serving in the house of representatives since 1965, john conyers is the second longest serving member. i think second to another member from michigan if i'm not mistaken. congressman conyers testified at both the previous senate hearings on racial profiling in 2000 and 2001. congressman conyers, we are honored to have you here as a witness, and the floor is yours. >> thank you, mr. chairman. and to your colleague who is another former house member, if i remember correctly and senator ben cardin, as well, all of you are working in the backdrop of a huge discussion that has been going on for quite some time. when i came to the congress and asked to go on the judiciary committee in the house and that was granted, emmanuel seller was then the chairman who did such landmark work in the civil rights act of 1964. and then we followed up with the voter rights act of 1965. and from that time on, a group of scholars, activist organizations, civil rights people, and americans of goodwill have all begun examining what brings us here today and accounts for the incredible long line that is waiting

and i also, before we start, would like to thank congressman john conyers for helping us get this room for this important briefing. and more importantly, for the leadership that he's shown for so many years and continues to show in protecting social security, medicare, and medicaid. we need congressman conyers to be here to do the things he's done so well for so many years. i want to thank everyone for being here this morning. the national committee has joined the national organization for women's foundation, the institute for women's policy research to release a report that we believe is important not just to our various constituencies, but to the entire country. breaking the social security glass ceiling, our report provides a desperately-needed reality check to a washington debate that increasingly and almost exclusively addresses social security in terms of how much money can be saved by cutting what are already very modest benefits. rather than what those benefit cuts would actually mean to the average american. the truth is as our country ages and retirement income continues to d

john conyers of michigan has been a true friend of the women's movement as low as the civil-rights movement, especially around protecting security. and congresswoman eleanor holmes norton who spoke earlier has been a champion for these issues. there are many more but i just want to say that those who stand up for social security will see the benefit at the polls as well as those who try to cut it. going forward, my organization, the national organization for women's foundation is partnering with the national committee foundation at the grass-roots level to get the word out about the importance of improving social security benefits for women. over the next weeks and months, we will be reaching out to activists in community after community. the national organization for women has some 350,000 -- 350 active chapters in the country. we will be working to get the word out. we are very excited about moving forward with our campaign to raise awareness and advocacy for improvements to social security and not cut. the me and i sang some of the cuts we are actually worried about -- let me end by sayi

john conyers who is also the former chair of the house judiciary committee on the democratic side. so there really is, i believe, a bipartisan consensus that probable cause warrants are an appropriate tract for location tracking. we may also need some reporting requirements as well as senator franken called for but i think that a solution that a middle ground solution really is possible and appropriate here for location tracking because you're right, i mean, we have these new records. we don't necessarily have rules for them. we need to create those rules. >> as you well know, a decade ago, the debate that followed the 9/11 attacks is the patriot act and the question is where does the constitution come down vs. the issue of national security and that seems to be somewhat along the lines of now what we're dealing with as the justice department looks to try to track cell phone usage as a way to either prevent a crime or track down a criminal. guest: it's interesting the national security debate here. much of what the discussion has been up to this point has been law enforcement, not
