let me get to john harwood at the white house. john? >> what i wanted to do, poppy, is provide some perspective to punctuate the political points that dana and jeffrey were making. we remember that when new senator ted cruz was trying to strangle obamacare in its crib, when it was just about to launch, and he was trying to persuade republicans, we have to stop this, we have to shut down the government to stop it, what he said was, if this law gets going, and people see the benefits, they will get hooked on the benefits. that's what has happened. that's why john mccain turned thumbs down when -- as well as lisa murkowski and susan collins, i believe was the other, on the vote to repeal obamacare in 2017. that was a major reason why democrats won the house back in 2018, because they were defending the law against that republican attack. and it undergurds what the supreme court has done. and it helps explain what the supreme court has done and explain why joe biden has had success shoring it up. h people had the appreciation that they need

, john harwood, that the reason this idea -- i thought it was so interesting.k in line for a moment after the january 6th insurrection you have republicans who sort of stood up and said, you know, like a spade is a spade. and then they turned back around, fell in line and he blames the right wing media for that. >> well, i think right wing media is part of it. but, like with donald trump, these are reactions to the way the country is changing that he referred to. when donald trump was growing up, whites were the overwhelming majority of the american population, so were christians. and you could make a good living as a blue collar worker going straight out of high school to the factory. all of those things are changing. the country is becoming less white, less christian, requiring higher levels of education. and so, right wing media, fox news in particular, right wing politicians, do, in fact, have as their main objective stoking fear and resentment among people who think that they are being left behind by the country. that's why when you had charlottesville, th

let's bring in cnn white house correspondent john harwood. john, you've heard more and more from democrats who are becoming impatient with the president's efforts, not just on frfl infrastructure, but certainly on voting rights. what's the significance of giving the reigns to vice president kamala harris. >> reporter: he's elevating the attention to the fight. but this is a very challenging assignment for vice president harris. she does have a law enforcement background as california attorney general, so she can talk about some of the legal issues at play. she's popular within the democratic party, and so she can rally democrats, try to rally public opinion to put pressure on those republican-led states which are trying to curb voting rights. in some cases, as we saw in georgia, some public pressure had the effect of moderating some of the things that republicans were trying to do. but the chances of a large bipartisan fix to preserve voting reince, prevent them from being rolled back between president biden and republicans is pretty much zero

john harwood joining us from the white house. what can harris do long term because republicans in the statehouse in texas have been very clear that they think they can clearly get this done in the special session. >> reporter: that's right, poppy. it's not clear what harris and democrats can do in texas. it's not clear what they can do, democrats and harris can do in washington. this is another one of those very difficult assignments along with stopping the root causes of border migration that vice president harris has been given. but what happens in texas was a bit of hope for democrats. they saw those legislators walk off the floor, temporarily delay that bill. this is a bill, like bills in many red states around the country, trying to restrict early voting, curbside voting, place curbs on the efforts made during the pandemic to make voting easier. democrats have a response to that. one is the we the people act with various ways of having federal safeguards on voting as well as the john lewis voting rights act to restore some o

. >> cnn's john harwood is joining me now from the white house for more on this. john, what is kamala harris going to do with this new task? >> well, in theory she's got an ability to get a lot done, kate. she is a -- has a big platform as vice president. she is a former senator with relationships in that body, which is where the voting rights legislation is stalled, a former attorney general and popular throughout the democratic party. however, this is an extremely difficult assignment. one thing she can do is try to generate public pressure on the states attempting to constrain voting rights. we've seen in some cases, like in the state of georgia, massive public pressure had an effect of somewhat moderating some of the provisions of that bill they enacted. a second thing she can try to do is move the senate. to pass voting rights protections, it would take ten republican votes. the chances of her getting ten republican votes for that purpose are pretty much zero because republicans today view it as critical to their survival to make it harder for non-white americ

let's bring in cnn white house correspondent john harwood. about the timing of the new sanctions on russia or what they could possibly include? >> reporter: well, the white house press secretary jen psaki said it reflects no change from the posture of the administration before the summit meeting in geneva to now. so just because we have just learned about these sanctions from jake sullivan doesn't mean that vladimir putin is just learning about them or they reflect any kind of a shift. we do know, though, that republicans have been criticizing the administration saying that they were not tough enough on russia and the entire free world has been concerned and highly critical and condemning of the russians over the treatment of nalvani. they're clearly trying to target them, as jake told dana yesterday that as soon as they identify the proper targets, that's when we'll see the sanctions. that's pretty much all we know at the moment. but it was a striking follow on to that meeting in geneva. remember, the president had a couple of goals. one was

