive signals that we may be getting a bottoming in this slow down. what is the risk that that is just a blip? a lot of these projects can be lumpy. you have the gm strikes mixed in there. walter: we could all be here a month from now, and this could be a big head fake from these moves in the market. i think at the end of the day, what we've got to focus on is seeing the data come through on a week by week basis and a month by month basis to see if it continues to improve. that should confirm that we've seen a bottom encyclical earnings area that is certainly what the market is betting on at buy theint, given these dip mentalities encyclical areas. i certainly won't know until we get some guidance because a lot of companies have not issued guidance for 2020. when we come out of the first quarter in april, it will be interesting to see how the guidance for 2020 plays out. brooke: all eyes
