joining us is john donnelly. john donnelly. he has been looking at this topic and what have you learned? guest: i have done a few studies on this. the extent to which we spend on the defense nuclear nonproliferation program, meant to safeguard the supplies of nuclear materials and keep them out of the hands on -- the hands of terrorists -- it has declined. , becauset an issue after his first few years, spending started declining. trump has continued it that way. ifthe last eight years, trump's budget is enacted, there 18% decline inan spending on these programs. and looking out over the next few years, trump wants to increase them at a 7.5% rate but there isn't enough to even keep pace with inflation. so there has been a real shrinking of it. and there is no indication that the threat has declined. host: in terms of numbers, what are we talking about? over $1 billion. is fiscal 2019 trump request 1.2 $5 billion for the program. the energy department request $11 billion for nuclear warheads associated infrastructure. and those t

we will also speak to john donnelly. washington journal, live at 7:00 a.m. et. join the discussion. hawking's joins us. he is senior editor with cq and roll call. as congress comes back from their break, what do you see as the priorities for mitch mcconnell and house speaker paul ryan in the coming weeks? david: to keep things running as smoothly on drama-free as possible i think would be the overarching desire. there is not a large legislative agenda in the weeks ahead. i think mcconnell and ryan, more than anything, want to make some progress on the annual appropriations bills. the house announced they will take up another appropriations bill the week of july 16 that is a combination bill, there is supposed to be a dozen bills. they already passed one the combined three of the least controversial bills. they are going to take up another that contains two, one of them not financial services bill. the senate appropriations committee is moving ahead on all of its appropriations bills. so keeping that regular process going for as long as possible knowing that after labor day there wil

donnelly. assuming that john mccain doesn't come in to vote you need that. you have to keep your caucus. but what about the democrats coming over? >> the democrats face a couple of tough decisions. the first is inevitably there will be a supreme court justice. it's how you lose the battle. there's ten states where trump won significantly and democrats have to face that. those are three of them. the fact is that what do we see here is the anita hill or the borkin of candidates before one is even nominated. the democrats have played that role before. they'll play it again. stop believing that because if it's, for instance, amy barrett, that they'll back off. they're not. the democrats are playing hardball because they're driving to their base, not the republicans and the states where the senators face election. mccaskill is a weak one. tester, i made a promise i would go to montana. a lot of us will go to montana. we better pay attention. >> let's listen to the president ripping tester over voting against gorsuch. >> john tester voted against neil gorsuch. the incredible justice who suppor

you've got to -- these are trump state democrats up for re-election this year, joe donnelly and hidely height camp and johnr, montana, that's the president's pool of you need to vote with me, don't you? >> and i think one of the things you're going to see is that the democrats are going to try to make the case that to their base, that these two important issues as someone said, abortion and the affordable care act, is something that you have to be united on, that you can't -- because what the democrats need is to hold their entire -- all 49 and then they only have to peel off one republican. and i talked to a democrat who's helping lead this fight and said look, we know how hard that's going to be. we know how much pressure there's going to be. what they are hoping is not that they can ultimately block the nomination for good but that they can do something similar to what they did 30 years ago with bourque, which is to say if the president puts forth somebody who's really conservative, maybe if we can put this hat trick off and just get one republican and hold everybody, we can force the president to put s

state senators but he doesn't have the same personal animus for a heidi heitkamp or joe donnelly as he does for john tester who he claims for taking down ron jackson so we suspect that tester will be a punching bag for the president. tester has a full-page ad in all the major newspapers in montana today touting all the bills that he supported or authored that the president has signed. he has predicated his whole campaign on being someone who can work with the president when it's beneficial to maunontana a can oppose him when it's not. talking to folks out here and this is not a fair sample of all montana voters, i've gotten two big impressions from this. first, that even republicans have really no idea who matt rosendale is, the republican nominee for the senate seat. he's an unknown commodity. he was the state auditor here. second, these republicans do not trust john tester as he tries to split the difference on president trump. take a listen to one of the folks we talked to a few minutes ago. >> what's your general opinion of tester and the job he's done? >> i don't think he's done montana any jus