the end of the trip she said she would go to the border although didn't give a date, guys. >> john harwoodou played that second answer. that's important context. thank you. >>> republicans from a growing number of states are traveling to maricopa county, arizona. they're going to see this so-called audit, this partisan audit in arizona. the most recent visitor, state lawmakers from georgia and alaska. yesterday they toured the coliseum, met with groups conducting it. >> we have to say every time we do this story, those results have been audited, confirmed by republican and democratic state election officials. they've been certified. this is a partisan count here, really. of course, president trump has continued to sell the big lie. diane, you have state legislatures and other states, republicans in those legislatures, they want to duplicate what is, in effect, a show going on in arizona right now. how many other states? how does this play out? >> maybe we can call this a partisan pilgrimage at this point, jim. we are seeing lawmakers from different states, especially those that the former

john harwood. excuse me. did i call you john avalon?i guess did i. >> you did. >> like the president today, i apologize. i'm really sorry. especially john avalon, of all people. so john, just moments ago, the president arriving back in washington after his week-long trip to europe and face to face meeting with vladimir putin. he seems confident about what he accomplished overseas. he says, you know, a lot of challenges. but the proof will be in the pudding in time to see if anything was accomplished. so he has a lot of challenges. what is he up against? >> well, look, he has reason to feel confident about the results of the trim. it was overall, a success. he rallied allied democracies at nato and the g-7 and the e.u. to try to say, we need to show we can lead big problem, stand up to autocracies and show we're the way to lead to world in the 21st century. then he went to geneva, confront an autocrat, stood up after the bizarreness of the last four years with trump but tried to lay a foundation for progress. as you indicated in the toss

joining me now is john harwood, live at the white house and manu raju on capitol hill. , first to you. what are you hearing about this meeting with biden and this group today? >> reporter: kate, i think this is an opportunity for president biden to recap the details of this plan with the senators involved as he's been going over them with his staff last night and this morning. and also to try to secure the understanding that this is going to get the support of enough republicans to overcome a republican filibuster. many hurdles remain and i'm sure manu will lay those out, criticism from the left and from the right. but what this deal does is create the possibility that in fact on the second part of the two track agenda that president has been pursuing, first on the pandemic and second on changing the long-term course of the american economy that he could end up delivering a substantial portion of what he has requested from the congress, not in one piece but in two pieces. first in this bipartisan deal, if they could get that over the finish line. and then in the larger d

let's go over to john harwood for details on this. john, what you are learning?ing that just the united states has been the arsenal of democracy in wartime. it is the arsenal of vaccines in the pandemic. and the covid-19 briefing from the team is laying out some of the details. the united states is coming under increasing pressure as we got to a point where vaccine supply exceeds demand in the united states. they're trying to push up demand to get to that 70% vaccination level by the fourth of july. but we got more than enough vaccine to do that. so what the administration is announcing today is that 80 million doses are going to be distributed globally. three fournths of them through covax, the global vaccine sharing effort in conjunction with the world health organization. another 20 million to immediate partners and neighbors like mexico, canada, india, south korea. now the bulk of the doses are going to countries in need. vulnerable countries. latin america, the caribbean, south and southeast asia, africa, in coordination with the african union. and they're g

commentator and former south carolina state represen representative and white house correspondent john harwood with us. former president obama says that republican party is accepting a series of positions that would have been unrecognizable, and unacceptable, even five years ago. what do you think? >> well, some of the underlying tendencies have existed for quite a long time but he's right there has been a frog gradually boiling in hot water. republicans lost to obama in 2012. the country is changing, appeal to non-whites and women and young people. donald trump came along, steam rolled that idea said he was going to turn back the clock on change in the country. he's giving us what we want on judges and taxes, besides that, we're scared of the base and you go forward four years and we end up with a horoshow on january 6th, and after that republicans are saying come to think of it that reaching out stuff, even after trump, can't really work anymore, so we've got to strong arm the electoral system and that's what they're doing in state after state. >> and when we talk about the role that race pl

