ryan nobles is on capitol hill, brendan buck is a former aide to speakers paul ryan and john boehneran, i understand that the bill has been brought to the floor under suspension, which means it needs the support of two-thirds of members to pass. when is this going to happen, and how sure a thing is it? >> reporter: the speaker of the house just walked behind me, chris. that means we're heading in the right direction. it will probably happen, at least on the house side here, in the next half hour to 45 minutes. that bill will be passed. we do expect the senate could take it up as soon as this evening. there will likely be an amendment vote that senator rand paul is asking for in order to speed up the process on the senate side, but there's a real possibility that at least this first stage of a government shutdown will be avoided as soon as tonight. now, as you rightly point out, that doesn't mean they've solved the problem completely. they still have quite a bit of work to do. there is the sense they have pretty broad agreement on the first tranche of bills. there are six different bi
