john harwood, you're first. president biden is set to give this major speech on the pandemic tomorrow. what do we expect to hear from him? >> don, as you indicated a moment ago, september is a critical month for joe biden on multiple fronts. one of them is managing the aftermath of afghanistan. another is trying to push this legislative program through congress by keeping his democratic party together. not an easy task on such a large bill. but what we're going to see tomorrow is an attempt to reset his effort on the absolute number one priority for his administration, the key to everything, and that is getting on top of the covid pandemic. had a lot of success in the early part of the year but the delta variant has scrambled that. so what we expect the president to do is lay out some detail about how he's going to act on six different goals or objectives in his plan. one of them is to beef up vaccinations. some sort of vaccination mandates, employers, that sort of thing. second is a plan for booster shots, for

john harwood. >> yes.t the republicans are saying is that democrats have a path to raise the debt ceiling. they can do it on their own with no threat of a filibuster through the budget reconciliation process. the problem is that complicates this very negotiation that president biden is undertaking. it's an attempt by saying that's how democrats have to do it, mitch mcconnell is trying to exact a political pound of flesh. now, it was interesting today that after the republicans have blocked a debt limit increase, mitch mcconnell made a small offer to democrats today, saying he would expedite the reconciliation process by which they could raise the debt ceiling because democrats have been complaining it would take too long. that's an indication he wasn't entirely comfortable with a "i got nothing to say to you, do it on your own" stance. the question is whether he would give any further and whether it's useful for fruitful for democrats to keep pressing him or just fall back and due it through budget reconci

let's bring in cnn's senior political analyst john avlon and white house correspondent john harwood. i have to be careful here because they are both named john. good evening, gentlemen. so, mr. harwood, this is about making a deal. who does president biden have more leverage to pressure here, the progressives or the moderates to get in line to pass the bill? these bills. >> well, look, the reality of the situation, don, is that every member of the democratic senate has a veto, and any group of at least four house members in the house, democrats in the house, have a veto as well. so with majorities this bare, everybody's got leverage and president biden has to bring all of them along. now, one of the challenges here is you can't negotiate with somebody who doesn't tell you what they want. so far, the progressives in the house have outlined what they want. even to some degree the moderates in the house have outlined what they want, but senators joe manchin and kyrsten sinema have not. the efforts are to get some definition from sinema and manchin as to what they want to see if they can

john harwood is standing by. john, my question is, is the president or his advisers nervous this is going to blow up? >> reporter: well, jim, of course their nervous. because this is very difficult. and there are two ways to look at this circumstance. on the the one hand, it is very hard for the reasons that manu was just explaining. divisions between progressives and moderates within the democratic caucus. the reason this is hard is because fundamentally what they're trying to do with this piece of legislation is take money, use the power of government to take money from people who have more power and influence and giving it to provide benefits that expand opportunity for people who have less. representative democracy, that is difficult to do. on the the other hand, from the white house point of view, they are moving forward. they're moving forward on a tight deadline. there is a tremendous amount of coordination right now between the house, the senate, and the white house to try to accelerate this, meet the dead

john harwood is there. john, these numbers are a big miss. in the midst of what has already been a disheartening month for the administration. what do we expect the president to say about them this morning? >> reporter: it is not what president biden wanted to see after the agony of august. and then in afghanistan, the agony of the hurricanes which the united states is just now recovering from. this huge miss on the jobs report just underscores, though, what the former obama economist said is the first rule of virus economics. solve the virus to get the economy going and the surge of the delta variant is holding down economic growth. this summer before the delta variant mushroomed around the country, you saw much stronger job growth with the revisions, we see that july added more than 1 million jobs. but the story, the story pandemic story in august was delta. and that is now depressed hiring and i think it puts pressure on president biden in a couple of ways. would you expect him to remind the country. urgency of ramping up the vaccination t

john harwood is at the white house. sanjay, as we look at this, one of the thing igs found interesting, so he's talking about now the fact that so many americans who are six months past their second dose of pfizer, right, that's the big catch yacht here, but those over 65, those with underlying conditions, and because of what we saw from dr. rochelle walensky, the cdc saying also those who are essentially frontline workers, so in health care, grocery store workers, teachers. they're eligible for the booster if they're six months past the pfizer shot. how significant will this end up being, this many tens of millions of people are now eligible? >> it's a huge number when you look at it. i mean, he said 60 million people, but, you know, we could show you specifically now what, you know, both dr. walensky has formerly recommended as well as what the president has said in terms of who should get booster shots. they douch language a little bit and say who may get booster shots. they're eligible for it. if you add up those nu