john harwood, thank you very much. joining me now is bobby eaton jr., a tulsa area business own eastern the grandson of a massacre survivor. mr. eaton, thank you so much for taking the time this morning. >> thanks for having me. >> you know, we talk today about that time, 100 years. but this event is still very much alive in the memories of people like yourself and in people several of whom the president is going to meet with today who saw it themselves, people well past -- well in into their hundreds. your grabbed father, he was a survivor. i just want to ask you, because of that personal connection, what does this day mean to you? >> well, it means a whole lot to me and the people here in tulsa, oklahoma, and the people across this country. that this horrific act took place during a time when blacks were very prosperous. we had had everything that we needed. within our own community and it was all destroyed. and it's a day of me really looking at the elders who came before me. because i'm standing on their shoulders

joining me for more perspective is john harwood and a global business columnist and associate editor for "the financial times." so last month's report was, i don't know, shocked pretty much everybody, all the smart minds, what does this report mean? >> this is very robust. it's going to take a year at this current level to get us back to prepandemic job levels. i think this is a very good thing in general. one thing that i'm really thinking about though is all right, we've seen a little bit of wage increases like 2% across the board. we're going to probably see more than that and that's not necessarily a bad thing. you know, we spend a lot of time talking about wage inflation and how hard it is for businesses. we haven't seen any wage inflation in the service sector in 20 years. we actually need a little butt righ -- a little bit right now and a recalibration among low wage workers about what it's going to take to get them back into the job market. i think that we're about to see a real sea change in the economy from what is good for companies alone to what is good for workers as wel

. >> john harwood and manu raju following the latest.sm on capitol hill today regard regarding infrastructure or possibility of police reform? >> no question. there is optimism on police reform, a bill that could actually rewrite policing practices in this country. that deal could come together as soon as next week. they, of course, have to sell it to each caucus in congress. so that process will play out. but a lot of pessimism about the talks right now. a lot of senate democrats say we should not give it more time. we you had spul the plug. they don't believe republicans will come up with a deal with moderate democrats that can be palatable to most of the senate democratic and house democratic caucus. you're hearing difference sides of the democratic caucus weigh in. they're telling me his voters don't want a bipartisan deal. and some like joe manchin in the mu middle of everything saying let's keep talking. >> i think if we can get a bipartisan deal, that's a good thing. but no voter that i talked to in georgia said to me what is most

john harwood at the white house. to help us answer the question, to really smart women, margaret tell and margaret you've been around washington a long time, answer john's question. is there actual interest in from a small number of republicans to make a deal, right, given that there is a political aspect to this, imagine that, that it will be seen as something of a victory for a democratic president going into the midterms? what guidance are they getting from their leadership. >> well notably we have not heard mitch mcconnell come out yet and robust the $1.2 trillion compromise that we're talking about. you i think this is different than the voting rights expansion legislation. primarily because infrastructure, getting some kind of infrastructure deal benefits incumbents and there are republican as well as democratic incumbents. the voting bill, i think, pretty clearly benefits democrats because, you know, wage hour workers, younger workers, voters of color, disproportionally support democrats instead of republicans,

. >> i'm here with kylie atwood and john harwood. john berman said, they're on time. i'm wondering, john. it's been some time since we've seen a meeting between two leaders that is getting as much attention as this one. >> kylie was saying in the break when trump met with the north korean leader a few years ago, that was something that had a comparable buildup to this. but i think joe biden comes with the wind at his back. he's had a successful meeting with his allies, establishing a tone that this is a multi-lateral alliance, he's standing with the free world. he follows a president who was openly aligned with vladimir putin. putin helped him get elected. trump advanced things, he questioned article 5. so in some ways it's easy for joe biden to come back and say i e doing what normal american presidents do. i'm standing up for the united states. now, there's a challenge because there are limits to how the united states will use its power to check war. we don't want to go to war with russia. he has line activities he wants to stop lik

joining me now, olivier knox, and vivian salama and john harwood and laura baron lopez. and kids love to see it. and they are very happy to see biden across the pond. john, this message of america is back, how is it resonating overseas? >> very well. and it is one of the realities of the situation is that joe biden went to this overseas trip with a huge asset and that is that donald trump is an easy act to follow. he acted foolishly on the world stage and openly aligned himself with american adversaries, with russia. he went out of his way to poke fingers in the eye of other g7 leaders. and so it is natural that they welcome a u.s. president who wants to work with them and solve common problems, climate for example, the coronavirus pandemic, economic recovery, that doesn't mean there aren't differences because multi-lateralism is difficult, so they had disagreement on confronting china. joe biden has this theme of democracy standing up and showing they could work in competition with autocracies. but that is -- that common effort is something that other world leaders welco

