john harwood, i've got to get your take on this breaking news. an aide to the january 6th select committee telling cnn they plan to subpoena john eastman, the trump lawyer who drafted ways to overturn the 2020 election. is that significant, and if so, how significant is it? >> it's very significant if they can get john eastman to testify and testify truthfully. the problem, of course, is that people close to trump have been attempting to delay, to avoid service, to challenge the right of the committee to compel their testimony. don't know how long they can drag that out, but john eastman was at the center of the effort to thwart the constitution and overturn the will of the american people as expressed in the election last november. we learned from the bob woodward and robert costa book that he came up with this memo and a strategy of trying to get the electoral college to declare a result without some states counting, and then if that proved a problem, then throw it to the house of representatives. it was a crazy scheme. it was ultimately thwarte

let's talk about this new with bakari sellers and john harwood. john, to you.hat stood out from the townhall when it comes to specifically the negotiations around these bills? . >> well, he made explicit what has been reported and that people have suspected about the stance of senators manchin and sinema. he put it right out there. i thought that candor reflected confidence on his part that he is going to get to the finish line. and they are working out -- there were some things where he misspoke a little bit. he said kyrsten sinema is not willing to take a penny from wealthy individuals or corporations. as we understand it, that's not correct. she doesn't want the tax rates to go up on those people. but there are other ways of getting money from those sources. i do think it reflects his confidence that he's getting close to the finish line. he seemed very relaxed. he was smiling through much of it. he was in command of a lot of the policy detail. and i think this is a president who he wanted to counter the impression that he is beleaguered and down in the poll

. >>> joining me now is cnn white house correspondent john harwood. great to have you with us. , democratic nominee for virginia governor, terry mcauliffe, says president biden's low popularity is dragging him down and blames the party's inability to pass the stalled infrastructure and social spending bills. is that what's causing mr. biden's approval rating to fall as low as 38% according to quinnipiac poll or is there more to this falling support do you think? >> reporter: i think there is more to it. this has been going on for a couple of months now. president biden has been taking on water in his popularity. the biggest driver of that decline is the resurgence of the coronavirus, the delta variant. president biden got very high marks for much of the year and kept his overall approval above 50% because people saw normal life returning, saw the vaccination campaign that he was pushing making progress and what's happened over the summer is people felt a sense of disappointment and felt we were going backwards because of the rise in cases. then you had the afghanistan withdrawal

john harwood joins us now. an opportunity, this announcement, to push his infrastructure and spending bills, which are currently stalled in congress. but, look, we need some action now with the supply chain. >> reporter: that's right. the president also needs action now on his legislative jen. agenda. white house leaders trying to push legislators on capitol hill to get a deal by the end of this week, at least a framework for a deal, no sign that's going to happen. but that's his long-term answer to the economic stresses that americans face. it includes some investment in ports, a significant investment in ports in that infrastructure bill, but of course that's not going to help in the short term. in the intermediate term, what the president is trying to do is smooth out kinks in the supply chain by getting ports operating 24/7, by getting truck transmission of those goods to market and to factories accelerated, expanding the number of trucker and drivers' licenses, maybe dropping the age of ability from trucker

get right away to cnn's congressional correspondent ryan nobles and white house correspondent john harwood. okay. ryan, welcome back. john, good evening to you. ryan, since we last spoke, you actually had the breaking news. this was your reporting. no vote tonight comes after a flurry of meetings, tension building all day. what happened? what's the plan now? >> reporter: yeah. so, don, i really think that what happened here today is that throughout the course of the day, you saw the white house and the congressional leaders in the house and senate, nancy pelosi and chuck schumer, attempt to try and bring together the most prominent voices in these dispirited factions of the democratic party and get them all on the same page. and late tonight we saw kyrsten sinema, joe manchin, and bernie sanders along with a group of white house officials coming in and out of senate offices, and we know from our reporting that they were trying to put together a deal that each one of those people would sign off on and say that they support. >> mm-hmm. >> reporter: and we don't really know where senator manc

