john sasaki live from city hall in oakland with what's at the center of the controversy, john. >> reporter: frank, city council is meeting right now and the youth center will be discussed tonight on the hot seat is brooks who sent this letter to her colleagues in which he says she often consulted staffer and if someone had told it was the correct procedure we would have followed it, end quote. >> reporter: the culinary academy serves at risk youth. >> my focus is making sure that the kids learn from this and they grow. >> reporter: they learn video and audio production and how to make and even grow their own food. >> the kids in the culinary department prepare diernn for everybody. a lot of times kids don't have that at home. >> reporter: the controversy stems with how the recently renovated facility was funded, staffed and outfitted with equipment. she is not authorized to approve such purchases. >> the information contained is concerning, we will continue to investigate it. i for one will be pushing for that. >> reporter: there's word that the contractor paid his workers less than minimu

ktvu's' john sasaki as more. >> reporter: as you can see, police guard this home here at 1600 house street. but the investigators wrapped up a second day of looking through the crime scene. for most of day two, crime scene investigators looked through the area where five people were killed. >> i worked with two of them at a company. >> reporter: this man worked with one of the family members who lived there and is presumed dead. >> a real sweet person. one of the nicest people you would ever want to meet. >> reporter: investigators brought out bag after bag of evidence, even some from the home next door which we learned was also owned by the family. >> we really can't discuss anything at this point. >> reporter: police have not released the victim's identities. the key question is whether or not this was a murder-suicide and the killer is dead or if somebody else killed everybody and is still on the loose. >> this crime if it is -- determined to be a crime, it is specific to this address. and only to this address. >> reporter: the investigators are being cagey somewhat in addressing this i

lot of people with relatives in mexico spent the day trying to reach their loved ones and ktvu's john sasaki is live in the mission district in san francisco now with their story, john. >> reporter: frank this is 16th and mission here and the mission district is bustling with people from mexico and other countries. as you can see people are going about their business during the afternoon rush hour. many people still don't know about the quake, others may know the 7.4 earthquake happened but are relieved there were no casualties. we met the mayor and we talked to a woman from mexico working at a taqueria. both are worried about any damage and casualties. >> hopefully everyone is okay. i'm concerned, i'm from over there. my family is from over there. but yeah hopefully everything is all right and everyone is okay. >> we are waiting for official information gradually it's coming. fortunately in general terms there are no victims at this point. there are not any kind of people injured and it's very important to consider because the earthquake was pretty strong. >>> even among people who declined

john sasaki, ktvu channel 2 news. >>> mystery surrounds the death of the twins found in a home. new at 6:00, ktvu's maureen naylor is live after spending the day digging to uncover the ties to these women. >>> the twins grew up here in the bay area and have family here. while their death res main a mystery, we obtained a more recent photo of one of the twins. this is patricia miller. her and her twin were photoogenic from a young age. they found cousins in oregon and one in the bay area. >> doesn't sound like they had as much contact. >> reporter: the 73-year-old twins were found dead in this neighborhood last month. one on a bedroom floor and one in a hallway. >> one twin was probably deceased 4-6 weeks and my suspicion is the other twin died within a week afterward. >>> the twins were born in oregon. their father listed this house as home. the twins attended lincoln high school and san francisco state. by their early 40s they moved to south lake tahoe. the case peaked the interest of genologist. >> it is exciting and i want to know more about them. did something happen in thei
