>> is that john dean or john harwood? >> that's john dean. sorry about that. two johns here. john dean. >> i think what they're saying is they believe that there is information that he has in his -- as we all do today, carry a lot of data with us, and that would be valuable to the committee. whether that would fall within executive privilege is a good question. a lot of personal use is made of those phones. a lot of the activities that the january 6th is looking at should not fall within what's normally an executive privilege area. when you're up to no good and misconduct, that isn't something that's protected by executive privilege. that was established in the nixon era when the court finally said there is such a thing as executive privilege. so i think that's what they're going for, don, and, again, i think it's a delay tactic by the republicans, and this is just going to go on for a long time before we get answers. >> let me follow up on that because you brought it up. you know a lot about executive privilege. i mean if the appeals court -- if the appeals court rules again

christine romans is our business correspondent and john harwood is at the white house. as we look at what is happening on capitol hill, what we're getting in terms of those numbers this morning, there is a lot for white house to be happy about this morning. christine, break the numbers down for us. what does this tell us, especially the revisions for august and september? >> remember how concerned we were about the variant and holding back this summer hiring lull that we saw. it wasn't as bad as we thought. when you look at august, at first the government said there were 366,000 jobs created in august, they've revised that to 483. that is a really strong month of jobs gains. you look at september. they said 194,000. we were disapossibilitied by that number. it showed sort of this american engine of job creation slowing. that was revised too. these in normal times are verier big, big numbers. another 531,000 in october. it paints the picture of american employers who are aggressively hiring. you heard the labor secretary talk about how broad based the hiring was. it was

cnn's john harwood joins me now with much more on this. john, what are you hearing from there?t of all, the president returned to the white house from his beach house in delaware this morning in a much better mood than he was a week ago because his political circumstances are much better. they passed on a bipartisan basis that $1.2 trillion infrastructure bill, $550 billion of new money, roads, bridges, broadband internet, removing lead from water pipes around the country. those elementings are popular. it also allows the president to boast about bipartisanship, which people like. it also allows him to shift the conversation away from the struggle to get things done in washington to being able to talk about the things he has gotten done in washington. he's going to talk about that in baltimore at the port this week, probably not going to sign that bill until next week when congress comes back and he can have republicans and democrats with him. meantime, he's working on that bigger bill when congress comes back, hopes to pass it in the house next week after they get that congres

cnn correspondent john harwood is there. interesting message, balanced message from biden yesterday. we're concerned, let's not panic, no plannings for lockdowns, and get your booster shot. what is the administration's plan going forward? >> reporter: as you both indicated, the critical factor to keep in mind right now is what we don't know, but also the market turbulence that erica alluded to just now is an indication of how interrelated all these issues are. that is to say the more uncertainty there is about the omicron variant, the more uncertainty about the persistence of the pandemic and the severity of the pandemic, the more uncertain the economic recovery is going to be, the tempering of inflation is going to be. all of the knock-on effects of this pandemic are -- have a big question mark over them now because of this omicron variant. what the president is saying is let's look at what we know. what we know is that vaccination and boosters is the most important intervention that we can take. in addition to that, there

john harwood is at the white house. rene, there was a lot coming into this in terms of what was the message was expected to be. how does that translate into action? is there a sense that former president obama has a little bit more push, perhaps, to spur action? >> reporter: good morning, erica. i think what the thinking going into was essentially that he has a lot of credibility when it comes to this issue of climate change, and for everyone watching, you saw that that was a passionate speech. it was equal parts passionate, but it was also urgent and political. i mean, he went after former president trump. he didn't name him, but he spoke about his successor and his pulling out of the paris climate accord as well as, i'm quoting now, four years of active hostility towards climate science coming from the very top. so you get the sense that the role here that he is playing with his major speech, which, by the way, we would be remiss if we don't point out the timing of all this, this is happening, this speech is happening

