[ applause ] >> thank you very much, jeff and good morning and welcome to our panel this morning on forced treatment and constitutional rights. can they coexist? i am john diaz, the editorial page editor from the san francisco chronicle and i'm moderating this modern's discussion with our distinguished panel. forced treatment as jeff node is one of the most contentious issues of mental health. as you look at our discussion there are informed and panelled views from both sides. there has been many debates on how to implement lawyer's law which consist of outpatient treatment. it was named after laura wilcox, a mental health worker who had been shot to death by a man who refused treatment. the county r remains the only county to implement the law. there have been other counties in los angeles county and other counties who are considering it. >> why have they not adopted the law. what is it about forced treatment and the consequences for an all

chilling and now he's gone. >> reporter: in virginia, students at john paul the great catholic high school in mourning. we learned diaz went there at least a year. today, a special mass and prayer gathering held for students and staff. this was not a random act of violence. the questions we are asking investigators tonight, why was diaz in the park? who was he with? were there witnesses? one thing i can tell you in talking with the police spokesperson is they have developed leads in the investigation. they would not specify with me. coming ahead at 6:00, the role the catholic church is playing in helping the diaz family cope with their son's death. reporting live in woodbridge, virginia, david culver, news 4. >>> there's another twist in the case of a missing virginia teenager. police have been in touch with a second person of interest in her disappearance. randy taylor was charged originally. he is facing a grand jury tomorrow. he claims he was with another man the night murphy disappeared and murphy left with that man. murphy's family says they know quite a bit about the other person of interest, but they can't say

john paul the great catholic high school. prayer services around a special mass were held in his memory today. talking with many in the community, the diazshares close ties with the catholic church. he was an alter server and a catholic priest spent many hours with the family at their home playing with them. a funeral mass is scheduled for 1:30 friday at our lady of angels catholic church in woodbridge. i'm david culver, news 4. >>> the woman from virginia suspected of arson is out of jail on a $30,000 bond tonight. she's facing one count of arson. she and her fiance are suspected of sedding dozens of fires dating back to last november. part of the bond hearing, she was told she could not leave northampton county unless it's for a medical emergency. >>> a fight against a possible death penalty case for the boston marathon bombing suspect. lawyers for tsarnaev want more time to work on arguments against the death penalty. prosecutors will announce whether to seek it next month. eric holder will make the final decision expected early next year. his attorneys say that's too soon. the bombings killed three and hurt more than 260 others. >>>
