senator john cornyn of texas joined me from capitol hill a short time ago. he chairs the national republican senatorial committee, and sits on the senate budget and finance committees. senator john cornyn, thank you very much for talking with us. >> thanks, judy. >> woodruff: the president also said earlier today that he believed there needs to be a big comprehensive deal now, not a short-term deal just to get the government through this debt limit date coming up this month. >> well, i think this is the opportunity, and this is the point of maximum leverage to try to get the best deal we can when it comes to spending cuts and the fix... and to fixing our broken entitlement programs which are going to run out of money within roughly the next decade but unfortunately the president is kind of late to the game. he delegated this to joe biden. eric cantor, jon kyl left those talks when it became apparent that they weren't making progress. so finally the president took personal ownership and responsibility. i'm glad he did because only he and john boehner and mitc

with me texas republican senator john cornyn who's on the budget and finance committees. thanks for being with us. >> thank you. >> i wanted to clarify your position. you did say that some tax reform couldn't be done by august 2nd. but some future tax reform that would close loopholes would be acceptable. you wanted it to be revenue neutral. that means no extra money to the pot. do i have that position correct? >> that's correct. that's what i saw president clint talked about making us more can competitive to businesses don't send jobs overseas because our tax rate and regulatory regime is more reasonable they would grow those jobs here at home. >> i was there when president clinton made those statements he was being interviewed in aspen this weekend. he said the president should not blink. that he should require something back on the tax side. but that there could be -- republicans have not been willing to agrow to any revenues? >> that's right. we're for making government smaller not bigger. it seems disingenuous to say we're going to cut spending and raise taxes. and f

john cornyn was not suggesting that he was open to the idea of revenue raises is an important step. >> it's what we're talking about. >> reaganomics or buchanan-omics and republicans are open to the idea of balancing the budget, obama and democrats prevail. >> they're not saying revenue increases. reduce the rates, eliminate the adjustments and zero revenue increase. >> a lot of people say if you spread out the democrats, including myself and jim cramer as well said this, if you spread out the number of people, expand the number of people paying taxes, you can lower the rates. do you think the rate that the hedge fund manager rates pay, should they pay capital gains or income? >> if you're turning stocks over daily, that's gambling. >> that's -- >> i do believe in long-term capital gains and long-term investments and things like that. but one problem no one addresses, 51% of american wage earners pay zero income taxes. a lot of them getted the earned income tax credit checks. you can't take half of the country. >> they all pay social security and medicare. every american worker says t

however, when senator john cornyn was asked about this issue over the weekend, here's what he had toess and the president not to do their job and to say somehow the president has the authority to then basically do this by himself. >> reporter: one of the main sticking points here is taxes. senator john cornyn also said in that interview that he admits there might need to be revisions to the tax code however he insisted no new taxes. he's saying that because some democrats are proposing why don't we roll back tax credits to big oil companies, to corporate jet companies, and republicans are saying we're not going to support anything that looks like a tax hike. democrats and republicans still about $1 trillion apart on this issue. again, there's that august 2nd deadline which some economists are saying if we reach that point and haven't come to a deal on this debt ceiling issue, it could be catastrophic for the united states, for other economies around the world. that's why there's so much urgency here. last week, president obama took a tough tone with congress, said they weren't workin

that is not what republican senator john cornyn was saying exactly the opposite what he said on our show yesterday that it has to be revenue neutral. how does the president hope to bridge this devoid? >> reporter: well, you know, they have an interesting tactic here. they believe and frankly behind the scenes so do house republicans believe it will be easier to sell a larger deal that has some things in it that nobody's crazy about on certain sides. whether some trims to entitlements on the democratic side or some of these revenue proposals on the republican side that if it's a large deal, $2.5 trillion to $4 trillion and maybe even $6 trillion in the out years meaning the second ten years when you start messing around with the cbo numbers that it's easier to sell. that if you try to do this narrow package, you don't have the votes on either side. you go too narrow one way you lose democrats, the other way you lose some key republicans. that's their -- it's not a roll of the dice, that's their strategy. if you go big enough, you can get some revenue enhancers, you can trim the sails of s

republican senators back a balanced budget amendment i have introduced with my colleagues mike lee and john cornyn. it would require the president to submit and congress to pass a balanced budget every year. most importantly, it limits spending to 18% of gross domestic product and require supermajorities in both houses of congress to raise taxes. unfortunately, last week the white house dismissed a balanced budget amendment saying it is not good for the economy and that our debt is not a constitutional issue. the american people know better. a balanced budget amendment is essential for our economy and our debt is definitely a constitutional issue. after all, the constitution belongs to the people who determine what is a constitutional issue, not the white house. if the debt is not a constitutional issue, why is it that every state in the union of vermont has a constitutional balanced budget required? this kind of strong budgetary reform would put us on a path to fiscal health and prevent this white house or any future white house from forcing more debt on the american people. the only reason this
