the notion of comprehensive immigration reform, i think at this point, is -- john cornyn is right.s just not going to happen and we saw the last time a real -- excuse me, the first time a real comprehensive immigration reform bill tried to get through with a republican president in the white house, george w. bush. it failed big time. >> if they don't pass legislation in the next six months, do you think it's realistic these 800,000 young people will be deported from the united states? >> i don't think it's realistic, wolf, but it is a possibility. it leaves them open to that uncertainty, it leaves them open to deportation. i believe this would be a major political problem for republicans if there is no solution. because if you do look at the polling on this issue, dana is absolutely right, this is a part of a facet of immigration reform that does have broad bipartisan support, ask children who are left in this situation are very sympathetic figures to many people. >> the one thing to keep in mind is the difference between kind of the debate before president obama put daca in place

you have the debt ceiling it looks like, john cornyn has said that the debt ceiling raise is going to be part of the harvey package. should democrats make daca a part of the harvey package? >> well, maybe if that's what it takes, yes. if we put harvey in, we put daca in. we pass the debt ceiling and it's done. i actually haven't thought of that before, but i would be for it. and i would be for putting it on the floor alone. because i believe it will pass. we have a majority of the american people in every poll saying they would support it. in california, it's extraordinarily important. you have over 50 ceos of big corporations that have written and said these daca workers are good workers. we want them, they're going to contribute to the economy. >> was daca legal? >> daca was executive order. legal is what is the law of passage of something. you know, there are ten attorneys general prepared to sue. i don't want to get into that. the point is, daca is here. and we've got 800,000 young people -- >> your answer indicates, though, it's on shaky legal ground. >> it is. that's why we need

>> john cornyn did throw out the possibility of a hearing and tried to do some things to accommodatehat mccain wanted. in the end, when hearing -- one hearing i was involved in covering the original obamacare bill, it was in 18 month process. john mccain was being bought off with a single hearing and rushed through in one week. they will not drag him back onto the bill in any way and that leaves them short of the votes they need. joe: the last few times that the obamacare repeal replacement some furioust reaction from the white house. is the white house ready to move on? >> trump does not seem like he wants to. he was cool to the bill but seemed to warm to it recently. there will be a political price republicans if they fail to pass the bill. they have the white house and the senate and the house, a lot of voters in the republican party would say pass the bill. the tricky thing to watch next week is next week was supposed to be the tax reform rollout. tothat big six were going put out their tax reform. tax reform, obamacare, if trump had to pick he would pick obamacare -- tax reform.

the senate side, because we have already gotten signals indications on the senate side, number 2, john cornyn from texas who's seen these flood victims saying essentially they are open and willing now to attach this emergency funding to raising the debt ceiling, allowing the government to borrow more money to pay for this because ultimately this is just a down payment. they're looking at nearly more than $120 billion they expect in relief that is going to be necessary. not to mention what is coming to florida as well. this is going to create quite a problem for some of the house members we've already seen it here. the house caucus chair conservative meadows. he is saying that this is a terrible idea. mark meadows, that you should not use this as leverage, that it's just not right but he also said he beliefs that this in fact is going to work. it also provides some political cover for those who are uncomfortable marrying those two things. we also expect the president is going to weigh in on this. we already heard from the treasury secretary mnuchin saying this is a good idea. it has to be acte
