you have people like bevan dufty, david chiu, even john avalon's common john campos, and ross mirkarimid indicated an interest. so you have people on the board who want to run for mayor. do they go for the caretaker mayor, or do they put those interests aside and best themselves with a politician that has a good chance of being elected? with that dilemma in front of them, we saw what happened. they could not put their egos aside. they generally would with the caretaker mayor. that person would pose no threat of running against them. >> when the board met next week on november 23, the clerk of the board proposed a process for nomination for mayor, which the board debated, amended, and eventually passed. >> a board member read the nominated may not produce pig in the discussion or vote on the competitor nominees. if the nominee of a board member nominee has been withdrawn, the board member may no longer have a conflict and could return to the room and to dissipate. >> basically, a process that i am proposing is one in which, one, would maximize per dissipation. members of the board of sup

campos: thank you, sir. next speaker. >> good afternoon, supervisors. another founding member of the c.b.d., john nolte. i got off the board after one year because of the infighting, the out-of-control members because i actually got board training a long time ago and they did not know how to run a board. now, five years later, we're finally getting them trained. i asked it back then. also, the office of workforce development is out of sync. she said this herself. state law for every year they're supposed to be coming in front of you annually to be -- their annual report for each c.b.d. fisherman's wharf, annual report, december 2010, castro street, and upper market, december 2010, noe valley, tenderloin c.b.d., 2010. all these c.b.d.'s were formed in 2005 and 2006 and their annual reports were all done four years in a row in front of you when they were supposed to be done in front of you so therefore, the mayor's office dropped the ball, the board of supervisors has not done its job of having these meetings every year and this is the first time in four years that we have come here, the community, to be
