attorney barbara parker now becomes acting city attorney she was appointed by her out going boss john russo. the council has 60 days to appoint someone to fill the rest of russo's term otherwise a special election has to be held by mid-december. russo got the job after 11 years to become city manager in neighboring alameda. >>> carlos may soon join the growing list of cities to have a ban on plastic city bags, city council could take up that issue as soon as today and they may also consider some ban on food take out containers made of poly styrene foam. >>> riders on muni's busiest rail line are getting relief today muni is adding an express bus to run the same route as the rail line. this is a pilot program the ease over crowding on the route between san francisco's financial district and ocean beach it carries nearly 40,000 riders a day,. >>> not often we get to report good news at the gas pump. >> i know. pay close attention you may not hear this again. prices are going down. the lundborg survey says nationally they fell 17%, making the u.s. average $3.74. here in the bay area, gas buddy

she was appointed to the position left vacant by outgoing city attorney john russo. parker graduated from harvard law school in 1975. and before spending 20 years in the city attorney's office, she spent five years as assistant u.s. attorney for the northern district of california. >>> state legislators have until wednesday to meet the constitutional deadline to send a balanced budget to the governor. democrats and republicans are $9 billion away from doing that. the state senate passed a few minor budget bills today but did not address the so-called bridge tax. governor brown wants to keep the states's finances afloat until the fall. assembly's next session is on monday. >>> they will punish lawmakers for missing the deadline. they will muse salary and per diem each day they fail to reach a deal. and the state controller will not pay them retroactively when a budget is approved. >>> the great highway between lincoln and sloan is now shut down for sand abatement. the cleanup is required every so often when the winds blow sand on to the pavement. no word on how long t