cnn's john harwood is at the white house. manu, let's start with you. this meeting, the full democratic caucus in there, no phones we're told, so everybody of course wants some details. what were you hearing from lawmakers heading into the meeting? >> well, i'm hearing a little bit about both heading into the meeting and out of the meeting. i talked to a couple member wos just left who told me what joe biden has been doing for close to an hour is going through the proposal, this overall framework in which he's trying to get congress behind, explaining why he believes it's a transformational proposal, why democrats should get behind it, not just the larger plan but also the infrastructure bill, that separate $1.2 trillion bill that's been waiting action in the house for months. but proelzgressives have threatd to block it because they want the larger bill, the social safety net bill, to advance, pass the house at the same time as that infrastructure bill passes the house. they believe that withholding their support is leverage, supports moderates behind

cnn white house correspondent john harwood joining us now. so in terms of those climate efforts and these meetings today, do we know how central climate is to those meetings? >> it's extremely important to joe biden, extremely important to almost all the democratic party. what we're seeing today is, you know, jim just mentioned a minute ago, classic trump strategy, run out the clock. this is classic biden strategy trying to use the clock as a forcing mechanism for these negotiations. democrats hope to strike a deal by the end of this month on that reconciliation package, which is a large budget bill that includes both climate and social safety net provisions. the problem is you've got a very narrow majority in both the senate and the house, can't lose a single republican -- excuse me, democratic senator. that includes joe manchin, who represents a coal state, west virginia. joe manchin has got problems with provisions in biden's original proposal that would penalize utilities that use coal and encourage people to use other things. joe manchin

let's begin our coverage with cnn's john harwood. he's live at the white house. we'll hear from the president just minutes away, john. what do you think we're about to hear from president biden? >> reporter: i think a very strong case in the affirmative for what's in this package, not what was cut out of the package. he originally asked for $3.5 trillion, lost priorities like two years of free community college for everyone in america, lost the paid leave program, which even as late as last week he thought would survived in reduced form. he's going to talk about $1.75 trillion of investments in education, universal precare, expanded pell grants, health care, strengthen obamacare, strengthened medicare through additional dental benefits, in children, expanded child tax credit, housing, new money for affordable housing, and climate change as he goes to this meeting in glasgow for worldwide efforts to combat climate change, more than half a trillion dollars in investments in curbing climate change. not everything he wanted, but as the white house chief of staff said

let's go to john harwood at the white house. we've heard, i had debbie dingle on last hour who publicly criticized the president's leadership saying she was disappointed to not know where the president stood on this until the end of the week. i wondered does the white house, does the administration worry about biden's waning influence on this? are they concerned he can't bring it across the finish line? >> reporter: i don't think so, jim. i think what happened last week was, no, they did not meet the deadlines that they had set, that nancy pelosi had set for the vote on that infrastructure bill, but they did make progress on negotiations. they're closer to a solution than they were a week ago. it's going to take more work, but joe manchin engaged the gears of negotiation late in the week. i think the big question mark is going to be how democrats bring kyrsten sinema, the iconoclastic senator from arizona, on board and try to get her going with the rest of the democratic team. obviously the size of the bill's going to come down,

. >>> i want to turn to the latest on capitol hill with cnn white house correspondent john harwood andsten bowers. good evening. john, mitch mcconnell finally offering democrats an out to avoid the first ever default in u.s. history. this debt ceiling mess is not over yet. where do things stand on capitol hill tonight? >> well, first of all, have to say that what mitch mcconnell and the republicans did today was good for the country, good for the economy, good for the global economy to avert the rising risk of a crisis. i have always thought in this situation that it was going to turn out okay because mitch mcconnell is a rational actor who understands the consequences of a debt default, as i does of things like government shutdowns and he tries to avoid them because that's going to reach down to the detriment of the republican party. this is different than in 2011 when barack obama was president and house republicans who took us to a brink of a crisis, they were willing to take that risk. but this is a case where he stepped away from the brink, democrats have not formally accepted the

