police pulled 93-year-old john collins from his car this afternoon. he'd driven off a road and through a fence, ended up in the canal which was behind a strip mall. investigators say the car floated a half mile before it stopped. when rescuers arrived he was standing up through his sunroof surrounded by rising water. they pulled him out and took him to a local hospital. collins is the former president of bakersfield college. >>> some took to the streets, others sat in angry protest over the future of higher education. mass demonstrations at.23 campuses of the cal state university system. nbc bay area is live at san jose state where students are holding a sit-in. damian? >> reporter: these are still ongoing. these students arrived here at the administration building at san jose state at 3:00 this afternoon. this building houses the offices of the vice president. it's been peaceful and police have been letting them hang out on the day students call class action. >> no more greed. >> reporter: this was their way to show their anger toward the state unive

now back to john collins. >> thank you. take a look at our radar. i circled the beltway around the city of baltimore, itself. and we see a band of rain moving from the i-95 corridor to washington, d.c. right along the shoreline. once you move north into the north western half of baltimore county and then much of carroll county, we're getting snow mixed with rain there. so you're likely to see snow on your road in this morning. i don't think any of it is accumulating, because the roads are still too warm. in the mid 30's but colder as you move north. closer to freezing, in fact 28 in oakland in far western maryland right now. here's our satellite combination of everything moving on. this is all snow up here in parts of new england and in parts of pennsylvania. here where the heaviest rain ends, it's all moving east. but we have a couple more hours of this, then we get out from under the worst of it. lousy travel conditions in new england today. high pressure eventually comes in, but there is more stuff out to the west that will be spinning around. so

john williams. joan tetter. antonio morgan. jazzy collins. >> thank you, supervisors. i can only relate to you my personal experiences. as a community activist, i have heard many stories. there are two samaras and i could tell you about. both get city and county funding. they have a plethora of rooms at a bunch of different hotel sites, but they do not have tseo have a clear conscience about checking for bedbugs. some of their units are being responded to by property owners better than others. some property owners are doing all they can. some do not want to spend the money. some have their own past control canister in their office and want to come up and spray their own stuff, like they are the experts. that was my experience at one of the hot team rooms. because of a lack of education, i ended up moving bedbugs into a unit that was run by an agency. this agency is very aggressive and has a good control -- could pest control service, but there are tenants in the building that do not have the capacity to do their laundry every two weeks. this agency is not providing tho
