phillip live at the white house for us with more. abby, the president's shift from congress must act to congress wasting its time. why? >> it seems very much, john, that the president is throwing in the towel on this issue of immigration on the hill, and it could be that from the very beginning this president has never been sold on this particular strategy that's being carried out right now by house republicans. remember, it was just a week ago that he caused his first wave of chaos on this issue by saying that he didn't support these compromised bills that were being deliberated on the hill. and then earlier this week he went to the meeting to offer support to shore up that support and left lawmakers incredibly confused about where he stood. now, this all possibly has to do with the fact that this white house has calculated from the beginning that the immigration is a key issue for their voters. he wants to look strong on the border, and is not convinced that these proposals will get him there. instead there is this crisis at the border with separating families, and the president is trying to navigate that. but he has also shown on social media