. >> john harwood joins us with more. was this move because of concerns about staffing shortages, particularly before christmas? >> reporter: businesses made that argument. the supply chain problems that the economy has been experiencing would be exacerbated by this. the white house says, in fact, this was about making it smoother for businesses and contractors to implement them. but in any case, more than 100 million american workers are going to be covered by these new regulations. th the osha regulations apply to employers with 100 or more workers. it does not have a fixed vaccine requirement. if people decline to get vaccinated, there is a testing option. that is not the case for the 17 million workers who interact with medicare and medicaid, so health care workers, the argument it is more urgent for those people to get vaccinated and, therefore, it has to be a hard requirement. make no mistake, we've been talking about the results of the virginia, new jersey elections, biden's poor approval rating. the white house un

we're joined by cnn's john harwood, manu raju on the hill, and economics and political comment kay or the, katherine r rampel. katherine, as we look at these numbers we saw, not just the big jump in october but the revisions upward in both august and september, not insignificant revisions upward, does that signal to you that the delta surge's impact on the economy was temporary, it's over, and that this biden boom people talked about in 2021 is back, in effect? >> reporter: i don't know that we can yet say that it's over per se, but it does seem to be fading. the factors that the delta variant was inflicts on the economy, things like people afraid to go out and consume services again, afraid to go back to jobs, child care struggles, et cetera, those seem to be fading, which obviously is a good sign. and that's partly because vaccination rates are up. i think biden is perfectly within his rights to tout that record because that makes a big difference in getting delta under control. and until infections are at bay, the economy is still at the mercy of the pandemic. >> john harwood, when

let's bring in white house correspondent john harwood. john, good morning.d morning. >> good morning. we focus on the hard part, the build back better plan, much more massive, much more life changing immediately for people. how is this going to work out? how are they going to convince these senate holdouts? >> well, the signs are looking positive for getting this done in the house. and what is benefiting democratic leaders at the moment is a bit of momentum that comes out of the passage of that hard infrastructure bill. all the democrats are watching joe biden and people who got behind that bill celebrate its passage, promote its passage. that feels a lot better to them than the in fighting that they've been experiencing over the last several weeks, drag down the president's poll numbers, drag down the democratic party. so they're getting on a bit of a roll in terms of sentiment for getting this did you think. so, some of the moderates in the house who have expressed resistance over the potential cost of the bill, they want to see how the congressional budge

for the latest we go to cnn white house correspondent john harwood. the phones and really putting skin in the game to get this across the finish line? >> look, he decided and speaker pelosi decided that they needed to move right now. that, of course, was accent waited by the results in virginia and new jersey but also the product of months of negotiation that had dragged on a long time. the reality is that the president does need those progressives because he doesn't want this only to be what he ach achieved. he's going to like that result, the survey, the 59% that you just mentioned because for joe biden it is critical from his perspective to get both parts of this agenda. and the people who are trying to help him get both parts of this agenda are in fact those house progressives. it's the moderate members, a handful of holdouts who have been the obstacles to getting this done. finally yesterday, the progressives who had been holding up one piece of legislation with the ascent of the president and the speaker in order to get the other decided to make

. >> here with us to discuss is cnn correspondent john harwood. hole long and sometimes frustratedated process, is that going to happen this week? the results last night, did they upset anything? where do we stand? >> what we are hearing today from the white house from progressives and from moderates on the hill is that they want to move forward on the legislation. part of the frustration, the main frustrations they felt were with the pandemic, continuing to disrupt normal life. continuing to mess with the economy, voters thought that was going to change this year. it hasn't changed nearly as much as they thought. one of the things they were frustrated as well in the view of democrats is the extended infighting to date among democrats, not seeming to be able to move forward and act. so democrats this morning are move siding the need to act. the prescription drug you were describing is one of the most popular...president biden originally laid out. if fact if they have the consent of senator sinema, that should be a step forward in terms of making t

let me bring in john harwood for more from the white house. that they can do in order for this supply chain to loosen up? >> they're scrambling and they're having some success. the port of los angeles in long beach announced yesterday that the inventory of containers that had not been able to move through is significantly down. so that's good news. it is gradually going to be worked on as businesses adjust post-pandemic, but the key is going to be really getting past covid. so i think nobody expects these problems to diminish in the next month or two, but sometime if we get largely past the pandemic middle of next year, i think people think the economy and the supply chains will normalize pretty significantly. >> one other thing i wanted to ask you that i was just seeing come in is that president biden is now asking the ftc, john, to investigate if oil and gas companies are legally driving up prices. what are you hearing about this? >> nobody wants gas -- oil and gas companies to illegally manipulate prices, but i got to say, kate, having cove

