joining you now to take a closer look at this, john harwood. john, your evaluation. we don't have a lot of information right now. it's not fair to call this a -- a deal just yet. the markets are reacting in a muted fashion because it's not a deal. it's a scessation of some hostilities. tell me what you make of this. >> well, ali, it's because the posturing is, by no means, over. the market's trying to figure out how many phases phase one is going to have. remember, we first got a phase one announcement, i believe, in october. the president said we've got this fantastic deal. it's great. they're going to buy these products. and -- and we're going oh get the paper in just a couple of weeks. he said it had to be paper. now, we've got a deal where the president, larry kudlow just said on cnbc a few minutes ago, we'll get the text in a couple of weeks. it is not clear that there is actual deal language that's been agreed to. what we do know, and what is reassuring to the markets to some degree, is that the president has announced the december 15th tariffs are not going to

. >> john harwood, he said it is not just my decision.hat the house speaker might say about all of this. what's your sense of how this is going to shake out? >> david. i think as chuck was suggesting, nancy pelosi is going to make the final call here. and i suspect, given the attitude that she's brought to the impeachment question throughout the course of the year, that is going to result in narrower rather than broader grounds for impeachment and smaller rather than larger number of articles of impeachment. i think the challenge for democrats here is that they made an obvious and clear case that the president did what he was accused of in the intelligence committee hearings. he pressured a vulnerable ally under attack by russia for assistance in the form of an announced investigation of joe biden in the 2016 election and held up a meeting with president zelensky and military aid for that purpose. there is no doubt that the president did this. the question is can you get the people who have not focused in? there is a significant number of

let's move to editor at large john harwood. you, as always, what's your take on the president's tweets? i mean, what's it revealing? >> he's very anxious about the impeachment. he takes everything personally. it hurts his ego. it's a stain on his record. and we've seen him get increasingly agitated as this process has gone on. he's lashing out and throwing a bunch of nonsense on the wall against nancy pelosi. but what's really happening is he's been stuck, he's been hurt, and there's going to be some more pain to go with the senate trial. he's not likely to be convicted. that's quite obvious. but this is not a good story for the president. >> can you give me some nuts and bolts on this senate trial, first of all, when it might start? what are the expectations there? >> well, i would think that it will start sometime in mid-january. i don't read all that much into the lack of communication between mitch mcconnell and chuck schumer. those are both professional politicians who when the time is right will come to some sort of an ag

john harwood is here to discuss and republican strategist. alex, i'll start with you.storic moment we have to cover it. do you think it will have a lasting impact on some way on either economy or the markets? clearly with the idea that he will be -- not be convicted by the senate >> certainly doesn't seem like it so far. the market if anything is up over the course of this impeachment inquiry. now the vote in the house today. also ironic because i think the impeachment debate in congress has actually created run for lawmakers to have most productive couple of weeks they've had in years just this week alone, this budget bill they are passing, tax extensions that they are passing, they might not have been able to do that if the impeachment wasn't going on because the public is very focused, the liberal base and conservative base is wrapped up in impeachment and that's created the space for bipartisan policy making behind-the-scenes here which the market is responding to favorably. at least so far. >> which i think is a key point. it begs the he question given the fact yo
