that is the fundamental premise and the over-arching reason why john conyers and i and others started so many years ago to draft the legislation called the violence against women act. it passed 19 years ago and instituted a hotline where women could call for help. we did that hotline, and some said it will be useful, but i am not so sure how much it will be used. the truth of the matter is it has been used a lot and has saved a lot of lives. over 2 million women have had the courage, the courage to try to get out of earshot of their abuser, escape from the prison of their own home, to pick up that phone and call, call to a line that you have no idea on the other end who is going to answer and say, i am in trouble, can you help me? can you help me? i love those men who would say when we started this, why don't they just leave? if they had 1/3 the courage of those women, those 2 million women had, who picked up the phone and called, not knowing what to expect, it would be a whole lot better nation. we built a network of shelters that are immediately available to women in need because we

speaker, i enthusiastically rise to support john conyers, h.r. 900, of which i am an original co-sponsor, that is a thoughtful response to legislation that was really hostage taking and that is the passage of sequestration of some almost two years ago. everyone knows it was the need for the debt ceiling to be raised that generated it, but i'm not about excuses. and h.r. 900 simply eliminates the sequester provision in the budget reconciliation act. it is thoughtful, it allows us to proceed. however, we will not be able to pass it because our friends on the other side of the aisle are celebrating about the $85 billion in cuts across the board hurting seniors, children, and families. and then of course they want to acknowledge these are the president's fault. well, the president is willing not to look at poll numbers to be able to fight to support, enhance revenues, and spending cuts. thank you, mr. president, for leading. for those who say nothing has happened, it's because it has not happened yet, but i will tell you the continuation of sequester is going to hurt the american people and

listen to congressman john conyers of detroit who says it is not endangering us. >> the debt is not endangeringur economists say we are in debt but it is not endangering anyone. there are economists that say some debt is not a bad idea at all. >>tucker: who are the economists? mail order economists? russian economy economists? >> it is not just the party contest but where people in washington are out of check. nearly two years ago almost every state in america had deficits and most of us, like wisconsin, took a $3.6 billion deficit and turned it to-a billion surplus. why? not just because we need to balance the budget but it helped to improve our economy. we went from losing 133,000 jobs to gaining jobs, states that have fiscal track on order are states that have seen the economic crisis turn around. >> 49 states require balanced budgets, vermont does it anyway, should the federal government be held to the same standard? >> absolutely. it is one where it is not just balancing the budget but we need to balance the budget at the federal level to promote both and opportunity not just about taking

john conyers, the ranking member. i would like to thank my good friend jim sensenbrenner, the chairman of the subcommittee, and the gentleman from virginia, my good friend, for their support in the subcommittee. i want to acknowledge speaker john boehner and majority leader eric cantor and democratic leader nancy pelosi for their support. my district faces a serious problem of tobacco smuggling. as many as 2.8 million cigarettes were smuggled into the territory. this resulted in the loss of about $275,000 in tax revenue in the territory. mr. speaker, securing a sustainable, stable source of local revenue stream is essential and must be encouraged for the territories as it is always done for the states. mr. speaker, it was for this reason that i began to look into this important issue. i was disappointed to find that under the current law, prohibitive great -- prohibiting cigarette smuggling not all territories were included. it is illegal to ship, sale, transport or po says more than 10,000 cigarettes not bearing the

was so proud of the work of our chairman and a leader on this legislation then and now, chairman john conyers, former chair of the judiciary committee , now ranking member. we'll be hearing more from him shortly. but he has been there steady and strong as a champion in the fight to end violence against women. thank you. our legislation today, the house propose -- the democratic proposal, which is really -- is a bipartisan proposal from the senate, but it's authored and presented by congresswoman gwen moore of wisconsin. congresswoman gwen moore has shared her own personal story with us and the strength of her knowledge of the issue, whether it's knowledge of the legislation or knowledge of the trauma of domestic violence and assault, is something that has impressed so many of us. and when we pass this legislation, and we will, it will be in large measure because of her leadership, her persistence, her wisdom, her knowledge of this issue and the difference that every word in the legislation means in the homes of america and for women who are at risk. now, who thinks this is a good idea? i don'

a lot of them are done in detroit and they're sitting there in john conyers office, and do they ask for what do you think about the war in vietnam, mrs. parks? now they do not. to they say, what do you think the congressman should be doing? know the do not. so in many parts this was harder to find. a couple things though. the first is the black press and the digitization of the black press that happened in the past decade was an extraordinary research for my research because it meant i could look at like decades worth of many, many different black newspapers. it has one of the things, even the people didn't continue after a lot about her political opinions about things outside of montgomery, they did notice when she would go, so this come in some sense, was kind of the place that started in terms of trying to figure out how to tell the post montgomery booked. i talked to a lot of her friends and political colleagues in detroit and nationally to try to get, and to get sorted much more texture to this kind of what she's doing in the '60s and '70s and '80s. i can study some of the kind of,