i want to bring in john harwood and jessica dean. good evening to both you. jessica, it was -- i call it a crazy day on capitol hill today. >> yes. >> democrats aren't at the finish line yet but they're closer than ever before of an enormous trillion dollar deal. give us the latest. >> i think you just pointed this out. there's a lot of back and forth. there are some big things in here and things that president biden has been campaigning on the campaign trail promised and is hoping to deliver. premier among that, chiefly among that is pre-k for all three and four-year-olds across the united states. that was a big one. it is within that framework. they also have a child tax credit extension which was very important to a number of democrats. that only goes for one year for the expanded benefits, but they're making it fully refundable forever. what that means is it captured the people that weren't getting this benefit before, they will now get this in perpetuity. that is going to help cut can child poverty moving forward. there's a number of clean tax energy cre

. >>> let's start with john harwood, live at the white house. john, this is a day i'm always happy you're available for us because of your ebs per tees. the president is soon to lay out what this jobs report means, at least from his perspective. what do you expect to hear from him? >> reporter: kate, first thing i expect to hear is a ascribing the disappointing jobs report, in large part, to the impact of the coronavirus. the pandemic is in control of this economic recovery. the delta variant was surging at the time when this unemployment report data was gathered. so the president will talk about the need to enhance the vaccination regime. he's been pushing mandatory vaccinations, both for the federal government and private employers. i would also expect the president, as you indicated, to make the case for his economic program to tell the american people this is why congress has to move ahead on this build back better agenda, and that's precisely what the labor secretary said on cnn a few minutes ago. >> i would hope that members of congress and

cnn's john harwood is live at the white house to explain what does the biden administration, what does president think they can do here? >> reporter: kate, the pandemic has upended american life in so many ways, including economic life. it's changed things we want to buy, when we want to buy them. it's changed the ability of manufacturers here and around the world to make those products. it's affected our ability to get those products from the factory site on to store shelves in the united states. you can see that in the backup at ports, not just in los angeles and long beach, but in savannah and other parts of the united states. what the administration has been doing has been rustling a supply chain task force to unkink, uncrimp the difficulties in the supply chain. one of the things that the president will announce or sill brate today is the round-the-clock operations at both long beach and los angeles ports, try to get those containers off the ships to market. secretary of transportation buttigieg. >> when you see the pictures of ships at anchor, that means the ships are already the

john harwood is following these developments. this is a big move because we've had a lot of these travel restrictions in place since the start of the pandemic. tell us who exactly will be affected and how soon. >> reporter: you know, jim, this is something that is extremely welcome within europe, which has been very impatient with these u.s. restrictions, welcomed by the u.s. travel industry, airlines have had a very difficult time restoring their international business, and very welcome to the biden administration, which is desperate to restore more of a sense of normalcy, get out of the pandemic. now the trends are going down. they're trying in the last couple of weeks to celebrate some of these milestones. on november 8th, the country-by-country restrictions that have prevented people from flying into the united states are going to be lifted with a condition -- vaccination. got to have it. that is consistent with the message that president biden is trying to send domestically, to companies through the u.s. government, vaccine

let's get straight to washington, cnn's john harwood. charlie dent as well. both men are in d.c.ood to see both of you. president biden is hours away from the critical foreign trip that he is heading out on. he's been pushing to get these bills over the finish line before he leaves. democrats still seem deeply divided. what do you know about the negotiations? where do they stand at this hour? >> it's a huge mess, don. this is an extremely chaotic end to this long negotiation where there are so many elements included in this package, and there's been an extended debate over a couple of weeks over whether you throw out a bunch of elements entirely and have a few well-funded priorities or whether you trim back the funding for a bunch of things and try to get them started and see if you can build public support for them. the challenge is that democrats are trying to do this with the narrowest of congressional majorities, zero margin for error in the senate. very small margin for error in the house. usually you count on in a situation like this people recognizing that politics, partis

