have not seriously engaged in making any concessions are any deal making particularly with senator john cabell who is a man with a pedigree when it comes to nuclear issues and the leading figure in opposition to the treaty as it currently stands. he signaled, and i think certainly the senator himself and the representatives have suggested in particular on upgrading missile defense investments and making a serious investment in the modernization of the nuclear infrastructure, not just for the purposes of the tabling a test ban, but actually modernizing the infrastructure in the event, i think it is a reasonable price. but the obama administration having governed keeping 60 senate votes in mind up until this point has reached the juncture where it needs 67 votes and cannot get them. senator kyl is likely to have more influence to get more of what he wants in the coming session of congress. i would say there is very little incentive for senator kyl to reach an agreement unless the obama administration is willing to move the needle pretty substantially and make more commitments, and the president