cnn's john harwood is live at the white house with this breaking news for us. john, what are you hearing right now? >> reporter: first of all, kate, it's worth noting the bit of history being made today. of course this is the first time we've had a woman vice president, and as a consequence of that, when the president takes this routine step for presidents when they undergo anes anesthesia, she's going to be the first woman in american history to exercise or have the potential to exercise presidential power. don't know how much she'll be able to do working out of her west wing office, but that is something worth stopping and taking notice of. this is something that is routine under the 25th amendment. that is the same 25th amendment that got talked about from time to time under president trump about whether his cabinet might move to somehow take power from him. of course that didn't happen. but presidents have under the 25th amendment routinely -- ronald reagan in 1985, for example, when we had intestinal surgery, signed over power for a few hours to his vice pr

cnn's john harwood is live from the white house. the president already reacting to these numbers. saying this morning, john? >> reporter: what he's saying, erica, is inflation is a top priority for him to address. he's touting good news as well as the bad news on inflation. the good news being claims for unemployment benefits are down, continue to be down, way down during the course of his administration, but the price spikes are real. they've persisted through much of the year, will persist into next year. what he's trying to do with this trip to baltimore is argue that both in the near term and the long term, he's working on this problem. near term, the administration has got a supply chain dis disruption task force. longer term, the infrastructure bill he's going to be touting in baltimore is designed to expand the productive capacity of the u.s. economy. that along with the build back better agenda which he's trying to pass subsequently in this month or perhaps december, he also argues it would increase the productive capacity of the country and reduce inflationary pressures o

cnn's john harwood joins me. what is happening with this?score the stakes of this for the biden administration. a resurgence of the pandemic this summer soured americans' mood, hurt the economy, and that all helped to drive down president biden's approval ratings, contributed to their poor election showing. highly important to the biden administration to put the pandemic in the rear-view mirror for health reasons and for economic reasons. so they have gone increasingly hard leaning into mandates. they've got in employer mandate that's due to take effect on january 4th. resistant states and businesses, conservatives, went to the most conservative appeals court, the 5th circuit, and got them to issue a stay of the mandate. what the biden administration is doing is going back to the court and saying let's go through the process that is set out in federal law that would involve both having a ten-day process of reviewing the mandate but also letting the case go to a randomly selected court of appeals. that will give them a chance of getting it ou

we're going to tackle that with cnn's mautt egan and john harwood.ty, erica, is this is more of a political problem for the biden white house than an economic policy issue to be dealt with. as matter of policy, the biden white house already this year has done its most important thing affecting inflation that american rescue plan, which was very large. the white house economists acknowledged it fueled demand, which is helping bid prices up. there are some things they can do on the margins to smooth out supply chain problems which are adding to inflation in combination with that demand, but that doesn't help them politically. the fact is that voters are eroding the president's political standings because they're unhappy. joe manchin from west virginia says he is concerned about inflation and withholding support for the build back better plan. and republicans are attacking with ads like this. >> biden just doesn't get it. he doesn't understand just how bad inflation is hurting americans. if congressional democrats don't stop biden and pelosi's plan, a l

. >> joining me for more is paul callan and manu raju and john harwood. let's start with the legal. as kara was ending there, paul, meld does blows past this deadline. what do you think this means? >> it's a little odd his attorneys didn't co-nm and make a motion to quash the subpoena initially and then test that in the courts. you're seeing a stalling action. by stalling it this way, he's got to be held in contempt of congress and then that has to go over to the attorney general and then eventually something filed in court, so you're months and months away from resolution of this subpoena with respect to mark meadows. >> months and months. manu, what is the committee going to do about this? kara read the statement from bennie thompson. do you really see them going the way of steve bannon? >> reporter: they're making that clear that is something they may do. bennie thompson has said for weeks he will not put up with any stall tactics, that they would move the way they did with steve bannon, to refer him to the justice department for criminal contempt charges. the problem is they don

. >> let's bring in white house correspondent john harwood on this.d back better plan, still outstanding, but this was a huge moment to pass this bipartisan infrastructure package. >> it was important on a couple of levels. first of all, it is very important for the country, right? people want their bridges, their ports, their airports repaired. they want broadband internet. all of the benefits that come from this bill are extremely popular. that's why you have so many republicans to vote for it in the senate, a small number in the house, and why you had republicans like rob portman and don young yesterday celebrating with the president. so that's one thing. secondly, as a political matter, he's been having a very rough couple of months, and the opportunity to be able to stand outside the white house with members of both parties, have a unifying moment, say, "this is not what we're trying to do, this is what we have done," that's big. it's not going to solve his political problems, but it is a step. he is going to try to amplify that in new hampshire
