hadley, we were talking earlier about this idea that perhaps john kerry is being used as a sack official.s. administration in this situation. where is president obama in all this? >> he seems to be distracted with other things. certainly we have a lot going on on the geopolitical arena. we have obviously what's happening with ukraine and president putin, as well. but at the same point, looking at secretary kerry, all he's done in the region in the last year and a half. when i speak to people on the ground there, they always say we are appreciative of his efforts, but at the same time, we're still wondering, where is the u.s.? and i think this all goes back to where we were sitting at this table a year ago talking about syria, talking about red lines. unfortunately, the rest of the world noticed when president obama pulled the rug out from under john kerry. when john kerry said we're going to do something militarily and president obama said, whoops, i'm going to go to congress and the rest of the world saw this as not having the back of your secretary of state. that's the problem. now we