john from politico. and now, so garrett, who is donnelly, manchin, mccastle and murkowski and collins, and so many being targeted with these ads, and so as someone who might potentially break with their party, because of the ads? >> well, the list is shorter than the one that you are laying out talking realistically, and the two republican senators from susan collins and lisa murkowski. and if both of them vote with the party as they do overwh overwhelming majority of the time on the judicial nominations this conversation is effectively over. and you did have three democratic nominees vote for republican nominations. some folks who may want to vote for another trump supporter as well, and also, you can put doug jones on the board, because we have not seen his cards on that the as all. but obviously, the two republican senators, and you are over the line, a nind combination of the democrats, and talking about what is ultimately a fairly comfortable margin here sh, and we won't kn for more than a month and none of the folks are going to be showing their cards before the hearing takes place which is a mont

the ground in montana spook john tester a little bit and nudge him back to his alleged centrist roots? >> you're not only talking about tester, you're talking about joe donnelly in indiana, claire mccaskill. a number of senators that face the same problem with the scotus decision. what about the race, karen as we set up for the president here? >> john tester's strength as a politician is his ability to maintain his connection with montana to rise above party level. the fact that he's feeling the need to take out these ads is he's seeing something here. >> and maybe some moves in the polls. the other issue is immigration. all of these red state democrats sign on to dianne feinstein's proposal on immigration. that issue probably doesn't play well for testner montana. >> which is a border state. also just in general, public been is different on what you're hearing in media country. generally speaking the country, republican or democrat, wants stronger border enforcement. you're seeing that in the polls that has taken place even after this issue of child separation from families that illegally cross the border. you're seeing people want greater enforcement. the b

donnelly in indiana, trump won by 20 points. hide camp in a trump plus 36 state. the wild card we're saying today john tester, tester has been voting against a lot of these trump nominations. the supreme court nomination last year as well. trump in montana today trying to turn up the heat. he did carry the state by 20 points. could you crank up enough heat on tester. if tester if he's leaning towards being a no, the recent polling out of montana has has him ahead in the high single digits. his political health may be better than heitkamp in north dakota. another wild card, doug jones, not up this year but this is alabama, the circumstances of his win in that special election, very strange last year, he's up in 2020. obviously those sort of red state politics weigh on him too. always keep the math in mind there. democrats trying to hold the line. republicans, you know, as well if they hold the line they can pass any nominee. that's the math. turning now also to new reporting, the government is now planning to use dna testing to match migrant children with their parents after being separated at the bord

donnelly, heitkamp. >> i have to get some other news in, gloria and dana, both of whom have reported on this. a source is saying cohen sees his role a little like johnthe nixon administration. he wants to tell the truth not for his own career or fear of going to jail but because he thinks it's the right thing to do. in a way, he wants to set the record straight. what's your reaction to that, gloria? >> i think that according to my sources, michael cohen feels under attack by rudy giuliani and the president. he believes that they're trying to send him a signal publicly, which is so long as you tell our version of the truth, you'll be okay. i think what he's doing -- one source said to me this is his version of july 4th, which is independence day. that he's no longer going to take a bullet for the president. and that he's going to go in whatever direction he feels he needs to go in. now, let me just say here, we don't know what michael cohen has, if anything, on the president of the united states. >> he hasn't been charged. >> he hasn't been charged. we don't know if the prosecutors are interested in what he may or may not have or whether his lawyer,

joining us is john donnelly. we've been looking into this topic tiered what have you learned? >> i have done a few stories in the last few years on the subject because, i think, even people that follow the federal budget are not necessarily aware of the extent of spending on so-called defense nuclear nonproliferation programs in the energy department, programs meant to safeguard the supplies of nuclearhe materials, keep thm out of the hands of terrace, a sickly, declining dramatically over the last years. this is not a partisan issue. let me say that right away. under president obama, despite his rhetorical attention to this problem, after his first few years, spending started declining. president trump has continued that way. in fact in the last eight years, if president trumps edge it is enacted as presented, there will have been and eight teen% decline in spending on these programs. looking out over the next few years, president trump wants to increase them at seven and a half% rate. really not enough to even keep pace with inflation. there hasti been a real shrinkig of it.
