i'm john lorinc reporting.e dog that was stolen by a california woman is expected to be reunited with her owner this morning. four-and-a half-year-old susi is a service dog from colorado. she was stolen two weeks ago by a woman vacationing in the state. susi's owner did some digging and found the woman who stole susi lived in monterey county. ( james ) susi was found in watsonville on saturday. the monterey county's sheriff's office is not releasing the name of the woman suspected of taking her. ( darya ) investigators are making progress on determining what sparked a massive fire at a building under construction in oakland. kron 4's tiffany mcelroy is at the breaking news desk with the latest. tiffany. (tiffany) federal officials got their first look inside the burned out building. this is video of the charred remains from quad-copter four. kron four was at the scene as investigators looked for clues in hopes of determining whether it is a case of arson. mayor libby schaaf says a special meeting has been set at the end of the week to discuss how to make sure construction sites in the city are protected. ( tiffany ) the complex under construction had security guards monitoring the site 24-hours a day, and surveillance cameras. investigators are now reviewing video for more clues. it'

( darya ) firefighters in oakland say they are dealing with a growing number of fires at homeless encampments. there have been two more fires in the last two days. fire officials believe the most recent one was caused by somebody cooking. this happened yesterday near the intersection of martin luther king junior way and west grand. there have been 60 encampment fires since the beginning of the year. now the city of oakland will spend hundreds of thousands of dollars to try and prevent these fires and keep the encampments cleaner. <"we have a couple hundred thousand dollars more this year to put in porta potties and garbage service at some of the larger encampments. and then we will have some encampments that we are going to have to close because of the number of criminal complaints, because of the danger, blocking traffic things like that.>( darya ) the city says it wants to talk to the homeless about how to keep their areas safe from fire. the city is also creating a task force to manage the encampments. ( darya ) police have arrested the man they say kidnapped a baby boy from monterey county. we first broke this story yesterday on the kron 4 morning news. the child was found safe in san jose after a construction worker noticed the baby in the back seat of a car. a woman who was also nearby says a man was asking her to take the baby. that baby was 8-month-old emeliano salinas who had been kidnapped in monterey county. the construction worker says he then saw the man trying to break into another car and he decided to act. ( darya ) as the construction worker was calling 9-1-1... the man got into a stolen car and took off. he was later arrested and identified as raymond gutierrez. the baby was reunited with his family a short time later. ( tiffany ) a grass fire that started near a popular winery and concert venue in saratoga is now 40 percent contained. the fire start