let's begin this morning at the white house with cnn white house correspondent john harwood. john, listen, the biden administration knows they have to get a handle on this and this is central to, frankly, the president's success. six points. what's the six-point plan? >> reporter: it's central, jim, to everything the president wants to accomplish politically, economically and in terms of public health. we don't know a lot of details on this six-point plan. we do know, as you indicated, there will be testing and vaccine mandate components to it. we know the administration believes that private sector entities are the key to doing this, that the federal government which has already announced vaccine mandates for members of the u.s. military and for federal employees and contractors, has limited scope to go beyond that. i did talk to a senior administration official yesterday who said they won't take one step that some outside observers have urged on them, which is to mandate vaccination for air travel. they think air travelers already have a pretty high vaccination rate, that th

cnn correspondent john harwood. walk us through this first. what's a safe play?are you looking for? >> well, it appears democrats made a significant progress because of the budget they're using. that allows pelosi to put off the infrastructure vote on thursday. it looks as if democrats are on track to passing both parts of president biden's economic bill. you're talking about more than $5 billion in roads, bridges, broadband and then some combination of the domestic programs he calls -- president biden calls build back better. child tax credits, child care subsidies, community college subs subsidies, action on climate change. health care subsidies. don't know what's going to stay the same because the $3.5 trillion could be cut down some but it does appear that they are on track to passing both and that's a significant turn around for president biden. >> this week in particular, every single family, what happens this week will affect every single family from the roads you drive on, the maintenance of your car, whether you have pre-k and it's a sweeping agenda. rep

let's bring in cnn white house correspondent john harwood. s week. you said this. taking money from people who have influence and giving it to people who don't is hard. this is all really hard. just how significant are the next 48 hours to the biden agenda? >> reporter: it's a huge moment for them, christine, because time is getting short. it's very important to the biden white house to get this done before the end of the year. and nancy pelosi as house speaker set an even shorter time line with the september 27th date that she promised a vote on the bipartisan infrastructure bill. so it is very difficult to do. they have very narrow majorities. the progressives and the moderates are fighting one another. i think the white house remains confident that they can get this done. they still have a path to do it. however, they are also aware that as both these sides seek leverage in these negotiations, you have the possibility that the game of chicken goes on too long until you reach a full-blown collision, and everything could fall apart. that same

let's talk about this with cnn correspondent john harwood. where do things stand here?ax pears will be the ones holding the bag if you see a shutdown or a default. . >> well, it's a mess. and this may not be the last week from hell. even if the government shutdown is avoided. we should level set at the beginning. theres not going to be a government shutdown. they're going to work that out. they're going to separate that out and keep the government funded. i also think it is unlikely that there's going to be a debt default. we will not know that for a while. there is a huge game of chicken between chuck schumer and the democrats. in 2011 when we had a downgrade of u.s. debt, had we got right to the brink, mitch mcconnell is a rational actor who does not want a debt default, nor do democrats. in 2011, some of the house republicans, they actually didn't care. >> right. >> they thought you could get away with it, order the payment of bills so it wasn't a problem. what we've got right now is nancy pelosi trying to hold her caucus together. she's very good at that. you she ca

we're joined by john harwood. good morning, john. great to see you as always. president biden is juggling a lot right now from covid to natural disasters, the economy, afghanistan. you're standard domestic political strife. from your discussions with sources in the white house, what is the mindset behind those doors right now? >> reporter: boris, this is the crushing part of being president of the united states, when you're being hit from all sides by momentous events, some of which you could control, some of which you can't control. so you've got the hurricane, of course the exit from afghanistan, following the collapse of the afghan government and security forces, you've got the resurgence of the pandemic and difficulties on the legislative front. i think the mindset of the white house is to keep your head down and keep plowing away and the number one priority above all of the other priorities is getting control of the pandemic. the reason for that is that that is the ticket for america to get back to some semblance of normal life. it is the ticket to getting

joining us now, cnn white house correspondent john harwood. ere the extraordinary success of this mission. there are people who are saying that president biden needed to show humility over the last few weeks, acknowledge mistakes. he's doing the opposite in general right now. this seems to be an intentional choice of words there. >> it was intentional, john, because i think what we saw from the president was that he's angry about the criticism that he's gotten. he is convinced that he's right not only on the decision to leave iraq, but on how he responded to adversity when that happened. his belief is that the fundamental cause of the chaos and panic and desperation that we saw was the collapse of the afghan government and security forces. people say why didn't you anticipate that? as he indicated in the speech, his view was even had he anticipated that it would happen that quickly they thought it would happen later. anything he could have done in response would simply accelerated it and created the same situation at an earlier point on the cal

