host: sons we turn to john donnelly. john: good morning, congressman. i want to follow up a little bit on that stuff. ask you something about the defense budget. so you think a c.r. is a good possibility. continuing resolution. give us an idea. what are the odds of that? recap for the viewers. the house has not moved any of the nondefense spending bills. when is that going to happen? there's less than two weeks working days before the april 28 date when the current continuing resolution runs out. can you give us an idea how you see this playing out and what the odds of the c.r. are? mr. smith: first of all, number one, it's not a good possibility. it's a bad possibility. i want to emphasize that. a lot of people don't understand a continuing resolution is a terrible way to run the government. and really hamstrings our agencies. including the department of defense. they can't do any new programs. they have to basically spend the money they spent last year. and not account for any changes. it really ties their hands in a way i think jeopardizes national s

we are joined by john donnelly. the fiscal year is halfway over. why is a house getting to this now? >> last year, the full house passed a defense spending bill. the full debt -- the full senate did not pass it by the end of the last congress, spy had to start over this year. whereave done is take up they left off last year. the house and senate appropriators put together a , and the housege is expected to vote tomorrow, send it to the senate, then we will see what happens. >> we are reading some of your reporting. this one headline "appropriators costly spending bill." how much does this cost? billion,about $578 then when you had money from the continuing revolution that a most all of the government is operating on, there's about $6 billion in their in overseas billion is about the total amounts they get for the fiscal year of 2017 trade that is about 2% more than they got in fiscal 2016. not quite enough to keep pace with inflation, treading water, but not a cut. >> looked about for the u.s. president's overseas, will that oversee contingency ope

donnelly of indiana. you have heidi heitkamp, you have claire mccaskill, all very, john tester in montana, all very, verye country, democrats love this idea of fighting trump's funding the wall. but in these states, as you know, where that voted amazingly overwhelmingly for donald trump, especially west virginia, montana, you are going to see a backlash against this. this is one of the major promises, if not the iconic promise of donald trump's campaign and i could see it being like i said before a pyric victory for schumer. he may win this fight, this appropriations fight but lose in the end in 2018 at the polls. neil: handicap it for me. these mexican firms bidding on this, i don't know how much you know about it. i barely know much about it. i found it interesting mexican firms are bidding on a wall that will alienate the mexican people from entering this country. having said that a good number are interested in bidding on this. what do you think of that? >> it is obviously a major infrastructure project that will bring in a lot of jobs, a lot of building across hundreds of, across at least thousands
