in the meantime i want to bring in john miller the new york city police department's deputy commissioner of intelligence and counterterrorism joining us now live. thanks very much for joining us. first of all, i know you're up to speed. you have representatives of the nypd in france right now. they're briefing you on what's going on. you're extremely well connected. what's the very latest that you're hearing on this manhunt for these two suspects? >> we have to be careful to separate that. we have a detective assigned to paris. he's giving us operational updates as we go. i want to be very careful not to speak for the parisian pre fek tore police on an ongoing operation. >> so right now -- as far as you know these two suspects said and cherif kouachi, they are still on the loose and have not been apprehended, is that right? >> that's what we believe at this time. what you're seeing is very similar to the dynamics of what we saw here after the boston marathon bombing suspects when they were identified their pictures were put out and they quickly went on the run. what you saw there was the

joined by mike morell the former deputy director of the cio now senior security contributor and john miller who used to be at cbs news is deputy commissioner for the new york police department. gentlemen, thank you mike, to you first. al qaeda and yes, ma'am senn now claiming responsibility for the first of these attacks what do you think of that? >> i can't remember a time, bob when al qaeda and yemen took responsibility for an attack that turned out to be wrong. i take claim of responsibility, claim that they directed this attack very seriously. we don't know what direction means, could be having told these two individuals to go back attack this particular media outlet. it could have been more than that. we'll have to wait and see. but i do think al qaeda was in part responsible for this. i do think that is something very, very important about all this. we've been focused on isis for the last nine months to 12 months. this is a reminder that al qaeda is still very dangerous and still very significant threat to the west western europe and united states. >> schieffer: john miller the attorn

that was john miller. we'll talk about that in just a minute. jim, going back to this woman, this woman authorities are looking for this woman. how she became radicalized and fell in with this man that held up that kosher grocery store. >> it's a good question. this is something police are trying to discover. a good deal came from her relationship with amedy coulibaly. so many terrorists suspects have an interesting pace. coulibaly and kouachi brothers drank and used drugs. they didn't start as devout muslims. it happened over time. for several of them it happened during prison. they were radicalized in prison which is not a phenomenon unfamiliar in the u.s. there are prison converts to islam islam. there's nothing wrong with it. the issue is when it happens to be a convert to radical islam and that's something that u.s. authorities are very conscious of. european authorities certainly. people can change over time. they can change in a remarkably short period of time and that's one thing that makes it very difficult for counterterror officials a

you heard what john miller said.rprising but not really surprising the attacks and what's going on in europe. what are your sources telling you? >> well that there's been no moment since september 11th or maybe even before when we've been perfectly safe or invulnerable to the kind of attacks that we've seen. obviously given what happened in france and belgium, this is a more organized, more sophisticated and therefore more lethal type of terrorist attack but to believe that before the beginning of 2015 we were invulnerable and now we're vulnerable is just not true. there's just too much going on. whether it's the lone wolves or whether it's the tightening -- or whether it's any of a number of incidents that we've seen since september 11th i take panetta as just making a point that we can't let our guard down and that's why we have a series of layered defenses both offense and defense here in the homeland to minimize the risk but always knowing it's never going to be perfectly safe. >> colonel reese? >> you know don,

former colleague john miller and ambassador at large from 2002 to 2006 said upgrading the status wasoffice to a bureau will not create additional bureaucracy, it will simply give jtip any ambassador at large that heads it understanding with regional and functioning bureaus. that is essential but remains a priority especially when multiple u.s. interests are engaged, closed quote. we are not authorizing jtip office to be larger but for the excellent work of the office to be consistently heard at a higher level. in addition, it stops countries, the bill and other state department bureaufr gaming the tier ranking system by limiting the time problem countries can use promises of action to avoid a tier downgrade. currently a country can sit on the tier two watch list for up to four years for presidential waivers, essentially stringing the u.s. along, promises of taking action but not no longer taking action. after four years the country must be automatically downgraded to tier three. the law worked very well in the three reporting cycle. but we -- 2013ic reporting cycle. china was upgrade

bill bratton is doing it now and john miller the deputy commissioner of counterterrorism they were onther cities listen i would say certainly any urban area any large city has to be on a higher level of alert if you want to call it that or just doing more than they would otherwise because any city -- first of all, anyone could be a target but certainly if you're in a city that has any type of landmarks or any known targets they should be -- they should definitely be increasing their level. whether it's a formal increase is one thing, but they should be doing more. >> we heard from mike mccall, the chairman of the house homeland committee, he called u.s. persons, u.s. citizens or u.s. residents may have gone over to the middle east or north africa. they may have trained with isis or al qaeda and then they come back here to the united states and there presumably could be a hundred or 200, i don't know if there is a specific number that you want to share with us but there could be a bunch of these guys they represent potentially a major threat. >> as mike mccall said there were published
