joining us right now is editor in chief of politico, john harris. guess i want to start with this russian over tur, olive branch if you will. how realistic is this possibility? >> it depends how badly the united states wants off the ledge and how badly syria wants off the ledge. everything i'm hearing from the administration is they badly want off the ledge. they know that if the vote were taken right now, who knows how minds were changed but if the vote were taken right now, obama would lose this. putting him in an unbelievably situation politically, presumably the syrians welcome this because the russians are effectively their allies. i don't think we would ordinarily consider this a promisi promising diplomacy but in a moment of desperation f they could find a way to make it work they would embrace it. >> there are a lot of nuances. it is an acknowledgement they have a cache and have to show people how much they have and verify that we have all of it then there's israel which their guest stockpiles were acting as a deterrent to israel so there ar

john harris wrote two weeks of zigzag foreign policy by president obama marching to war one moment culminated in a zigzag address to the nation that did little to clarify what will come next in the syria crisis which shined a glaring hot light on the debate in the president's own mind. i want to go back to the congressman here. it seems to me if you, i set up the program this way. we go with diplomacy and really hope the russians deliver. the president thinks he can go back to the congress and make a stronger case at some point and win there or he can act on his own. where do you set your heart and hope, sir, among those three, russia? the president doing it alone? or your body, the congress doing something? >> i put my hopes and my prayers on diplomacy and trying to work with russia. let me tell you something, chris. the mien main reason our constituents are against this war is they're looking at iraq. if we can deter assad and take those chemical weapons away from him and we can do both of those things and not cost us a trillion dollars like the iraq war cost us they say we'll take it. but

he wrapped up his trip to capitol hill yesterday by meeting house speaker john boehner, harry reed, andinority leader nancy pelosi. he stressed the need for immigration retomorrow. he did steer clear of the thorny issue of domestic spying. facebook is currently suing the federal government over the surveillance program. with a government shut down looming over the month the house will vote on a spending plan that is sure to be defeated. that is because a plan would fund the government through december 15th but it would also defund the president's health care law. harry reed says the plan would be dead on arrival. and president obama says he would also veto it. >>> a plan to install a removable barrier on the golden gate bridge will get its final approval today. the project is designed to prevent head on collisions on the span. once improved, the barrier will be installed in late october or earlierly november of next year. the work would require the bridge to be closed for 52 hours. >>> a potential toll hike. the bridge district is projecting a $140 million deficit over the next five yea