joining us now cnn chief congressional correspondent manu raju and cnn white house correspondent john harwood. manu, president biden and spoeps we've learned having breakfast this morning. leader schumer is zooming in for that moment. what has the reaction been on the hill to some of the comments from the president last night at the town hall? are they having an impact this morning on those negotiations and this framework? >> reporter: well, a lot of the things that the president said last night confirmed what had been reported by us, by others about where things were headed. so the president making clear a number of these issues are unresolved and still uncertain when a deal can be reached. remember, the democratic leaders wanted to get a deal by today, an outline, a framework of what this large social safety net package will look like after months of hard-fought negotiations between moderates and progressives. they are not there yet. the president himself made clear there are four or five issues that are outstanding and those negotiations with kyrsten sinema and joe manchin still uncertain.

. >>> with us now, we have cnn white house reporter, john harwood, and national politics reporter, evau. president biden made a lot of news last night. what do you think was the big headline? >> for me, alisyn, it was the fact that joe biden felt confident enough about his position in these talks to pull back the curtain on what was happening. he has been watching as the negotiations on capitol hill involving the white house and democratic leaders and these re members, get portrayed as gridlocked. he explained to people what was happening and the fact that he believes they're reaching or nearing the goal line. of course he met today with nancy pelosi and chuck schumer. they're trying as rapidly as possible to get some sort of a framework deal on the reconciliation package that would allow them to move ahead with the infrastructure package, and show that president biden, as he goes off to glasgow that he has got the united states congress behind him in taking strong action on climate change because that's a big part of the reconciliation bill. i think it was the way he revealed what has

john harwood is live at the white house tracking the comings and goings. >> reporter: kate, we've paidring this negotiating process to the recalcitrant democratic senators who have been holding out, kyrsten sinema of arizona, balking at some of the provisions. she just arrived a short while ago at the white house. yesterday the president spoke to joe manchin of west virginia. of course he represents a coal state, is concerned about some of the climate change provisions that would accelerate america's shift and the world shift away from coal to cleaner burning renewable fuels. he also is concerned about some of the portions of the bill that he thinks are tantamount to welfare, big spending. he doesn't like the price tag. but the president is also going to be hearing today from some of those house progressives, people like jamaal bowman, who spoke on "new day" and said representing the views of the progressives, hey, what about our views? >> i asked joe manchin is he okay with violence in our communities continuing, public housing falling apart, black and brown people disproportionately

. >> joining me now, cnn's john harwood live at the white house, and cnn's manu raju on the steps of the capitol as people are heading for the exits on a friday. manu, you just heard from the speaker as she was coming back from the white house. what did she say about all of this? >> reporter: well, she did have a meeting with the president this morning along with chuck schumer, the majority leader. she sounded optimistic but also acknowledged they are not there yet. i asked her about the one thing that joe biden made clear last night, that perhaps the expansion of medicare, a central promise democrats had made, that may not get into the proposal. she acknowledged that there are still discussions ongoing on the health care issue. she said it is still possible, very possible in her words, that a deal could be reached but didn't commit to a time frame. she said those discussions are happening. they want to have a vote potentially by next week on both the separate infrastructure bill that has already passed the senate but is waiting action in the house, as well as this larger package. bu

telling john harwood and i quote, you may wind up with a bill that one person describes as 1.5 trillion and another describes as 2.5 trillion. there are many ways to skim the top line debate. what's a trillion here or there? look. the dirty secret that this official seemed to say out loud is that every single person in washington knows that these numbers fall way short of reality. way short of the ultimate tab for american taxpayers. because popular items like childcare, healthcare, child-tax credit, they're not just going to poof last for a couple years and then be gone the way all these top-line numbers assume. no. they're going to become permanent even though they're pretending right now that they won't. and that adds a heck of a lot more to the top line than anyone is admitting. it's all to say the democrats right now are stalled about questions about whether the president should have been making more of these personal visits to the hill a long time ago, and not at the 11th hour, as well as about the fundamental substance and cost of the legislation itself. lauren foxx is out front
