. >>> i want to continue the conversation here with admiral john kirby.iral, just listening to the conversation, can't even begin to imagine what that would have been like for 38 long minutes. how significant was this alert failure from a national security standpoint and what does it reveal about our preparedness or lack thereof? >> i don't think americans should take away any concern about the missile defense preparedness in the region. the intelligence community has a complex integrated set of defense in depth capabilities there in the asia-pacific. in fact, it is so capable that within minutes of the alert going out pacific command was able to quickly ascertain there was nothing to it and put out a press statement within 10 to 15 minutes of the original alert. i don't think americans should worry. missile defense isn't perfect, but it is very good, very capable and the military isreas. that said, it raises concerns about the process controls in place, the procedures from a local and statewide perspective in terms of how they connect to federal authorit

cnn military and diplomatic analyst john kirby joins me now. he is also former pentagon press sa secretary. what was going on behind the scenes at the pentagon? >> i suspect the real activity was at the pacific command out there in honolulu because it is doubtful that the pentagon would have been made aware of the alert right away. i talked to somebody yesterday and he was out enjoying the weather and was made aware of the alert immediately, called the operations center and of course the people in the operations center were already made aware of it and were consulting all of their censors in the region to see if there was anything to it. it didn't take long for them to realize that there was no incoming missile. i think most of the u.s. military's capabilities were brought to bear there at pacific command rather than at the pentagon although i fully suspect that they were in communication with the military command center to make sure they were tracking the same information that they were in hawaii, as well. >> i know it was a false alarm. i'm w

. >> john kirby, you have been a bureaucrat in the defense department, the state department.ou served in the navy. your response? >> i understand where christian is coming from. i disagree, though. i do think that that tweet was very much about threatening nuclear war, when he talks about the button and being bigger. there's no other button he's talking about but nuclear war. while it's true that mr. trump inherited a much more dangerous situation on the peninsula than anybody previously, and he's not wrong when he complains about that, and i have given his national security team great credit for the work they did. to their credit they have gotten china to do more, no question about it. although china still has a ways to go. but he keeps undercutting his team's own efforts with these tweets. they're unnecessary. and that's where i guess i disagree. i don't really think of them as being useful diplomatic tools. he's hurting his own team's good efforts. and they've worked hard on this problem she was you just heard secretary tillerson talking about wanting to talk to north kore

rosenberg, kelly, a former principle deputy of defense for asia and pacific affairs and retired john kirby. admiral, kirby, i'll start with you. what's your response to the president's language and having served in the pentagon and state department, what might people in those buildings be thinking tonight? >> yeah, deeply troubling. juvenile to add insult to children would be what he's doing tonight. because he's the president of the united states his tweets are going to be taken as official policy. and here's the thing. they're going to be misread. there's no question they're going to lead to miscalculation and confusion over there. all these statements he makes over twitter their parsed for nuance. and he doesn't have a lot of nuance in there. so i think we have to worry about how they're going to be perceived over there. and that's what my colleagues, my former colleagues in the state department are worried about right now. >> how much more difficult does this make the job of a secretary mattis or a secretary tillerson at the state department? >> i think secretary mattis is having a com

cnn military and diplomatic analyst john kirby joins our panel now.dmiral kirby, you spent a career not only working on national security but trying to communicate about national security and keep everything calm in doing so. what was your take reading this? >> well, it makes a ridiculous tweet for one thing. but two things are really important in foreign policy communications. one is that there's coordination. when a president of the united states speaks whether it's twitter or any other vehicle, those words already coordinated with the interagency. sometimes and importantly with our allies and partners and in this case when you tweet about south korea, you want to include the south koreans and the japanese, as well. this doesn't appear to have that at all. the second thing is you want clarity and so bright. of course, that, tweet had none of that either. it was petulant, sophomoric and it was completely unnecessary. it was unhinged from the very good work that his national security team has been doing for many months. think about what they've been a

with me is cnn military and diplomatic analyst rear admiral john kirby.the economic touts, what stood out to you the most? >> what stood out to me was it was a typical trumpian speech, no surprise there. i don't think it is going to have much impact. those who were willing to invest in the united states because of the great economic numbers were still going to do it with or without the speech. he went over there to brag, to take as you called it an economic victory lap. i think he missed some opportunities here. whole idea of the world economic forum is to talk about immigration of a economy, global cooperation, cooperative efforts and didn't really get there. security part of the speech, talked about building partnerships, but he wasn't -- wasn't any meat there to it. on immigration, he had a very small, i think, almost mean outlook. only take people who can support us and who can succeed when the whole idea of american immigration at least in my view is that we're going to take people to help them succeed, not to bring them to help us succeed. >> let's

here to discuss all of this and more on military and diplomatic analyst rear admiral john kirby, theormer pentagon press secretary. you know how days like this go when the president goes to the pentagon. let me get you on this, and it is something that barbara touched on, the president keeps saying over and over that a government shutdown will really harm the military and he says democrats don't care about the military, they don't care about that. what happens to the military in a government shutdown? >> yeah, actually, not a whole heck of a lot from a tactical perspective. it won't be devastating to the military, troops still get paid as barbara noted they get paid on the 1st and 15th of every month. assuming the shutdown doesn't go further than february 1st, they'll be okay in terms of pay. they'll show up for work, operations will still be done. it is not going to be affected in real practical terms by a shutdown. that said, it continues to be harmed and i think in a very significant severe way by these continuing resolutions. what that means, and, again, barbara touched on this,
