well, as on of all standby, i want to bring in cnn chief law enforcement and intelligence analyst, john miller. john talk to us a little bit about how law enforcement is approaching this situation. >> well, paul, this is one of these things that starts out very fast. you've got multiple people shot. you've got a suspect involved in a car jacking. you've got a vehicle on the move but once they placed him in that building, that multiple dwelling house, and they got what they believe is all the other people out the whole object of the game then is to slow it down and to start that conversation now, the good news is they have been talking since they got there, telling andriy gordon is 26 year-old young man who is the suspect here to come out, that he's not going to be hurt, that they want to be safe too. they've talked to him about how to come out to take him into custody. the unfortunate part is this has not been an intimate conversation. it's been largely via a bullhorn we don't know if that's been a one-way conversation or whether he has been responding. they've asked him to call 911. i mean, p

to announce a new five safety plan let's bring in our cnn chief law of and intelligence analyst, john miller. john also served as a former deputy police commissioner from the nypd. how exactly john will this work? are we talking strictly about the presence of these soldiers as a deterrent, or will they actually be authorized to engage in law enforcement? >> so yes and no, their job is going to be to do bag checks, to inspect bags, to make sure that there's no weapons, explosive, so on knives, guns going into the subway, but they're also a high visibility deployment. you're going to be seeing soldiers, they're going to have weapons, they're going to be in uniform but no, they don't have the authority to make arrests. and that's where after the 750 national guard members you'll see about 250 state police officers from the state police and the metropolitan transportation authority also are they going to be all over new york city in brooklyn the bronx, queens, staten island are just in manhattan and some of the big subway stations. >> i think the latter, you're going to see these deployments are

sandoval's standby, john miller is still with me. john, what are you hearing from your sources >> what i'm hearing is that after they did their controlled probe of the house trying to store some movement and then trying to work on their next move. that andriy gordon was apparently trying to sneak out of the perimeter out of the house and was picked up, moving somewhere near the house, trying to basically blend in and walk away. now, obviously they had 360 degree containment, but they also had to maintain cover because this was an individual with a high powered weapon but somebody picked up on this, grabbed him up, confirmed his identity, and then to confirm the rest of that, they move their armored vehicle up to the front door. a team went into clear the house to make sure that a everyone in there was okay and that there was no additional victims are hostages, or someone hiding and be that there was he was no longer in there and that they can recover that weapon. so what you saw was kind of a great exhaling at the scene you saw people

john miller. great to see all of you jill, you first you heard some of the words there from president putin, stay statement. there. we've heard other russian officials imply, without evidence at some sort of connection is made there between the terrorists and ukraine why do you believe of putin either believes it or says it? >> well, whether he believes it is another question. he's saying it because their primary mission right now is to convince the russian people that putin is absolved of responsibility for either preventing this attack or for the really you have to say botched response. so that's our primary objective. and you can see they're having difficulty putting the pieces of this narrative together. but essentially, it all goes back to ukraine in their view. and president putin coming out with that kind of indirect statement here across it. the border in a window prepared for them so it's not really clear, but they want to keep the finger on ukraine and try to go with that narrative. but

up 13% so far this year, let's talk now, a cnn chief law enforcement and intelligence analysts, john miller with us now. john, how's this going to work? is the national they'll guard there just as a presence or will they actually be doing any law enforcement duties? >> so the national guard is part of the thousand that the governor is sending their 700 of the thousand but they will be a uniform presence, but not a law enforcement presence. they're not going to be in the position to make arrests or do enforcement on minor violations in the transit system, which is a lot of what drives people to feel unsafe there. there'll be doing mostly bag checks so the nypd, do they think that national guard troops are going to be an effective deterrent? it is certainly a sight to behold as you walk into these stations and see a guardsman there with a semiautomatic weapon yeah. >> so when you see a soldier and a green uniform, stan in a subway station in full uniform carrying an assault weapon that can be a little disconcerting but i also think if you're one of those passengers who feels nervous about goi