john harwood is at the white house. jess, let me begin with you.nn that she was supportive of what manchin is putting forward here, but it's not enough to get him on board. any chance he gets the ten he needs? >> reporter: at this point it is all but impossible, seeing that path forward to 60 votes here in the u.s. senate. that just seems like it's not happening. you just heard from senate minority leader mitch mcconnell, and when he says no republican support, it means no republicans will be supporting this bill. we saw that press conference yesterday. my office is right down the hall. we saw so many republican senators going in to comment on this, that they would not be supporting it. senators that participate in other bipartisan legislation, so that tells you a lot. one thing to deep in mind, though, is the political game that democrats are playing. they want to look unified. they want to be unified when it comes to voting rights. so by getting manchin on board, and remember he was a lone holdout on this, it allows them to get 50 votes and prese

cnn's john harwood is lav at the white house. he's joining me now. what are you hearing about this meeting today? what does the president want out of it? >> it is interesting, kate. it is a count point to the inaction you were talking about on the hill. two huge priorities for the biden administration are action on climate change and action to reduce economic inequality. both of those priorities are embodied in their legislative agenda, the covid relief bill, the infrastructure bill a lot of climate spend willing. the american families plan, attempts to close racial gaps in wealth, education, and income as well. but it is slow-going. as a regulator, the administration can take some action here. so one of the things they are going to be talking about are ways in which you can make companies disclose climate risks associated with their activities. that is a way to both make companies more conscience of those risks and also make investors more conscious of it. the same with inclusion, access to credit, ways for financial institutions to be affirmative i

john harwood, let's start with what he leaves behind first because i'm not quite sure he would have wanted- there he is. he would want to be leaving right now with the domestic agenda where it stands. >> well, he did not talk, by the way, when he left here at the white house to speed on to that foreign trip. but, look, he's got a bunch of challenges that he leaves behind. the infrastructure plan, which is the major domestic agenda item that he has. he had bipartisan talks with a group of republicans. they collapsed yesterday. that doesn't tell us anything about the ultimate fate of his program because ultimately, to get something substantially like what he has proposed. something close to what he's proposed, that's going to happen with democrats only. we knew that. but getting something with republicans along the way may be the key to getting the democratic votes like joe manchin of west virginia. so the collapse of those talks yesterday was one step. now there's another step to be followed through which is a set of talks with joe manchin and some republicans to see if they can have some c

. >> john harwood, thank you very much. >>> democratic senator alexandria ocasio-cortez says she doesn'tupporting hr 1. >> it's a real split within the democratic party. she accuses manchin of being on the wrong side of certain interests in washington. watch her words. >> hr 1 stands up against lobbyists and dark money. i would reckon to think that this is probably just as much a part of joe manchin's calculus as anything else because, when it comes to this bipartisan argument, i've got to tell you, i don't buy it. because joe manchin has voted for bills that have not been bipartisan before. >> quite a charge. friendly fire within the democratic party. ocasio-cortez also says manchin represents a state that is not very diverse, meaning he doesn't have a large number of voters whose right to vote is threatened under current regulations. >>> ahead of the start of the tokyo olympic games, officials are studying how it will impact japan's covid crisis. very low vaccination rate there. i brought in ensure max protein, with thirty grams of protein. those who tried me felt more energy in just t

john harwood joins us. can we talk about that taxing. let's hear what the president is going to say today but it's a big deal if he does what he signaled to senator shelley moore capito yesterday us which is not pushing forward on a mandatory 28% corporate tax rate and instead trying to raise the bottom up to 15 so no company pays zero in federal taxes. >> that's right, poppy, but that's just for the purpose of this negotiation. president biden is not dropping his effort overall in other legislation to bring that corporate rate up. what he's trying to do is see if he can identify a space where republicans could vote for infrastructure, which in theory they like and in practice they like to some degree. not as much as democrats do. with a pay for component that doesn't violate their red lines. that they're not going to raise the tax rate. the minimum tax that the president's proposed, of course, at 15%. that's below the 21% rate in the 2017 tax cuts and part of the broader effort that janet yellen, the treasury secretary, is pursuing inte
