john ramos, kpix 5. >> it sounds like tonight firefighters are going to want to take advantage of the favorable conditions to fight fires. >> lighter winds. it does look like things are going to worsen a bit on thursday when the fire weather watch kicks back and. we have to keep an eye on the fire weather conditions, air quality conditions and the next round of near record temperatures. let's start with fire conditions. this fire index takes everything into account. temperatures, moisture levels, fire fuels, wind direction even, and ranks them zero to 10. overnight it goes down to nearly 0. and the fog creeps in lynn. tomorrow and the numbers will peak around three or four in the north bay. in the vicinity of the glass complex, conditions are not going to necessarily prevented from spreading but it will not be favorable to spread rapidly which is good news for fire crews. thursday it looks like conditions are not going to be too bad but there are two more four's. when speeds and temperatures are going to be high. while things are not as bad as they were, fire crews still have work cut

kpix's john ramos watched it happen and has this report. >> reporter: yes. last night about 7:30 i was standing here taking pictures as the glass fire crested the mountains in the distance but then i noticed something on the other side of the valley. it started as a small plume of smoke and as i watched it became a steady glow. the fire picked up about 6:00 p.m. and moving in the hills along the silverado trail that runs on the east side of the valley. the winds were fairly custom when it suddenly began burn ning on the west side. jack was here watching. >> reporter: it looks like you were watching a show. it looked stationary but instead it was lifting the embers up and over the forest on the other side >> people didn't even realize it was happening. staring at it, you could not tell. >> reporter: and this is when you can find in downtown st. helena today, chunks of wood so light and dried out, they crush to dust in your hand. the napa fires have been considered an ideal fire break. this is tom daly who has been in the business here in the valley for decade

at the national seashore, john ramos, kpix. >> if the water supply becomes inadequate, staff will provide a watering trough in an area where the elk are accustomed to finding water. >>> how might we see these much of it is due to the marine layer and how much to the smoke. it is 50-50. >> more the marine layer will have an influence. c don't forget that day when the sky went orange. it looked the most ominous where you are under the marine layer. it wasn't just smoke. we had a good surge of marine layer. that is what made it look like blade runner. point race might be one of the first places to start to see a little bit of relief. here is the forecast. we are playing this through 11:00 tonight. everything is getting slowly nudged to the east. there will be a lot of smoke at the ground. the forecast for tomorrow is unhealthy. it is good to know that at mid and upper levels, we are beginning the process of pushing the smoke out. that is the dolan fire. of the fires i showed you at the top, it is merging into one massive ugliness. i will put the streamlines on. we will really thicken them up

and while there is clearly a need for, kpix 5's john ramos reports some are shocked by how long it will be off limits. >> a lot of people from the south bay grew up playing here at anderson reservoir and they're going to grow up a whole lot more before they'll be able to return here. >> reporter: in 2009, the earthen anderson dam was found to be seismically unsound. beginning october 1st, the public will no longer be allowed near the lake as the water level is drawn down to almost nothing. >> as early as january 2021, we could have a very different kind of view of anderson reservoir. it will be that way for a long time. >> reporter: a very long time. valley water officials predict the work won't be finished until 2031. first they'll dig a new outlet tunnel that will quadruple the amount of water that can be released under control. they couldn't release water fast enough in 2017 so it spilled over, flooding coyote creek and parts of san jose. thanks to the oroville dam failure, they're also required to replace the concrete spill way entirely. when that project is finished, they'll begin
