the pressure is on and hard and with me now is senator john hoeven from north dakota. obviously a state that cares deeply about this project without question. senator, welcome back to the show. what do you think? what hurdles have we gotten over and what do we have left in front of us? >> melissa, good to be with you. this is a big hurdle. the administration was concerned about the route through nebraska for the keystone xl pipeline the state of nebraska has now approved a route. the governor signed off on it after an extensive work to make sure that they have covered all the bases and governor heineman sent a letter to the president saying we've got the route. so we're ready to go. we addressed the administration's concerns, and today senator baucus and myself, in one day, pulled together 53 senators on a letter saying to the president, let's go. let's get this important project done for the people of this country. melissa: we know what you want to do. what is your gut though on what you think the president is going to do? >> hard to say. i think he will approve it be

among those voting in the affirmative, north dakota's republican senator john hoeven.enator hoeven, thank you for joining me. happy new year. >> happy new year, chris. >> you talked about the possibility for tax reform and social security reform. are you disappointed the senate couldn't come up with a bigger deal? >> i was pushing hard for a big deal that included tax reform, entitlement reform and savings, real savings to get on top of the deficit and the debt. but you know, we can't do the whole thing at once, let's get as much done as we can. we've got to move forward. this is a big step on the tax piece. more work to do. we've got to get after it. >> you're one of just a handful of congressional republicans who did not sign the norquist antitax pledge, but do you think that the fact that we technically went over the cliff gives house republicans who have signed it kind of some political cover to back this bill which now, technically, cuts taxes, rather than raises them? >> this makes lower rates permanent. and without it, tax rates are going to go higher. and not j

host: john hoeven spent 10 years as governor of north dakota. what's the better job? guest: i would say being governor most. of the senators here, who were former governors, will tell you the same king, because you can set an agenda and go after it and you have a lot of control? on how you put that in place and work to get it done. here, it's tougher. however, i came to this job because i believe our country faces real challenges, as we have been discussing, but i want to be part of the solutions for the american people. i believe in this country and i believe we can do great things. we have to buckle down in a bipartisan way and get this done. it's not easy and does not happen in the short term. it's a long-term proposition, but we have to get it done. that is worth doing. that's why i am here and will continue serving my state. host: you have a new colleague, heidi heitkamp, many republicans thought they would pick up that seat, landed in democratic hands. guest: i have known her many years. we worked together on a range of issues. i will meet twitter again this mor

senator john hoeven of north dakota joins me.your fellow republicans to vote for this bill today, is that right? >> happy new year, joe, good to be with you. the expectation was that they would be voting on the bill today. obviously it had had a big vote in the senate. 89 votes in favor of the legislation. it's important. there's a lot more to do here, but it takes that first big step of making sure we're not raising taxes on hard working american taxpaye taxpayers. >> now you voted yes on this bill, but some republicans voted no including marco rubio of flori florida. what do you say to the people who are arguing that this just doesn't do enough to solve the country's big debt and spending problems? >> we have to do more. we need entitlement reform. i pushed for a big deal, but we have to get the work done for the american people. we can't get it all done. we need to start doing it in pieces. e we did this on the tax piece. now we need to go to work right away and e get the spending under control. more to do, but we have to get