let's begin with john harwood and dr. sanjay gupta who happened to be a doctor himself. john, let's start with you. the white house knows this is a problem. they're trying to get a handle on it. what are they going to propose today. >> i think the way to think of this speech, in response to changing dire conditions that you mentioned, they're sliding along that continuum that starts with encouragement and ends with requirement a little bit closer to requirement. it was easy in the beginning, when people were flocking to pharmacies to get those vaccines. now you've got a hard core of reluctant, resistance, some political some superstitious, some based on disinformation and they're trying to get over that. so for example, requirements, hard requirements for federal employees and contractors of the federal government to get vaccinated as opposed to opting out by getting testing. vaccination is by far, i think sanjay will affirm this when you talk to him in a moment, is far and away the most important thing that could be done. there is le additional steps is it the plan, enco

let's talk about this now with cnn correspondent john harwood. let's talk generally about where things stand with key agenda items. as they are staring down this game of chicken over a government shutdown and a u.s. default. . >> well, set aside the shutdown and default, just the main economic items for biden. the moment of decision is arriving. and all factions of the democratic party will soon have to stare into the possibility of mutually assured destruction. they recognize that the only way they can get something done is to stick together. and so you've got moderates wanting to make the package smaller, tax increases smaller. you've got the progressives who want all of it to be bigger. they're going to have to find a sweet spot. and the question will be do you want that or do you want nothing? and if you want nothing, everyone is likely to face severe electoral consequences. you can't ignore the back drop to the discussion you and berman have been having this morning about the arizona audit, the january 6th insurrection, the threat of republi

john harwood joins us. john, start with that, with what the president just said about the crisis at the border. he said he takes responsibility. >> reporter: he did. he's the president. but he also tried to strike a tone of solidarity with all those americans who have seen those horrendous videos of agents on horseback swinging lariats or whips or whatever they were in ways to intimidate haitian migrants and said he shared their outrage and will do something about it. take a listen. it's outrageous. i promise you, those people will pay. they will be -- an investigation under way now and there will be consequences. there will be consequences. it's an embarrassment, beyond an embarrassment. it's dangerous. it's wrong. it sends the wrong message around the world, sends the wrong message at home. it's simply not who we are. >> reporter: kate, this has been a special problem for the president within the democratic party as he's trying to pass his economic plan because many democrats think he has not switched such

witht with john harwood and amanda carpenter. good to see you, john. president biden announcing new vaccine mandates that could affect 100 million americans. what are you hearing from the white house? >> reporter: in terms of why they didn't go further is the biggest proposal i've heard from people like our colleague jonathan rainer who you have on your show a lot, the doctor has said he should have mandated air travelers be vaccinated. the white house says they didn't do that because they think it would jam up airports and impede the economic recovery without doing all that much to improve vaccinations because a high proportion of air travelers are already vaccinated and all that much much covid is not spread because of good air filtration systems on plaeps. in terms of how it works is what joe biden is counting on here is the threat of fines on businesses applied through occupational safety and health administration to impose vaccine mandates on large businesses affecting tens of millions of workers. they're also counting on the fact that business it

cnn's john harwood is live at the white house with more on this. john, what are you hearing right now? >> reporter: let's state one thing at the outset, the white house has a clear political reason to project optimism and confidence. as the sound bite indicated, they're trying to keep it together in the house, avoid an open rebellion, possibly get a vote tomorrow, but also if they don't have the legislative language, show enough progress that allows them to delay the vote in order to try to reach a larger deal. having said all that, i'm hearing from senior administration officials confidence or optimism they're making headway with both joe manchin of west virginia and kyrsten sinema of arizona. as you mentioned, she was there three times yesterday, once today, sinema was. manchin has also been to the white house. the senior official said we don't have repeated visits at the house unless we think we have a shot of getting this done. in fact, it's more than a shot, but it's not done yet. ha es the state of play at the moment. if they can get some sort

