good morning welcome to face the make i'm john dickerson. we'll get to the story that dominated news coverage most of last week, that of the aftermath of hurricane irma. but there's lot of other news coming up this morning so we'll begin by talking to secretary of state rex tillerson, welcome. let me start with the paris climate accord. the wall street journal reported that the administration was looking for a way to stay in it but in june, president trump said, it was time to exit. so what is the administration's position? >> well, the position is being led and developed over at the national economic council. i think if you recall the president also said, look, we are willing to work with partners in the paris climate accord if we can construct a set of terms that we believe is fair and balanced for the american people. and recognizes our economy, our economic interest relative to others in particular the second largest economy in the world, china. if you look at those targets and terms of the paris climate accord they were just out of bala

requests of congress and to talk about that and much more, we turn to margaret brennan, in for john dickerson this week on face the nation. thanks for joining us. a lot of people are depending on this money to get this long process of putting their lives together after harvey. you have to wonder if politics will impact the recovery bills. >> politics impacts everything. that's the one certainty here in washington. it's a long term recovery and replenishing disaster relief that the white house needs the money they're asking for nearly $6 billion, part for fema, some for small business administration loans. it's likely to go through easily on the house side. when it gets to the senate, the question is whether the politics comes in and what gets attached to it. this is a must-pass bill in many ways. there is a sense of wanting to help and reach out to houston on both sides of the aisle, but what else will get attached to the bill, we know those coming to work here on capitol hill has a long laundry list to get done in the next few weeks. it may look different at the end of the month. >> then, of

secretary of state rex tillerson and senator john mccain are john dickerson's guests this sunday on "face the nation." angry protesters took to the streets of st. louis this evening after a judge acquitted a former police officer of first degree murder in the shooting death of a drug suspect. dean reynolds is there. >> reporter: security was heavy in st. louis today as the city dealt with protests over the latest acquittal of a white cop in the killing of a black man. >> shut it down. >> now! >> no justice. >> no peace! >> reporter: former st. louis patrolman jason stockley was charged with murder in the 2011 shooting of anthony lamar smith. the incident, caught on multiple cameras, occurred after a high- speed chase and a collision. stockley called it self-defense against a suspected drug dealer. smith, he said, was pulling a gun on him. prosecutors countered that stockley, seen here, retrieved a .38-caliber revolver from the backseat of his police car and planted the weapon in smith's car moments after shooting him five times, and that the gun bore only the policeman's prints. but j

she explained her reasons to john dickerson on face the >> senator, you are waiting to hear from theoffice for it to give you its assessment of the bill. what it is you are most worried about? >> i really had three major concerns. one is the impact on the medicaid program. this is some very important program mine state and many others because it provides needed health care to low income seniors, to disabled children, and to so many of our most vulnerable citizens. in some of the projections, are, that a trillion dollars will be taken out of the medicaid program between the year 2020 and 2036. that would have a devastating impact. and the changes, the sweeping changes have not been thoroughly analyzed by congress. second, really concerned about, continued coverage and protection for people with pre-existing conditions. like, asthma, or, diabetes, or arthritis, or cancer. this bill clearly weakens those protections. so it would depend where you live. and you would still be sold but it might well be unaffordable. and finally, i'm very concerned, both with the current law, and with the p

dickerson: in the latest health care debates you probably heard the term regular order. john mccain said the lack of regular order is why he's not supporting the most recent bill. regular order is washington jargon but it basically means, doing things the agreed upon way. at the bank you expect the line you stand in to order the turns of those waiting for the teller. when you vanderbilt the dmv and the rules change each time, you feel a glowing rage. in congress regular order is process for tackling tough problems, studying them, applying expertise then arguing the issues on the merits without personal attacks. it's also a mindset for place where everyone has to work together the next day. it sets the conditions for heated arguments, so everyone feels heard and respected. it ground debates in the values of the institution, fairness, equality, justice, which temper the passions of the moment. regular order doesn't always lead to compromise but compromise is less likely without it. regular order doesn't always mean less partisanship. partisan hot head can still hijack the publi