i want to go to john harwood now and also political commentator charlie dent. gentlemen, thank you for joining us. apr appreciate it. john, president biden delivering a forceful defense withdrawing not giving an inch to his critics. what is the strategy here? >> don, think what you saw today was part strikeategy and part personal impulse. he wanted to explain and defend the decision in broad strokes that led us here. that is the war in afghanistan was time to bring it to a close, that it had long since achieved principle objectives and he not only deeply believes that now but for ten years. obama and trump wanted to do the same thing but biden didn't and because biden did it, he's been for the last two weeks in a category 5 political hurricane. the proximate cause of that was the collapse of the afghan government and security forces but the images that that put on our tv screens of the kabul airport led a chorus of critics, republicans, the news media, some democrats, as well to accuse him of being incompetent, unprepared, lacking empathy for afghans that he too

john harwood also with us. first, we know the senate could vote on a short-term government funding bill today to avert a shutdown. when could that vote take place? >> we do expect it could happen as soon as today. they do need an agreement from both sides in the senate, all hundred senators need to grow to allow for a vote to avoid a government shutdown. we do expect that to happen probably today. democrats have removed the most controversial thing in there, which is to raise the national debt ceiling. initially the democrats wanted to avoid a shutdown. that deadline is thursday, 11:59 p.m. is when the money runs out for the federal government. republicans have refused to give any votes to raise the national debt ceiling. as a result it's unclear how they'll resolve that. essentially what democrats have agreed to do is punt that issue and deal with it at a later date, moving closer and closer to that potentially catastrophic deadline by mid october. almost there certainly will not be a government shutdown. how

john harwood is the white house with more. good morning.nd it is tough for the biden administration on pretty much all fronts right now. >> reporter: poppy there is no question he has taken a significant hit. the hallmark of his first several months in office was the stability of the poll numbers above 50%, barely moved at all. now we see from the new washington post and abc news poll down to 39 % among independents and part is the fallout from afghanistan. now u.s. troops are out. the most significant thing that president biden can do on that now as ron klain indicated, the white house kiev of staff to dana bash yesterday on state of the union, is to sustain and press those efforts to get remaining americans out of afghanistan as well as some afghan allies. he's got limited ability to control that. the most significant thing that he can do for his political standing is to get the pandemic under control. we know that the sustainability of the economic recovery depends on the ability to get -- tamp down this pandemic. we've been talking late

cnn's john harwood is live at the house with more on this. john, who is going to be here and what are you hearing from the white house about this meeting? >> reporter: everybody is going to be there at some point during the day. you've got leadership, pelosi and schumer will be there, senators at various points of the spectrum will be there, and you've got a contingent of house members including josh gottheimer on the moderate side, jayapal on the progressive side. you've got multiple factions of the democratic party speeding at cars ed ing right at each other at 80 miles an hour. if nobody turns the wheel, they're going to collide and all the democrats are going to get blown up by this, politically, economically, legislatively, every other way. so joe biden's task here is to try to get those members to turn the wheel, avoid that collision and keep his agenda on track. you have the infrastructure plan, the reconciliation plan. whatever skills he's ak kuk lated in that half century of political life, he'll rely on nancy pelosi and chuck schumer

first with cnn's john harwood who is live at the white house this hour. john, on the the president's speech, what more are you learning about it? >> reporter: well, kate, he's going to talk, as you indicated, about three principle objects or areas of focus. but one is by far and away the most important one and that is vaccinations. trying to ramp up that level of vaccination, we still have about a quarter of the country that has resisted getting a first shot of vaccinations we know are the key of guesting out of the pandemic so you mentioned the federal requirement for federal workers and contractors of the federal government. we'll see whether there are other incentives that he provides to push private employers to do the same thing. he'll talk about booster shots, talk about keeping schools open, that involves masking and testing requirements. he'll talk about keeping the economy going. that is critical. keep the country open. you get the economy going. and also health care for people who have covid-19. now the reason the president needs to do this is be

with us now, white house reporter for ""the washington post" and cnn host john harwood. great to have both of you. how is it possible senators joe manchin and kristin sinema or mansinema, if they won't give a number they are comfortable in or want in or out of this package, how is that a negotiation? >> you just expressed a lot of fro frustrations coming out in the corners of the democratic party right now. while progressives may not see eye to eye on policy with manchin and sinema, they want them to give them something. give them a framework so progressives can say we can work with this and start this negotiation in public to try to get to a place where everybody is in a good place. but a lot of these discussions or important discussions are being done in private. senator sinema is meeting with key white house officials, senator manchin and sinema meeting in the white house. they're being very mum about what their asks are, what their concerns are and yes, what their top lines are. one of the issues overall is that at least on that broader $3.5 trillion reconciliation p
